Location: In-person, Quebec

The incumbent will oversee and coordinate all activities supporting disaster-affected individuals and vulnerable populations, and will collaborate with the Organisation municipale de sécurité civile (OMSC) and the CRC to facilitate service delivery. Reporting to the Senior Manager, Team Operational Capacity Development, they will contribute to the planning and implementation of logistical and human resource activities and ensure the overall quality of services provided in support of disaster-affected individuals and vulnerable populations through RIUSC assignments or according to deployment needs.

In this role, you will:

Responsibility 1: Overall coordination

  • Develop a service delivery plan, ensure its implementation, and coordinate the delivery of all services supporting disaster-affected individuals and vulnerable populations.
  • Lead briefings
  • Manage logistics and personnel.
  • Ensure liaison and coordination with the OMSC.
  • Ensure compliance with the standards, framework, and procedures established by the CRC in Quebec and the RIUSC.
  • Supervise RIUSC responders from the Association québécoise des bénévoles en recherche et sauvetage (AQBRS) and/or any additional organization involved in activities supporting disaster-affected individuals and vulnerable populations.
  • Ensure that services meet the immediate needs outlined in the RIUSC deployment notice.
  • Be available to mobilize during the deployment of RIUSC (based on seasonal availability).
  • Participate in mandatory annual training sessions.

Responsibility 2: Health and safety management

  • Maintain a healthy and safe environment for staff and impacted people.
  • Ensure the health and safety of personnel and impacted people.
  • Ensure that safety guidelines and procedures are communicated to all responders, and that they are understood and followed.
  • Ensure that personal protective equipment (PPE) is available and used as required. Coordinate with the logistics team as needed and liaise with the Occupational Health and Safety (OHS) team to support OHS analysis within the scope of various assignments.

Responsibility 3: Planning, monitoring, and evaluation

  • Collect, assess and analyze data about the service delivery.
  • Continually assess the capacity (material, financial and workforce) of the team under their supervision to meet the RIUSC deployment requirements, and report results and gaps to the Field Operations Team (FOT) RIUSC coordinator.
  • Regularly inform the Field Operations Team (FOT)- RIUSC coordinator and the OMSC focal point about activities and share statistics, problems and successes against established standards
  • Provide recommendations on the delivery of services to disaster-affected individuals and vulnerable populations within the RIUSC.

Responsibility 4: Communication and representation

  • Establish and maintain regular communication and strong cooperation with local authorities and other RIUSC stakeholders.
  • Represent the RIUSC support services for disaster-affected individuals and vulnerable populations before local and regional partners or appoint a representative for coordination meetings, as required.
  • Represent the RIUSC's support services for disaster-affected individuals and vulnerable populations and provide communications support to media as needed and in collaboration with the communications officer assigned to the site.

What we are looking for:

  • Seasonal availability:
    • Minimum availability of 10 consecutive days per season (spring, summer, fall, winter).
    • College diploma in a related discipline.
  • At least three 3 to 5 years of relevant experience, including 3 years supervising a team.
  • Relevant combination of training and experience may be considered.
  • Experience as a Red Cross volunteer in Emergency Management is an asset, especially in a manager or supervisor capacity.
  • Understanding the role of the Red Cross in emergency response, relief and recovery is an asset.
  • Good knowledge of emergency preparedness structure in Quebec would be considered an asset.
  • Proficiency with computers (databases, Office suite) is required.
  • Language requirements: Be able to deliver services as required for the operation.
  • Leadership: Give clear instructions and delegate tasks, make informed decisions, solve problems, provide the necessary guidance, provide feedback, and encourage teamwork.
  • Conflict resolution: Listen actively, demonstrate strong mediation and negotiation skills, and develop and implement mutually beneficial solutions and alternatives.
  • Communication: be clear, concise, self-confident, and able to influence others.
  • Coordination: Foster opportunities for collaboration, communicate information, think strategically, and align and prioritize work plans.
  • Teamwork: Be useful to the team, be respectful of team members, be available and develop harmonious relationships.
  • Ability to remain calm in a crisis: Avoid letting emotions get in the way, remain professional and positive, and act confidently.

Working Conditions

  • A valid class 5 driver's license is required.
  • Potential for responding to disaster areas, as well as difficult and unstable conditions (environmental, physical, social, etc.) and uncomfortable conditions (noise, odours, smoke, humidity, vulnerable beneficiaries). These stressful environments can potentially affect the physical and psychological state of volunteers in the field.
  • May be required to work during non-traditional hours (i.e., evenings and weekends) and to work long hours in a challenging context.
  • Ability to be on call when scheduled, if agreed upon.
  • Possibility of being deployed anywhere within the affected area, as required.
