À notre sujetLa Direction des programmes et services en français du ministère de l'Éducation et du Développement de la petite enfance (MEDPE) soutient l'avancement de l'éducation en français et de l'apprentissage du français langue seconde en Nouvelle-Écosse. Guidée par les principes d'équité linguistique, d'inclusion et de vitalité culturelle, elle veille à offrir aux communautés acadiennes et francophones un accès à des programmes et à des services éducatifs de grande qualité dans leur langue.
En collaboration avec des partenaires gouvernementaux, communautaires, provinciaux, nationaux et internationaux, la Direction développe et met en œuvre des initiatives, des programmes et des partenariats qui contribuent au rayonnement de la langue française, au développement de la main-d'œuvre éducative francophone et à la pérennité de l'éducation en français. Son travail favorise notamment le recrutement et l'intégration et la rétention de professionnels qualifiés au sein du système éducatif néo-écossais.
La Direction appuie également les occasions d'apprentissage du français pour les élèves anglophones de la province, contribuant ainsi au bilinguisme, à la compréhension interculturelle et à la dualité linguistique canadienne. Par son leadership et ses actions stratégiques, elle contribue à bâtir un système d'éducation inclusif, équitable et culturellement riche qui soutient l'épanouissement des communautés acadiennes et francophones tout en bénéficiant à l'ensemble des Néo-Écossaises et des Néo-Écossais.
Au sujet de cet emploiSous la supervision de la Direction de partenariats des programmes et services en français, la personne titulaire assure un leadership stratégique dans le développement de la main-d'œuvre francophone en éducation en Nouvelle-Écosse .
Elle planifie, développe, coordonne et évalue des stratégies et des initiatives visant à renforcer le recrutement, l'accueil, l'intégration, le perfectionnement et la rétention du personnel éducatif francophone. Son mandat comprend notamment le soutien aux enseignants formés à l'étranger, aux enseignants immigrants, aux assistants de langue et aux autres professionnels appelés à travailler dans les milieux éducatifs francophones et d'immersion française.
La personne titulaire mobilise les partenaires gouvernementaux, éducatifs, communautaires, postsecondaires, nationaux et internationaux afin de répondre aux besoins actuels et émergents du secteur. Elle contribue à la création de parcours durables vers les professions en éducation, à la reconnaissance et à la valorisation des compétences ainsi qu'au développement d'un environnement accueillant, inclusif et favorable à la rétention du personnel francophone.
Responsabilités principalesÉlaborer une stratégie de développement de la main-d'œuvre
Élaborer, mettre en œuvre et évaluer des stratégies visant à répondre aux besoins actuels et futurs en personnel éducatif francophone et francophile dans les milieux scolaires et éducatifs de la Nouvelle-Écosse.
Analyser les besoins et les tendances du marché du travail
Réaliser des recherches, des consultations et des analyses afin de cerner les pénuries, les besoins émergents, les obstacles au recrutement et à la rétention ainsi que les possibilités de développement de nouveaux bassins de main-d'œuvre.
Développer des initiatives de recrutement ciblées
Concevoir et coordonner, en lien avec le CSAP et les CRE, des initiatives provinciales, nationales et internationales permettant d'attirer des enseignants, des assistants de langue et d'autres professionnels qualifiés vers les milieux éducatifs francophones et d'immersion française.
Soutenir l'accueil, l'intégration et la rétention : Développer des mesures d'accompagnement favorisant l'établissement professionnel, culturel et communautaire des nouvelles recrues, notamment les enseignants formés à l'étranger, les enseignants immigrants et les assistants de langue.
Créer des parcours vers les professions en éducation Collaborer avec les universités, les collèges, les établissements scolaires, les organismes de réglementation et les partenaires communautaires afin de faciliter l'accès à la formation, aux stages, à la certification, au perfectionnement professionnel et aux carrières en éducation.
Mobiliser des partenariats stratégiques Établir et entretenir des partenariats avec les ministères provinciaux et fédéraux, les établissements postsecondaires, les employeurs du secteur éducatif, les organismes communautaires et les organisations de la francophonie afin de coordonner les efforts et des pistes communes liés à la main-d'œuvre.
Développer des projets de mobilité et de coopération internationale Concevoir et coordonner, avec le Consulat général de France, l'Ambassade de France au Canada et d'autres partenaires internationaux, des projets de recrutement, de mobilité professionnelle, de stages, d'échanges d'expertise et de coopération éducative.
Gérer les projets Assurer la gestion complète des initiatives liées à la main-d'œuvre, y compris la planification, les budgets, les échéanciers, la mesure des résultats et la reddition de comptes.
Fournir des conseils stratégiques et produire la documentation requise Conseiller la direction sur les enjeux de recrutement, d'intégration et de rétention, et préparer des notes d'information, des analyses, des recommandations, des demandes de financement, des présentations, des ententes et des rapports.
Représenter le ministère et évaluer les résultats Représenter le ministère auprès des comités, des réseaux et des tables de concertation liés à la main-d'œuvre francophone en éducation, tout en évaluant l'efficacité, l'incidence et la pérennité des initiatives mises en œuvre.
À votre sujetLa personne recherchée est une personne professionnelle bilingue et mobilisatrice qui possède une expérience en développement de la main-d'œuvre, en gestion de projets et en création de partenariats stratégiques. Elle comprend les réalités de l'éducation en français en milieu minoritaire et en français langue seconde ainsi que les enjeux liés au recrutement, à l'intégration, à la certification et à la rétention du personnel éducatif francophone.
