SUMMARY OF DUTIES

Reporting to the Manager, Plant Operations, the Senior Process Engineer is the primary Operations contributor and Subject Matter Expert on water and wastewater treatment capital projects. On behalf of the Plant Operations Section, the Senior Process Engineer assumes accountability and responsibility for operational and process insights and contributions into complex water and wastewater treatment design and construction projects.

 

Provides engineering expertise with an emphasis in water and wastewater treatment in the planning, design and construction of the City’s treatment processes and facilities.

 

Provides leadership in a multi-functional workforce engaged in the delivery and direction of services to the public. Recommends improvement strategies to meet mandated goals and objectives.

 

RESPONSIBILITIES

 

Responsible for managing projects in a variety of staff resource configurations ranging from individual work to leadership of cross-departmental work teams, exercising leadership, guidance, technical competence, innovative problem-solving and the achievement of results in all such settings.

 

Provides engineering support in the areas of process/energy optimization and efficiency, research, capital program delivery, operations and project work for water and wastewater treatment facilities.

 

GENERAL DUTIES (INCLUDING, BUT NOT LIMITED TO)

 

Provides creative leadership and direction to subordinate staff. Promotes teamwork and integration between internal and external parties participating in cross-functional and cross program initiatives.

 

Provides supervision and direction to subordinate staff, including recommending and implementing standard procedures and the provision of training programs to upgrade and maintain skills.

 

Using a "best practices" approach develops and delivers quality customer focused services in a timely and cost-effective manner.

Conducts water and wastewater studies, initiates projects, develops programs and investigates problems.

 

Provides input in the preparation of the Capital Budget and develop scheduling of projects.

 

Researches and reviews current practices and guidelines for management of the City’s treatment facilities and outstations.

 

Liaises with the general public, elected officials, area municipalities, consultants, developers and other levels of government on issues relating to the direct responsibilities of this position.

 

Represents the City at various meetings with the contractor/operator, consultants, Ministry of the Environment and the general public.

 

Manages projects and contracts as assigned.

 

Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.

 

Prepare and deliver presentations to senior management and/or Council.

 

Perform other duties as assigned which are directly related to the normal functions of the job.

 

QUALIFICATIONS

1. University degree in Civil or Environmental Engineering or equivalent and registered as a Professional Engineer in the Province of Ontario, and demonstrated, progressive relevant work experience related to the duties described.


2. Proven experience and knowledge of applicable theories, practices and trends in the water and wastewater industry, including extensive experience in and broad knowledge of municipal water and wastewater treatment.


3. Considerable experience with recognizing, diagnosing and investigating process problems and taking corrective action to ensure effective and efficient operation of the facilities and to ensure compliance with applicable regulations.


4. Experience working with principles and practices of modern management as applied to the design, construction, operation, and maintenance of municipal water and wastewater treatment, utilizing information and process control system technology in the related work.


5. Experience planning and building reliability and efficiency in water and wastewater treatment, to ensure uninterrupted and economical service.


6. Demonstrated ability to plan, organize and lead projects and project teams.


7. Ability to challenge, lead and inspire others to excel in an environment that fosters teamwork and innovative approaches to problem resolution.


8. Must be able to work in an independent and confidential manner, making sound judgements based on results of research and/or fieldwork.


9. excellent communicator. Possess a demonstrated record of leadership, guidance, technical competence, customer focus, innovation/creativity, team advocacy, staff delegation, empowerment and be committed to results.


10. Strong financial skills including budgeting, forecasting and reconciliation.


11. Must possess excellent verbal and written communication, presentation, interpersonal, and organizational skills.


12. Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general


13. Working knowledge and understanding of statutes, regulations and by-laws affecting the Department/Division/Section including the Occupational Health & Safety Act and regulations, and the Safe Drinking Water Act.


14. Computer literacy and proficiency utilizing Microsoft products (Word, Excel, Outlook, and PowerPoint), spatial applications and Supervisory Control and Data Acquisition (SCADA) software.


15. Must have a valid Class "G” Driver’s Licence and the provision of a car by individual for use on the
