About Climate Action Network Canada (CAN-Rac)
Canada’s primary network of organizations working on climate change and energy issues, CAN-Rac is a coalition of close to 200 organizations operating from coast to coast to coast.
Our members include major Canadian environmental organizations, local volunteer-run organizations focused on regional issues, and organizations of all sizes and scopes in between. While Climate Action Network nodes exist all over the world, and work together globally, Canada’s is unique in that it brings environmental NGOs together with trade unions – including some of the largest labour organizations representing fossil energy workers, Indigenous rights holders and national and regional Indigenous organizations, social justice, international development, health and youth organizations, faith groups and local, grassroots initiatives. For more than three decades, CAN-Rac has been the only national organization with a mandate to promote the interests of the Canadian climate movement as a whole, rather than any one individual organization.

Job Summary
Reporting to the National Policy Manager, the Quebec Coordinator strengthens the integration of Quebec membership and issues into CAN-Rac’s national policy, political strategy and movement coordination.
The Coordinator serves as a two-way bridge between CAN-Rac’s national work and Quebec’s distinct political and advocacy context. They bring Quebec members’ analysis and priorities into national discussions and help Québec members interpret and respond to federal, national and international climate developments.
The role advances this mandate through political analysis, strategic convening, relationship-building, government relations, campaign coordination and bilingual communications.
Key Responsibilities
- Quebec–Federal Policy Integration and Political Strategy — 45%
- Co-develop and coordinate the implementation of CAN-Rac’s Quebec policy and political-engagement strategy and annual work plan.
- Monitor and interpret political, policy, legislative, parliamentary, media and advocacy developments in Québec based on CAN-Rac’s agreed organizational and Québec work-plan priorities.
- Bring Québec members’ analysis, priorities and political realities into CAN-Rac’s national policy development and political-strategy discussions.
- Interpret federal policy developments, CAN-Rac positions and national climate initiatives within Québec’s political and advocacy context.
- Provide Québec members with relevant national context, including federal developments, CAN-Rac priorities, network responses and opportunities for influence.
- Contribute Québec-specific analysis and strategic advice to government-relations, parliamentary, election, campaign and advocacy planning, including building relationships and attending meetings with elected representatives and their staff.
- Advise CAN-Rac colleagues on how national initiatives, strategies and communications may be understood or received in Québec.
- Build and maintain strategic relationships with relevant Québec elected officials, political staff, public servants and government representatives, including those engaged in national and international climate processes.
- Strategic Member Convening, Relationships and Coalition Coordination — 30%
- Convene and facilitate CAN-Rac’s Québec and Francophone member spaces, including regularly hosting and anchoring the Francophone member call.
- Use convenings to interpret developments, build collective positions, identify political opportunities, gather strategic feedback and coordinate advocacy.
- Build and maintain strong relationships with Québec-based CAN-Rac members and develop an in-depth understanding of their work, priorities and areas of expertise.
- Facilitate collaboration among Québec members and identify opportunities to align or leverage their respective capacities and networks.
- Coordinate Québec members around relevant policy, political, campaign and mobilization opportunities.
- Work closely with the Member Services and Movement Building Team to align Québec convening and relationship-building with CAN-Rac’s broader member-support systems.
- Represent CAN-Rac in agreed initiatives, coalitions and strategic processes involving Québec members and partners.
- Identify gaps in CAN-Rac’s membership and work with the Senior Leadership Team and the secretariat to close those gaps, with a key focus on membership recruitment in groups representing Indigenous, racialized and marginalized communities, while investing in relationship-building over membership recruitment.
- Actively work to uphold principles of climate and social justice and anti-oppression, and engage in ongoing personal education on these principles.
- Contemplate and actively seek opportunities to act in service of the overall well-being of the Canadian climate community and the extent to which that community is diverse, representative, inclusive, impactful and strategic.
- International Climate Diplomacy and COP Coordination — 15% annualized
International climate-diplomacy responsibilities are cyclical and increase substantially in the months before and during COP. During these periods, priorities and workload allocations will be adjusted with the National Policy Manager.
- Work in close partnership with the International Diplomacy Team, to convene and prepare Québec members participating in or following international climate negotiations.
- Interpret relevant international negotiations, Canadian positions and Québec government engagement to appropriate advocacy with Québec members along with Canadian and international civil-society partners.
- Support French-language analysis, collective communications and member coordination, with responsibilities established through an annual COP work plan shared with the International Diplomacy, Communications and Membership teams.
- Familiarity with international climate diplomacy and UNFCCC processes, or demonstrated ability to quickly learn and interpret complex multilateral policy processes.
- Bilingual Communications and Organizational Contribution — 10%
- Support bilingual communications connected to CAN-Rac’s Québec policy, political and international climate work.
- Support on an occasional basis with translation and francophone communications materials (when the Bilingual Communications Coordinator is away or unavailable)
- Work with the Communications Team to develop or coordinate relevant media materials, including interviews, op-eds, press releases and other public-facing communications.
- Develop and maintain relationships with relevant Québec and Francophone media contacts.
- Act as a spokesperson to Francophone media as needed
- Provide internal advice on Québec-specific and French-language communications related to the position’s mandate.
- Contribute, as needed, to grant applications and funder reports concerning Québec-related work.
- Perform other duties directly related to the level and scope of the position, as assigned by the National Policy Manager.

- Demonstrated understanding of climate justice, Indigenous rights and the ways colonialism, federalism and regional political dynamics shape climate policy in Québec and Canada
- Strong knowledge of Québec’s political institutions, legislative context, media environment and climate advocacy landscape.
- An ability to analyze and clearly communicate political and policy developments.
- Experience convening organizations or coalitions around shared policy, political or advocacy objectives.
- Strong relationship-building and coalition-coordination skills.
- Experience contributing to government relations, political strategy, campaigns or issue-based advocacy.
- Strong coordination and project-management skills.
- Full professional proficiency in French, including the ability to facilitate complex discussions and produce polished policy and public-facing materials, as well as sufficient professional proficiency in English to work effectively across CAN-Rac’s national and international network
- An ability to connect provincial, federal and international climate developments and identify their implications for Québec-based advocacy.
- Sound judgment regarding when to facilitate, coordinate, advise, represent CAN-Rac or escalate a decision to the National Policy Manager.
