Senior Consultant, Quebec

We’re looking for ambitious individuals to join Enterprise Canada’s growing Quebec Government Relations Practice as we continue to expand our presence in the province. Based in either Montreal or Quebec City, successful candidates will join a dynamic and entrepreneurial team advising clients on navigating Quebec’s political and public policy landscape, while supporting engagement with both provincial and federal decision-makers.

This role offers an opportunity to tackle some of the most pressing and complex issues affecting Quebec and Canada today. You’ll work with multinational corporations, national companies, government bodies, not-for-profit organizations, and industry associations to help shape strategies, build relationships, and achieve meaningful outcomes.

We are seeking public affairs professionals at various levels of seniority, including Consultant, Senior Consultant, Director and Vice President, who bring strong political judgment, excellent communication skills, and a deep understanding of Quebec’s political environment. Ideal candidates will be fluently bilingual in French and English and have established relationships across partisan lines with key stakeholders in Quebec politics, including provincial and federal parties.

Successful candidates will contribute to client strategy, stakeholder engagement, research and analysis, and the development of impactful government relations plans that deliver measurable results. Previous experience in government, politics, public affairs, or management consulting is essential.

Core Responsibilities

• Support the development and execution of government relations, public affairs, and advocacy strategies across Quebec and, where relevant, both federal and interprovincial issues affecting clients.
• Build and maintain strong relationships with government stakeholders, political offices, industry partners, and clients, leveraging networks across partisan lines and orders of government.
• Monitor, analyze, and communicate political developments, legislative activity, public policy trends, and current events impacting Quebec and Canada.
• Contribute to or lead integrated public affairs campaigns, including government engagement, policy advocacy, media relations, stakeholder outreach, and digital strategies, depending on experience.
• Provide strategic advice and manage client relationships, including coordinating meetings, advancing priorities, and ensuring work aligns with client objectives and expectations.
• Draft and oversee the preparation of high-quality briefing materials, policy analysis, speeches, correspondence, presentations, press materials, and digital content.
• Ensure compliance with lobbying, ethics, and public affairs standards while providing sound guidance on best practices for stakeholder engagement.
• Represent Enterprise Canada in the Quebec market by cultivating relationships, enhancing the firm’s profile, identifying opportunities, and supporting the continued growth of our presence across the province.
• Contribute to business development efforts, including preparing proposals, responding to RFPs, supporting pitches, and helping identify opportunities for new and expanded client relationships.
• Support a collaborative team environment through mentorship, knowledge-sharing, and leadership on client files and practice growth, with expectations scaled to level of seniority.

Requirements

• Relevant experience in government relations, public affairs, politics, government, management consulting, or a related field, with level of experience commensurate with the role (Consultant, Senior Consultant, or Director).
• Post-secondary education in political science, public policy, communications, law, business, or a related discipline, or equivalent relevant experience.
• Fluency in both French and English, with exceptional written and verbal communication skills in both languages.
• Strong understanding of Quebec’s political, governmental, and public policy landscape, including key political actors, institutions, and issues at both the provincial and federal levels.
• Established relationships and credibility across partisan lines within Quebec politics, including provincial and federal political stakeholders, are strongly preferred.
• Demonstrated ability to provide sound strategic advice, exercise strong political judgment, and navigate complex policy or stakeholder environments.
• Excellent writing, research, and analytical skills, with the ability to communicate complex ideas clearly, concisely, and persuasively for diverse audiences.
• Strong project and client management skills, with the ability to manage competing priorities, meet deadlines, and contribute to or lead client files depending on level of seniority.
• Proven interpersonal and relationship-building abilities, with experience cultivating productive relationships with clients, stakeholders, and partners.
• Proficiency in Microsoft Office, particularly Word and PowerPoint; additional language skills, digital advocacy experience, or research expertise are considered assets.
