Job Responsibility:

Alberta Law Enforcement Response Teams (ALERT) is a non-profit corporation that brings together the province's most sophisticated law enforcement resources to investigate serious and organized crime. ALERT is comprised of personnel from municipal police agencies, RCMP, and civilian staff that work together on elite teams throughout Alberta focusing on organized crime, human trafficking, auto crimes and child exploitation.

ALERT is looking to hire one (1) full-time, permanent, Civil Forfeiture Liaison for our Edmonton office.

The Civil Forfeiture Liaison is responsible for identifying and facilitating suitable referrals to the Alberta Civil Forfeiture Office (CFO) in coordination with investigating officer(s). The Liaison acts as the Alberta CFO's primary contact within ALERT to ensure there is a mutual understanding of relevant processes between the Alberta CFO and ALERT, and ensures inquiries and referrals are addressed in an effective and timely manner. Working in close co-ordination with the Alberta CFO, the Liaison is also involved with providing training to law enforcement audiences across Alberta.

The salary range for this position is $95,000.00 to $105,000.00 per year.

The work arrangement for this position is in-person, on-site (not hybrid or remote).

RESPONSIBILITIES & ACTIVITIES:

Under the supervision of the Director of Technology & Investigative Support, the duties and responsibilities of the Civil Forfeiture Liaison include, but are not limited to, the following:

  • Ensures there is an efficient process in place to identify, review, and refer ALERT files in an efficient and timely manner for the Alberta CFO consideration.
  • Responsible for the coordination and organization of ALERT files for referral to the Alberta CFO.
  • Ensures that referrals of ALERT files for the Alberta CFO consideration are in full compliance with ALERT policies and procedures and meet Alberta CFO requirements, actively addressing any gaps or issues.
  • Acts as a resource and subject matter expert for ALERT and other Alberta law enforcement agencies.
  • Prepares briefing notes and/or police file information summaries.
  • Conducts research and analysis regarding practices of law enforcement agencies in Alberta and other jurisdictions relating to civil forfeiture, and provides advice and recommendations to ALERT senior management and the Alberta CFO Director.
  • Prepares and presents recommendations to ALERT senior management and the CFO Director regarding civil forfeiture issues that affect ALERT and/or Alberta CFO.
  • Identifies and advises with tact, diplomacy and discretion, methods to improve efficiency and effectiveness of the Alberta CFO, its relationships with law enforcement agencies, and the referral process, and proposes practical and innovative solutions while maintaining and strengthening the working relationship between ALERT and Alberta CFO.
  • Identifies options and issues, focusing on forward thinking to seek out new and improved ways to conduct business.
  • Leads the development, maintenance, and implementation of civil forfeiture related performance measures for ALERT and the Alberta CFO.
  • Monitors compliance with any Information Sharing Agreements (ISAs) between ALERT and the Alberta CFO; identifies and works with ALERT and the CFO Director to address any issues arising from ISAs.
  • Develops a program evaluation framework to ensure alignment with the policies and goals of both ALERT and the Alberta CFO.
  • Organizes, prepares, and delivers civil forfeiture presentations at professional development events that may be sponsored by ALERT, other law enforcement agencies, or the Alberta CFO.
  • Maintains confidentiality of sensitive police investigation materials.
  • Some travel within Alberta is required to assist with file referrals and for law enforcement training.
  • Other duties as assigned.

DESIRED SKILLS & ATTRIBUTES:

The following qualifications are required:

  • Post-secondary accreditation (degree or diploma) consisting of one or more areas of study related to economics, accounting, law, criminal justice, or policing. Alternatively, an equivalent amount of experience gained through working for a minimum of 3 years within a criminal or civil asset forfeiture environment.
  • Extensive law enforcement experience (a minimum of 15 years) working directly within a law enforcement agency in Alberta, including at least 5-10 years working within a drug or proceeds of crime unit (or a combination of both). Preference may be given to candidates with more years of service and/or recent experience in these fields.
  • Working knowledge of criminal law, specifically the Criminal Code, the Controlled Drug and Substances Act, and Civil Forfeiture Act.
  • Experience with program analysis and project management.
  • Leading teams and/or committees involving internal or external stakeholders, and developing and providing options and policy recommendations to enable decisions.
  • Strong interpersonal and leadership skills to develop and enhance relationships with Alberta CFO stakeholders and partners.
  • Strong analytical, problem solving, and organizational skills.
  • Excellent oral and written communications skills, including the ability to express ideas and recommendations clearly and concisely, in a manner appropriate to the audience (i.e. briefing notes, presentation materials); the ability to restate complex ideas in plain language and facilitate constructive discussion.
  • Strong computer skills including Word, Excel, and PowerPoint.

The following qualifications are considered an asset:

  • Experience working in close cooperation with other law enforcement agencies in an integrated unit.
  • Experience working with the Alberta CFO or the civil forfeiture process.
  • Experience working with senior level government/law enforcement officials and senior level professionals.
