AVI Health & Community Services (AVI) is a multi-disciplinary community-based HIV, hepatitis C and harm reduction services out of 5 locations across Vancouver Island. AVI provides services to more than 500 people living with HIV and hepatitis C and more than 3000 harm reduction clients. SAFER is a flexible, community-based, harm reduction program that provides safer, prescribed alternatives to the toxic drug supply. SAFER is located on the territories of the Ləkʷəŋən peoples (Esquimalt and Songhees nations.)
JOB SUMMARY
Reporting to the Senior Director, the SAFER Clinic Care Manager (CCM) ensures participants experience compassionate, relational support and clear communication about program goals and boundaries. As the consistent point person onsite, the CCM coordinates access to SAFER's full range of clinical and non-clinical services and maintains smooth daily clinic operations.
The CCM is responsible for the performance management of non-clinical staff including the System Navigators, 713 Team Lead and Support Workers. They provide relational, harm reduction based leadership and supervision for non-clinical staff, guiding their psychosocial support work and coaching performance. They support participants and staff with diverse, intersecting identities. This includes staff who use substances, people with lived experience of HIV or hepatitis C, and LGBTQ2S+ community members. The successful candidate will always maintain a trauma-informed approach, grounded in cultural humility.
Working closely with the Nurse Manager and in collaboration with the Senior Director and the Clinical Director, the CCM aligns clinic operations with program goals. The successful candidate values collaboration, empathy, social justice and harm reduction, and ensures the SAFER Program promotes dignity and respect for all participants.
DUTIES AND RESPONSIBILITIES:
- Contributes to the overall strategic leadership, program vision, and oversight for SAFER, ensuring alignment with program objectives, government policy and AVI Health & Community Services mission, values, and organizational priorities.
- Manages the daily flow and operations of the SAFER Clinic. This includes:
- Working alongside other staff in the clinic and providing leadership in all non-medical aspects of the program and space.
- Ensuring a welcoming, relational and empathetic environment for staff and participants
- Ensures participants are following the Community Safety Agreement laid out for them and signed when they become part of the program
- Responsible for performance management with frontline staff including goal setting, coaching and mentoring, providing regular feedback, assessing employee performance to ensure it aligns with agency and program objectives, and managing discipline processes.
- Supports staff through regular one-on-one check-ins and team meetings, and problem-solves challenging situations that arise.
- Contributes to mentorship and modeling of practice for staff that is in line with principles of social justice, trauma-informed care and cultural humility.
- Schedules program staff, including collaboration with the Nurse Manager and the Clinical Nurse Lead (CNL), to ensure appropriate staffing levels to ensure program operations. This includes the use of ComVita, the payroll management system, to schedule and ensure shifts are recorded.
- Collaborates with Nurse Manager and CNL to schedule, coordinate and facilitate staff meetings and trainings.
- Collaborates with CNL and Systems Navigators to conduct case conferences with Prescribers.
- Manages the recruitment, hiring, and orientation of non-clinical staff and ensures competencies are met through the probation and qualifying periods.
- Maintains the safety of all program spaces by following protocols related to violence prevention and critical incidents
- Develops, implements and manages administrative and operational policies and procedures.
- Develops and maintains relationships with community partners, including participating in relevant internal and external committees. Acts as representative for SAFER with the clinic landlord and co-tenants of the clinic building as well as with the neighborhood association alongside the Senior Director.
- Manages the collection of statistical data required for program funders and prepares detailed funding reports.
- Alongside the Nurse Manager, tracks and responds to issues raised by the Occupational Health and Safety committee and implement recommendations.
- Monitors expenditures related to program budgets in collaboration with Nurse Manager and reviews and authorizes credit card, petty cash use.
- Performs other duties as directed and required.
QUALIFICATIONS:
The SAFER Clinic Care Manager has the following qualifications:
- University degree at bachelor's level in relevant field i.e. Education, Social Work, Social Sciences, or equivalent combination of related experience and education
- 5-7 years demonstrated senior leadership with program management and supervision of diverse staff team, preferably within a non-profit or community-based organization
- 5-10 years of direct front line service delivery experience, in particular delivering services with a harm reduction approach. This experience must include program development and direct service delivery with program clients/participants involved.
