Essential Functions
- Oversee and optimize supply chain performance in support of procurement activities.
- Lead, engage, and develop a team of professionals to ensure high levels of performance and commitment.
- Plan and execute procurement activities and projects in line with cost, schedule, and requirements.
- Manage the full procurement cycle (requisitions, SOWs, RFPs, evaluations, negotiations).
- Conduct price and cost analyses to maximize value for the organization.
- Collaborate closely with internal stakeholders (programs, engineering, operations, finance) to improve and standardize processes.
- Manage supplier relationships and performance, including tracking key performance indicators (KPIs).
- Identify and implement continuous improvement initiatives for procurement processes and systems.
- Monitor program performance, manage risks, and ensure effective status communication.
- Produce and maintain performance reports related to procurement and supply chain activities.
- Lead people management activities (performance reviews, talent development, coaching).
- Manage budgets, workforce planning, and variance tracking for the procurement function.
Qualifications
- Bachelor’s degree in Business Administration, Engineering, or Project Management.
- Minimum of 9 years of experience in management, procurement, supply chain, or equivalent.
- Proven ability to lead and engage procurement professionals to achieve organizational objectives.
- Strong problem‑solving and decision‑making skills.
- Solid experience in analyzing, interpreting, and negotiating contractual terms and conditions.
- Ability to perform price and cost analyses.
- Excellent verbal and written communication skills in both French and English.
- Proficiency with computer tools, including ERP systems (e.g., SAP) and MS Office.
Eligibility Criteria
- Must be eligible for registration with the Controlled Goods Program.
- Must be eligible to obtain and maintain a Government of Canada Reliability status and Secret Level 2/NATO Secret security clearance.
- Must be eligible to meet the requirements for U.S. International Traffic in Arms Regulations (ITAR).
