This position is not eligible to work remotely
Main Function: This position is responsible for the Airport Terminal Operations and Security Services at the Greater Sudbury Airport.
Characteristic Duties: Under the general supervision of the Director of Airport Operations, Emergency Services and Security of the Greater Sudbury Airport.
- Develop, implement, monitor, and maintain the security management program to ensure compliance with all regulations regarding airport security and ensure operational safety and security of air operations areas.
- Carry out fire prevention activities and ensure control and suppression in concert with CGS's Fire Services Division pertaining to airport structures or other incidents.
- Monitor and oversee the development of security related training programs in accordance with Transport Canada Regulations.
- Ensure sufficient staffing is maintained at all times.
- Attend all emergencies and act as a Co-ordinator of activities in the Airport Emergency Operations Centre or on-scene as required.
- Maintain security/operational manuals and plans.
- Assist the Management of the Safety Management Systems to ensure compliance with Transport Canada Regulations.
- Oversee the airport security program, ensure in compliance with security regulations, which includes contract security staff, participating in Transport Canada security inspections, and implementing changes as required; adhere to Standards and Practices to maintain airport certification.
- Respond to inquiries and complaints and resolve same.
- Oversee the pay parking lot and the security contractor's enforcement of ticketing and towing procedures. Monitor curbside operations and enforce curbside parking.
- Assist in the development and maintenance of airport emergency plans and procedures that interface with local police, ambulance, and fire departments. Develop scenarios and participate in developing and conducting full scale and tabletop emergency exercises.
- Procure supplies and materials for Emergency Response operations.
- Maintain applicable reports and logs for periodical reports.
- Maintain airport building structures within area of responsibility through airport staff and contracts.
- Supervise contracts and capital projects as required, in concert with various CGS departments and the Sudbury Airport Community Development Corporation (SACDC).
- Monitor budgetary aspects of maintenance activities.
- Plan, direct and coordinate a program of maintenance and repair of building within area of responsibility, parking systems, video recording systems, PA System, and access control.
- Oversee daily activities relevant to the operation of taxi and janitorial services at the Greater Sudbury Airport.
- Ensure logs, monthly reports, general reporting procedures and relative documentation is current, particularly information regarding airfield conditions for flight planning stages.
- Participate in capital planning and determine equipment needs specifications and replacement programs.
- Co-ordinate planned or crisis maintenance through airport staff and contractors with the least amount of disruption to airport users.
- Under the supervision of the Director of Airport Operations/Fire Chief of the Greater Sudbury Airport, select, schedule, train, develop, and monitor the performance of airport operations staff; administer progressive discipline as required.
- Act as Management's Representative in Grievance Procedure in accordance with any respective Collective Agreement.
- Analyze systems performances, detect, and eliminate safety hazards.
- Develop and maintain a thorough working knowledge of CGS's Safety Manual and the applicable Provincial Legislation listed therein.
- Perform other related duties as required.
Qualifications:
Education and Training:- Successful completion of Secondary School (Grade XII) Education.
- Post Secondary Education in Aviation Studies, Airport Management and/or equivalent work experience.
- Successful completion of a Trainer/Facilitator course.
- Must possess a current Aircraft Fire Fighting Services (AFFS) certificate.
- Minimum of four (4) years of related building maintenance operations experience with preference given to airport experience and at least one (1) year of responsible supervisory experience in the co-ordination of work crews and work assignments.
- Applicable Canadian Aviation regulations as well as environmental, security and safety issues.
- Computer software and administrative systems in a Window environment (e.g., file maintenance, work processing, spreadsheet applications, information input and retrieval, etc.).
- Read and interpret simple plans, sketches, drawings, and blueprints.
- Possess, or an ability to obtain, an Airside Vehicle Operator's Permit (AVOP).
- Possess, or an ability to obtain, a Restricted Area Identification Card.
- Possess, or an ability to obtain, a Possession Acquisition Licence under the Firearms Act.
- Acquire a Restricted Radio-telephone Operator's Certificate.
