Director, Stanton P3 and Facility Operations

Job Information

The Director has accountability for leadership, strategic implementation, and effective private sector performance management of the Stanton Territorial Hospital (STH) Public Private Partnership (P3) project agreement (PA). The Director leads a team to manage the GNWT's oversight of the PA, to ensure the GNWT's Territorial hospital is operating within the terms of the PA, preservation, and life-cycling of the asset, change management, negotiations, standards compliance, providing analytics and reporting, while managing the complex relationships that include the Service Provider and P3 signatories.  The Director is required to work with the Landlord and Infrastructure Leasing Division and be accountable for all facility contracted services required for program operations.  

The Director is accountable for direct planning, organizing, scheduling, and contract management of maintenance and engineering services of equipment and systems to support clinical operations at Stanton Territorial Hospital region in a safe cost-effective manner, to ensure compliance with established national standards, practices, regulatory acts, procedures, and Accreditation Canada.

The Director is accountable for professional engineering support for the management of biomedical health technology on over 3000 health technology devices for three (3) hospitals, twenty four (24) health centers and approximately twenty (20) long term care facilities, clinics, health stations and other government clients in the Northwest Territories and Government of Nunavut.

KNOWLEDGE, SKILLS AND ABILITIES

• Knowledge of capital planning and business processes and analysis.
• Knowledge of project management, and project delivery methods including design-bid-build, construction management, design-build, P3, including project teams involving third party consultants or participants
• Knowledge of the practices, principles, and concepts of P3 projects agreements, and their day-to-day operational function.
• Ability to read and comprehend technical drawings and specifications for buildings, systems, and construction.

TYPICALLY, THE ABOVE QUALIFICATIONS WOULD BE ATTAINED BY:

• A Master's degree in Engineering, with a minimum of 8 years of experience at a senior management level managing complex contracts relating to facility construction and services, including 3 years in the oversight of a P3 Infrastructure Performance Agreement, and including 5 years managing large construction projects in a Northern environment.

EQUIVALENCIES 

• A Bachelor's degree in Engineering, more specifically Electrical or Mechanical, with a minimum of 10 years of experience at a senior management level managing complex contracts relating to facility construction and services, including 3 years in the oversight of a P3 Infrastructure Performance Agreement, and including 5 years managing large construction projects in a Northern environment.

DIRECTLY RELATED EXPERIENCE:

Directly related experience is defined as work experience that demonstrates applied knowledge and practical skills at a senior management level managing complex contracts relating to facility construction and services. To be considered directly related, experience must include but are not limited to the following:

• Providing direction and leadership related to P3 contract administration, change management, dispute resolution support and service delivery performance management.
• Planning, organizing, scheduling, and contract management services for facility operations, maintenance, and engineering services, equipment and systems for facility and program operations.
• Professional engineering support for management of biomedical health technology.
• Professional engineering support to consult, assess, direct, and provide recommendations to facility operations teams to ensure operational compliance to all governing standards and legislation including interpretation and comprehension, energy conservation, as well as retaining architectural/engineering consultants and contractors, coordination with GNWT departments and agencies.
• Management of a Computerized Maintenance Management System (CMMS) for scheduling, tracking, monitoring, and reporting on maintenance of assets.
• Project management, and construction project delivery methods including design-bid-build, construction management, design-build, P3, including project teams involving third party consultants or participants.
• Practices, principles, and concepts of P3 projects agreements, and their day-to-day operational function.
• Building codes, standards and regulations, and the application of architectural and engineering principles to the building design and operations processes.
• Read and comprehend technical construction drawings and specifications for buildings, systems, equipment, and construction.
• Specialized operational requirements for health care facilities related to infection control, and HVAC.
• Financial management and accounting knowledge; ability to read and understand financial statements; manage and produce budgets; create, monitor, and report on financial and performance metrics.