Elle possède un diplôme universitaire dans un domaine pertinent et au moins six années d'expérience connexe, ou une combinaison équivalente de formation et d'expérience. Elle sait notamment :
-concevoir et coordonner des initiatives visant à accroître la disponibilité de personnel qualifié en éducation francophone;
-mobiliser des partenaires gouvernementaux, éducatifs, communautaires et internationaux;
-appuyer le recrutement, l'intégration et la rétention du personnel éducatif;
-comprendre les processus de certification professionnelle ainsi que les programmes d'immigration et de mobilité internationale;
-gérer des projets complexes, des ententes de financement, des budgets et des exigences de reddition de comptes;
-analyser des données et formuler des recommandations stratégiques;
-animer des consultations et des tables de concertation;
-communiquer efficacement en français et en anglais, à l'oral comme à l'écrit.

Exigences linguistiquesVous devez posséder un niveau avancé de bilinguisme (français et anglais), tant à l'oral qu'à l'écrit, ainsi qu'une capacité démontrée à travailler et à communiquer efficacement dans les deux langues officielles.

About UsThe French Programs and Services Branch of the Department of Education and Early Childhood Development (EECD) supports the advancement of French-language education and French second-language learning in Nova Scotia. About Our OpportunityReporting to the Director of French Program Partnerships within the French Programs and Services Branch, the successful candidate provides strategic leadership in the development of the francophone education workforce in Nova Scotia.
The incumbent plans, develops, coordinates, and evaluates strategies and initiatives aimed at strengthening the recruitment, onboarding, integration, professional development, and retention of francophone education personnel. This includes supporting internationally educated teachers, immigrant teachers, language assistants, and other professionals working in francophone and French immersion educational settings.
The incumbent mobilizes governmental, educational, community, post-secondary, national, and international partners to address current and emerging workforce needs. They contribute to the creation of sustainable pathways into education professions, the recognition and promotion of skills and qualifications, and the development of a welcoming, inclusive environment that supports the retention of francophone personnel.
Key ResponsibilitiesDevelop a Workforce Development Strategy
Develop, implement, and evaluate strategies that address current and future workforce needs for Francophone and Francophile educational personnel across Nova Scotia's schools and educational settings.
Analyze Workforce Needs and Labour Market Trends
Conduct research, consultations, and analyses to identify workforce shortages, emerging needs, recruitment and retention barriers, and opportunities to develop new talent pools.
Develop Targeted Recruitment Initiatives
Design and coordinate, in collaboration with CSAP and Regional Centres for Education (RCEs), provincial, national, and international recruitment initiatives aimed at attracting teachers, language assistants, and other qualified professionals to francophone and French immersion educational settings.
Support Onboarding, Integration, and Retention
Develop support measures that facilitate the professional, cultural, and community integration of new hires, particularly internationally educated teachers, immigrant teachers, and language assistants.
Create Pathways into Education Professions
Collaborate with universities, colleges, schools, regulatory bodies, and community partners to facilitate access to education, practicums, certification, professional development, and careers in education.
Mobilize Strategic Partnerships
Establish and maintain partnerships with provincial and federal government departments, post-secondary institutions, education sector employers, community organizations, and francophone organizations to coordinate workforce-related efforts and shared initiatives.
Develop International Mobility and Cooperation Projects
Design and coordinate recruitment, professional mobility, internship, knowledge-exchange, and educational cooperation projects with the Consulate General of France, the Embassy of France in Canada, and other international partners.
Manage Projects
Provide full project management for workforce initiatives, including planning, budgeting, scheduling, performance measurement, and reporting.
Provide Strategic Advice and Produce Required Documentation
Advise management on recruitment, integration, and retention issues, and prepare briefing notes, analyses, recommendations, funding applications, presentations, agreements, and reports.
Represent the Department and Evaluate Results
Represent the Department on committees, networks, and collaborative tables related to the francophone education workforce while evaluating the effectiveness, impact, and sustainability of implemented initiatives.
About YouThe ideal candidate is a bilingual, collaborative, and results-oriented professional with experience in workforce development, project management, and strategic partnership building. They understand the realities of French-language education in minority settings and French second-language education, as well as the challenges related to the recruitment, integration, certification, and retention of francophone educational personnel.
The successful candidate has a university degree in a relevant field and at least six years of related experience, or an equivalent combination of education and experience. They can:
- Design and coordinate initiatives aimed at increasing the availability of qualified personnel in francophone education.
- Engage government, education, community, and international partners.
- Support the recruitment, onboarding, integration, and retention of educational personnel.
- Understand professional certification processes, as well as immigration and international mobility programs.
- Manage complex projects, funding agreements, budgets, and accountability requirements.
- Analyze data and develop strategic recommendations.
- Facilitate consultations and stakeholder engagement tables.
- Communicate effectively in both French and English, verbally and in writing.
The candidate's leadership, judgment, and ability to build trusted relationships enable them to make a tangible contribution to strengthening the francophone education workforce and supporting the vitality of Nova Scotia's Acadian and francophone communities.
Language RequirementsYou must demonstrate an advanced level of bilingualism (French and English), both written and spoken, and have proven ability to work and communicate effectively in both official languages.
This combination of skills and experience will enable the incumbent to contribute effectively to the Department's priorities related to French-language education, francophone workforce development, international cooperation, and the vitality of Nova Scotia's Acadian and francophone communities.
