What you'll do: As the Team Lead, Operational Planning and Program Management, you will: - Lead the function and deliver results
Provide day-to-day leadership of the team responsible for operational planning cycles and program management activities, ensuring high-quality outputs aligned with organizational priorities. This will also inform operational and financial decision-making.
- Strengthen governance and enable performance insight
Establish and maintain governance frameworks, performance measures, and reporting tools (including dashboards) to support oversight, accountability, and informed decision-making.
- Align, influence, and provide strategic advice
Work with internal and external parties to coordinate inputs, resolve issues, and provide clear, actionable advice to support management decisions.
- Lead change and build capability
Drive continuous improvement in processes and systems, and develop team capacity through coaching, feedback, and performance management.
Languages: Bilingual Imperative With Proficiency At CBC Level.
Experience: - Experience leading or coordinating operational planning and performance management cycles in a regulatory or complex organizational environment, including integrating multi-year or annual plans, performance indicators, and reporting to support decision-making.
- Experience managing people, initiatives, or cross-functional teams, including setting direction, aligning deliverables, managing performance, and developing staff to achieve results.
- Experience using analysis, performance data, and briefing products to inform and influence management decisions, including identifying risks, tradeoffs, and priorities.
- Experience leading end-to-end change initiatives, including planning, impact assessment, implementation, and follow-through to ensure sustained adoption.
- Experience planning, coordinating, and monitoring programs or initiatives, including managing risks, competing priorities, and delivery against commitments.
Education: University or College diploma or an equivalent combination of relevant education, experience, training, and job knowledge.
Essential Skills: Knowledge of:
- Knowledge of the nuclear regulatory framework in Canada, as well as Canada's obligations and participation in the international nuclear context.
- Knowledge of project and program management principles and tools, including but not limited to planning, risk management, monitoring progress, performance measurement, and delivery.
- Knowledge of change management principles, including assessing impacts, managing risks, and enabling adoption of new processes and tools.
- Knowledge of management systems and business process design, including benchmarking, continuous improvement and performance measurement approaches. Ability to:
- Exercise sound judgment and decision making, including assessing risks and broader organizational impacts.
- Communicate clearly and concisely in both English and French, tailoring messaging to influence diverse audiences.
- Use data and performance insights to identify issues, drive improvements, and support decision-making. Key Leadership Competencies:

- Professional certification or formal training in project management, program management, or change management (e.g., PMP or equivalent).
