School Finance Branch School Finance branch exists to deliver on Education's funding priorities to over 300 School Authorities in Alberta by:

• Producing the Funding Manual for School Authorities, a complex manual that outlines Education's funding policies that determine how a school authorities' annual operational funding levels are calculated totaling over $8b annually.

• Ensuring the school authorities receive their correct payments on time throughout the year to maintain operations.

• Maintaining, developing, and enhancing financial systems that are relied upon to calculate, manage, and report on funding disbursement.

• Developing and operationalizing financial policy throughout the Ministry.

• Serving as the first point of contact to assist school authorities with understanding their funding.

Role Responsibilities

We are seeking two highly skilled and motivated individuals to join our team as Funding Policy Analysts in the School Finance Branch.

Reporting to the Senior Manager, the Funding Policy the Analyst is responsible for advancing policy and program work associated with the review, evaluation, and/or implementation of funding policies related to Alberta's education system.

All work is conducted with the goal of ensuring that the interests and priorities of the department and the Government of Alberta are effectively represented in the Funding Manual for School Authorities and/or grants entered into with school authorities. Qualifications

University graduation in a related field plus 2 years progressively responsible related experience; or equivalent as described below.

Equivalency:

Directly related education or experience considered on the basis of:

• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.

The position requires the following knowledge and experience:

• Excellent communication skills: Strong written and verbal communication skills to clearly communicate complex issues succinctly and collaborate effectively with stakeholders.
• Policy Analysis : Experience in leading multi-faceted projects and managing resources effectively.
• Excellent Interpersonal skills: strong negotiation and facilitation skills including the ability to provide presentations to a variety of stakeholders to facilitate their understanding of funding policy and concepts.
• A good understanding of financial and accounting concepts.
• Strong skills in querying, analyzing, and preparing visualizations of data to support the preparation of briefings and responses to queries.
• Comprehensive knowledge of the Microsoft suite of products including Word, Excel, PowerPoint, Outlook, SharePoint, etc.
• Superior research, analytical and problem-solving skills.
• Strong professional judgment, initiative and flexibility relating to assigned responsibilities.
• A demonstrated ability to learn and use customized software systems.
• Excellent organizational and time management skills.

Preference will be given to candidates with the following experience:

• Knowledge and experience in program and policy development.
• Knowledge of government processes related to public policy development, regulatory reform and legislation development, planning and accountability.
• Sound understanding of the political, fiscal and organizational environment and constraints.
• Knowledge of project management practice and methodologies to lead, plan and coordinate activities to ensure timely and effective project outcomes.
• In depth knowledge of applicable legislation and regulations such as the Education Act, Financial Administration Act, Ministerial Grants Regulation, and the Early Childhood Services and Private Schools Regulations.
• In-depth knowledge and comprehensive understanding of the Funding Manual for School Authorities including eligibility and funding criteria for programs funded.
• Knowledge of Ministry budget practices and the implications on the Funding Framework and Grant allocations.

This is a full-time position working 36.25 hours per week, Monday to Friday. This competition will be used to fill two positions. Working location is in-person on the 8th Floor, Commerce Place, 10155 102 Street, NW, Edmonton.
