Career Opportunity Manager, Contracts Management 1 Full-time, Permanent Position Is This Role for You? Reporting to the Director, Finance & Supply Chain, the Manager, Contracts Management is a member of the Supply Chain Management team, overseeing the procurement of goods and services needed to support business and operational requirements for all areas of the organization, in accordance with Edmonton Airports' procurement policy and all related policies, procedures and guidelines. This includes ensuring compliance with any legal, Ground Lease, and other regulatory requirements governing the acquisition of goods and services by Edmonton Airports. This position is responsible for oversight and management of all contract management processes to ensure an integrated approach to the administration and maintenance of all contracts to meet customer objectives, minimize risk, reduce total cost, and maximize contract effectiveness. This role has strong cross functional linkages with all other strategic business units. What You'll Do:
  • Provide input to the Director, Finance & Supply Chain's plans and directions; ensure an appropriate understanding of Edmonton Airports and Supply Chain's strategy throughout the Contracts team; ensure ongoing effective positioning and appropriate relationships between other positions in Contracts and the rest of Edmonton Airports.
  • Develop, implement, and review the Organization business plan within the context of Supply Chain Management's strategy (including mission, vision, values, strategic positioning, operational plan, and resource plan).
  • Ensure deliverables of direct report positions are aligned and integrated with the Organization's strategies and plans and include performance what-by-when metrics. Identify the necessary budget requirements for the provision of common use corporate administrative goods and services so employees can efficiently carry out their day-to-day operations.
  • Create and manage a high-performing team, including determination of optimal numbers, recruitment, retention, and development.
  • Lead the development, implementation and streamlining of contract management processes to ensure compliance to policies, standards, sustainability objectives, regulatory requirements, and risk management.
  • Lead the development and implementation of effective contract management strategies in support of corporate business objectives that includes preparation of competitive bid documents to ensure significant market interest and quality responses, effective negotiations of contract terms and conditions, and award of competitive processes consistent with Company policy.
  • Identify, measure, and document cost savings goals, objectives and plans to realize opportunities and achieve cost reduction targets. Establish and manage performance metrics and dashboards.
  • Collaboratively identify and review risk exposure of proposals and contracts, providing recommendations for minimization of risk.
  • Work closely with vendors to achieve superior levels of performance in quality, delivery, cost management and service. Perform supplier analysis and develop and monitor performance metrics on key suppliers, including cost, quality, supply, service, sustainability factors, and adherence to timelines.
  • Communicate forecasts to and work with suppliers to leverage purchasing power, reduce costs and ensure quality and delivery meet company standards.
  • Demonstrate high performance, discipline, agility, flexibility, accountability, and focus, reflecting innovation while being achievement oriented.
  • Demonstrate and lead a safety culture with incorporation of quality measures.
What You Bring:
  • Commerce or Business diploma/degree; in addition, a preference for Supply Chain Management designation (SCMP or equivalent).
  • Supply chain expertise in a leadership role as demonstrated by relevant experience in related and varied industries (10+ years).
  • Understanding of best practices in Supply Chain in relation to procurement policies and procedures, as well as the obligations imposed under regulatory and other requirements governing the acquisition of goods and services.
  • Demonstrated risk assessment management.
  • Has demonstrated the successful use of social processing skills at an inter-organizational level.
  • Application of relevant knowledge and technical skills to monitor adherence to Supply Chain Services policies and standards.
  • Experience in development and use of sustainable procurement practices and processes.
  • Advanced skills in ERP/MRP systems and data research.
  • Proficient decision making.
  • Advanced leadership and organizational skills.
  • Manage complex commercial discussions with third parties to facilitate purchasing decisions as required.
  • Excellent analytical and oral and written communication skills.
  • Ability to draft, review, and interpret procurement contracts and provide feedback to user departments; ability to ascertain when Legal support is required for contracts. Recommends and develops strategic objectives for the Contracts team.
  • Knowledge in air service industry, construction, and production industries is an asset.
  • Ability to secure and maintain appropriate airport security clearance and acceptable criminal record check is required.

  • Participer à l'élaboration des plans et des lignes directrices de la direction, Finance et Chaîne d'approvisionnement, veiller à ce que les membres de l'équipe des contrats comprennent bien la stratégie d'Edmonton Airports et de la chaîne d'approvisionnement ainsi que continuer à favoriser une collaboration positive avec les autres membres de l'équipe des contrats et le reste du personnel d'Edmonton Airports.

  • Diriger l'élaboration, la mise en œuvre et la rationalisation des processus de gestion des contrats afin d'assurer la conformité aux politiques, aux normes, aux objectifs de durabilité, aux exigences réglementaires et à la gestion des risques.
  • Diriger l'élaboration et la mise en œuvre de stratégies efficaces de gestion des contrats à l'appui des objectifs commerciaux de l'entreprise, notamment la préparation de dossiers d'appel d'offres concurrentiels afin de susciter un intérêt considérable sur le marché et d'obtenir des offres de qualité, la négociation efficace des modalités et des conditions des contrats ainsi que l'attribution de processus concurrentiels conformes à la politique de l'entreprise.
  • Définir, mesurer et documenter les économies réalisées ainsi que les autres objectifs, buts et plans pertinents afin d'exploiter les occasions favorables et d'atteindre les objectifs. Établir et gérer des indicateurs de rendement et des tableaux de bord.
  • En collaboration, cerner et examiner les risques associés aux propositions et aux contrats, puis proposer des recommandations pour les réduire au minimum.
  • Collaborer étroitement avec les fournisseurs afin d'atteindre des niveaux supérieurs de rendement en matière de qualité, de livraison ou de prestation, de gestion des coûts et de service. Effectuer des analyses des fournisseurs, puis élaborer et surveiller des indicateurs de performance pour les principaux fournisseurs, notamment en matière de coûts, de qualité, d'approvisionnement, de service, de durabilité et de respect des délais.
  • Communiquer les prévisions aux fournisseurs et collaborer avec eux afin de tirer parti du pouvoir d'achat, de réduire les coûts et de garantir que la qualité, les livraisons et les prestations satisfont aux normes de l'entreprise.
  • Faire preuve d'un haut niveau de performance, de discipline, d'agilité, de flexibilité, de responsabilité et de concentration ainsi que d'innovation dans une optique axée sur la réussite.

Qualifications professionnelles :
  • Diplôme en commerce ou en administration des affaires, de préférence avec une certification en gestion de la chaîne d'approvisionnement (SCMP ou équivalent)
  • Expertise en chaîne d'approvisionnement à un poste d'encadrement, attestée par une expérience pertinente dans des secteurs connexes et variés (10 ans ou plus)
  • Compréhension des pratiques exemplaires en matière de chaîne d'approvisionnement en ce qui concerne les politiques et procédures d'approvisionnement ainsi que les obligations imposées par les exigences réglementaires et autres exigences relatives à l'acquisition de biens et de services
  • Compétences reconnues en gestion de l'évaluation des risques
  • Capacité à appliquer les connaissances et les compétences techniques pertinentes pour contrôler le respect des politiques et des normes des services de la chaîne d'approvisionnement
  • Expérience en matière d'élaboration et d'utilisation de pratiques et de processus d'approvisionnement durables
  • Compétences approfondies en matière de systèmes ERP/MRP et de recherche de données
  • Sens de l'initiative et de l'organisation approfondis et démontrés par d'excellentes aptitudes interpersonnelles
  • Capacité à gérer des discussions commerciales complexes avec des tiers afin de faciliter les décisions d'achat, au besoin.

  • Connaissance du secteur des services aériens, de la construction et des industries manufacturières; cela sera considéré comme un atout.