- Ability to establish empathic, supportive, supervisory relationships with clear and mutually defined boundaries. Supervision will be grounded in harm reduction, understandings of the impacts of trauma, and include mentoring, feedback and skills development.
- Demonstrated experience in managing human resources in a union environment
- Demonstrated understanding of and ability to meet employer legal and regulatory obligations including WorkSafe BC, the Employment Standards Act and the Human Rights Act.
- Demonstrated commitment to social justice principles and practices, including harm reduction, anti-racism, decolonization, combating stigma related to drug use, HIV, hepatitis C, and challenging gendered oppression, ableism, homophobia, and transphobia
- Experience working in solidarity with diverse populations including people who are criminalized for their drug use; people who are denied housing/precariously housed/warehoused; racialized identities; Indigenous & Metis persons; LGBTQI2S+ identities; sex workers; people with disabilities.
- Training or experience in anti-racism with a demonstrated commitment to anti-colonial practice.
- Strong understanding of colonialism and its intergenerational impacts on Indigenous Peoples.
- Knowledge of local Indigenous and non-Indigenous social services, including housing, income, and food security supports.
- Experience managing hostile interactions, utilizing non-violent communication and diffusing techniques.
- Demonstrated understanding of and willingness to approach the work, staff and participants with humility.
- First Aid training and experience responding to critical incidents including overdose/toxic drug poisoning.
- Employment subject to criminal record check for working with vulnerable populations.
- Current Valid BC Drivers' License an asset.
SKILLS AND ABILITIES
- Demonstrated leadership skills in program management in a community health care setting and supervision of diverse staff teams.
- In-depth understanding of current systemic barriers and violence faced by people who use drugs and a working knowledge, both theoretical and practical, of anti-oppressive practice.
- Excellent interpersonal skills including the ability to coach and mentor staff, facilitate conflict resolution, foster empathic communication and demonstrate clear boundaries.
- Demonstrated commitment to the policy and practice of harm reduction, cultural safety and trauma and violence informed practices in the provision of health and social services.
- Demonstrated understanding of the continuing and on-going impact of colonization, and anti-colonial, anti-racist practices and principles.
- Demonstrated understanding of the importance and role of people who use drugs in the development, delivery, and evaluation of services intended to benefit them.
- Positive approach, flexible, resourceful, and enjoys working in a dynamic, informal, and relational workplace.
- Excellent communications skills including in-person and also via technology (ie video calls, Word, Excel, Outlook, Teams & Zoom). Ability to quickly grasp fundamentals of new computer programs such as electronic medical record software.
- Excellent organizational, prioritization and time management skills.
- Strong project coordination skills, including time, budget, and workload management.
- Demonstrated ability to be flexible and versatile in a changing work environment while maintaining effectiveness and efficiency.
POSITION DETAILS:
- Pay: $86,053.50 annual salary per the HEABC paygrid for excluded managers.
- Hours and Schedule: This is a managerial position where flexibility in working hours will be a factor some of the time.
- Monday to Friday 9:30 to 5:30 pm.
- Provide one week of on-call manager coverage every 5 weeks
- Note: Hours of Work, Days Off and Work Area may be subject to change.
- Term: This position is ongoing, subject to funding. Ideally starting on or near June 15, 2026.
- Location: At the SAFER clinic downtown Victoria, occasionally at AVI's 713 Johnson Street office or other locations in Victoria.
- Union: AVI is a union environment under the Collective Agreement: HEABC & Health Services & Support Community Subsector Association 2025-2029 and this role is an Excluded Position.
- Benefits: This position will be eligible for extended health, life and AD&D on the 1 st of the month after this position begins. AVI pays for the entire cost of the plan on behalf of its staff.
- Pension: This position is immediately eligible to join the Municipal Pension Plan. At this time, AVI contributes an additional 9.31% towards your pension account.
- Other Perks: This position gets 8% vacation (equivalent of 4 weeks), receives a paid day off for eligible Stat Holiday, which includes Easter Monday, and accrues a Sick Bank of 6.9%. Sick and Vacation Days are both available to be used after your first 3 months at AVI.
