In addition, the department supports the social and economic well-being of older adults ensuring policy formulation and effective decision-making as well as policy coherence across government departments as it relates to aging. The department is thinking differently about how to plan, fund, legislate and monitor to improve access and service delivery for Nova Scotia’s senior population. To do this, we need leaders at all levels of the organization who embrace a challenge and believe in their ability to make a difference.
About Our Opportunity
Reporting to the Executive Director, Continuing Care, as the Director of Long Term Care (LTC), you will play a key leadership role in the Branch leadership team whose mandate is to lead, prioritize and drive Continuing Care initiatives that lead to better resident/client care outcomes, stronger system performance across the broader health system, and timely advice to senior leadership on sector priorities, risks, and emerging issues.
You will provide both operational and strategic leadership to a LTC system comprised of over 140 facilities that provide 24-7 support to thousands of Nova Scotians each year. Specifically, you are accountable for advancing program excellence and system change through strategic partnerships, and for overseeing long-term care programs, initiatives and projects that are governed by multiple pieces of provincial legislation, regulations, policies, and standards. You will maintain a strong connection to the sector, monitor performance and emerging pressures, identify and assess risks, and provide timely, evidence-informed advice to senior leadership on policy, investment, operational priorities, and mitigation strategies. You will also work collaboratively with multiple and diverse stakeholders to strengthen the LTC system and improve access to quality care.
Primary Accountabilities
More specifically, in this role you will:
- Provide strategic and operational leadership for the long-term care sector, ensuring alignment with government priorities, departmental direction, and broader health system objectives.
- Maintain an ongoing understanding of sector pressures, performance, emerging issues, and system risks, and translate this intelligence into timely advice and action.
- Advise senior leadership on long-term care policy, investment considerations, operational pressures, and risk mitigation strategies.
- Identify, assess, and escalate emerging issues and risks, and lead or support coordinated responses as appropriate.
- Lead the implementation of long-term care programs, initiatives, and system improvement efforts within a complex legislative, regulatory, and policy environment.
- Build and maintain strong relationships with operators, service providers, health system partners, and other stakeholders to understand impacts, inform decisions, and support system performance.
- Support policy and program development by bringing operational insight, sector intelligence, and practical implementation considerations into decision-making.
- Influence and contribute to strategic planning, priority setting, and resource discussions related to long-term care services in Nova Scotia.
- Demonstrate sound fiscal oversight paired with an understanding of complex funding environments.
- Will be required to support the broader continuing care/department programs as needed.
Qualifications And Experience
You have experience in complex, multi-faceted environments where understanding interdependencies across program areas, sectors, and systems is critical to success, and you apply this understanding in your everyday work.
You are strategic and adaptive, enjoy collaborative planning, and are able to meet the challenges inherent in a fast pace complex system. You are skilled at synthesizing information from multiple sources, assessing impacts, and recommending practical, timely courses of action.
You are resourceful and influential in your ability to secure buy-in through written materials and presentation, build capacity, optimize provincial resources and demonstrate public accountability. You have demonstrated experience identifying emerging operational, strategic, and reputational risks, and providing advice to senior leaders on policy, program, operational, and investment matters. You think outside the box, and you have the confidence and conviction to introduce innovative concepts and solutions founded on sound reason, judgment, experience, and expertise.
You are a leader who has extensive experience leading teams to achieve results in a fast-paced, changing environment. You bring strong judgment, professionalism, and the ability to navigate sensitive issues with discretion while building trusted relationships across government, the health system, and external partners.
You possess a Bachelor’s Degree in a related field and several years of progressive leadership experience. The possession of a Master’s Degree, a background in Nursing and/or experience in Long-term Care considered an asset. An equivalent combination of related training and experience may be acceptable.

Salary Range: $4,754.34 - $5,942.94 Bi-Weekly
