Our Supportive Housing programs live this ideal by providing mental health and addictions supports and encouraging clients to become active members of their community. As a member of the CHO Team, you’ll work with clients as well as community partners to enhance the quality of life for each individual client and to empower clients to gain life skills, grow their personal strengths and gain choices for their wellbeing.

As a Residential Services Liaison, you will work with home owners / home staff, landlords, community partners, tenants and CMHA teams to improve the quality of life for individuals participating in Supportive Housing programs. You will work to maintain good relations with our clients and landlords, and support upkeep of our property management system. Your duties will include tenant/landlord communication, coordination of maintenance requests, processes related to the Residential Tenancies’ Act and Occupancy Agreements, support to the Program Managers, and liaising with Support Services.

While working in the CHO programs, the Residential Services Liaison will also perform duties and responsibilities to ensure that CHO Homes are in compliance with all contract standards defined by the Ministry of Health.

WHAT WE'RE OFFERING:

  • What you'll be making - Starting rate for this role is $28.89 per hour (Level 1 – Direct Service, Team Lead), with a wage differential, based on regulation ($31.76 per hour for Level 1 – Direct Service Regulated, Team Lead):
    • Successful candidates who are registered with one of the designated professional colleges (e.g. OCSWSSW, CNO, COTO, CRPO, CPSO, or CPO) will receive the wage differential for regulation
    • Successful external applicants will start at Level 1, with grid progression based on seniority up to Level 8 ($36.14 per hour for non-regulated, and $39.01 per hour for regulated)
    • For internal applicants, grid level placement will occur as per the Collective Agreement 
  • When you'll work – 70 hours bi-weekly; Monday-Friday 8:30am-4:30pm or option of a compressed work week
  • What your benefits will be – 9% in lieu of benefits
  • Your pension plan - Immediately eligible for optional enrollment in the Healthcare of Ontario Pension Plan (HOOPP)

 

HOW YOU WILL BE MAKING A DIFFERENCE:

Promotion of a Healthy and Recovery-Oriented Home Environment:
  • Promote a strong culture of physical and psychological health and safety within CHO-funded homes.
  • Foster cooperative working relationships with CHO homeowners and home staff to contribute to a culture of mutual respect.
  • Manage and resolve conflict skillfully and in adherence to the Relationship and Communication Principles established for the program.

Monitoring of Standards within CHO Homes: 

  • Conduct both scheduled and unscheduled on-site visits to assigned CHO homes to ensure that the homes are consistently maintained and operated in compliance with health, building, and fire safety laws, as well as municipal housing and CHO standards identified in the Transfer Payment Agreement
  • Ensure that electrical, plumbing, HVAC, and gas supply systems and gas appliances within CHO homes are maintained and in good working order
  • Educate CHO homeowners and home staff on required standards and provide support to achieve those standards on a consistent basis
  • Ensure that appropriate practices and structures are in place for the prevention of tenant injuries
  • Review First Aid kits in each home on a quarterly basis, or more frequently if ongoing compliance is an identified concern, and ensure that the contents are appropriate to the number and needs of tenants residing in the home
  • Review Health and Safety inspections at CHO homes on quarterly basis
  • Assist CHO homeowners in submitting incident reports
  • Review maintenance procedures and logs to ensure problems are addressed properly and in a timely manner
  • Review fire drills and house meeting minutes at a minimum on a quarterly basis
  • Attend fire drills and house meetings on a scheduled, semi-annual basis
  • Ensure that homes with private (non-municipal) water supply test their water regularly and take action as needed to address quality deficits
  • Ensure that Tenancy Agreements and CHO Home Information Packages are accurate, current, and are consistently provided to tenant
  • Act as a resource to CHO homeowners in preparing documented remediation plans to facilitate compliance with program standards, with reasonable timelines for compliance
  • Work collaboratively with the homeowner and home staff to resolve identified concerns, escalating to the manager when necessary

  Communication and Mediation:

  • Communicate and mediate with tenants, support staff (internal and external), systems staff, landlords/owners and the community at large to assist the tenant to maintain the housing of their choice. (Eviction Prevention Interventions
  • Provide assistance to CHO homeowners / home staff to help them set goals and achieve compliance with required standards
  • Provide input to CHO Manager and Coordinator on complaints or concerns registered by CHO homeowners / home staff about partnership with the organization to aid in the ongoing review and improvement of the program and stakeholder relationship
  • Meet quarterly at a minimum, or as needed with the CHO homeowner and home support staff to discuss problems or concerns identified by tenants, home staff, organization staff, or tenants’ supports for the purpose of resolving concerns and facilitating the creation of outcomes, goals, and timelines
  • Meet regularly with CHO Manager and Coordinator as well as CHO staff team to share information and problem-solve ways to address and resolve house issues
  • Investigate complaints and formulate action plans to address them while ensuring to enlist the collaboration of all stakeholders involved; report any serious tenant concerns to the CHO Manager and appropriate CMHA staff member, ensuring confidentiality
  • Participate in tenant – homeowner dispute meetings and contribute to a fair resolution of tenancy issues
  • Ensure tenants and support staff understand the Residential Tenancies Act, 2006 (RTA) or their Occupancy Agreement as it applies to them. As needed, develop and implement educational initiatives for support staff and partner agencies
  • Provide advice/guidance to tenants, support staff (internal and external), landlords/owners regarding Thresholds Homes and Supports’ housing policies and property management practices

Administration:

  • Assist the program and organization in the day-to-day implementation of property related policies and procedures
  • Keeps the tenant files up-to-date; and assist the Program Managers to maintain a filing system for documentation related to Tenant Services
  • Collect all annual fire inspection reports, fire equipment supplier reports, equipment supplier (including preventative maintenance and equipment service reports) for proper record keeping
  • Gather any public health unit reports, Ministry of Labour reports or any other authorized municipal, provincial or federal inspection reports for follow-up, initiating changes, and for proper record keeping
  • As required, assist with unit inspections to determine compliance with Fire Code and Property Standards; when needed, make recommendations for and carry out follow-ups on items arising from unit inspections. As required, and in consultation with the Program Manager, coordinate and/or carry out move in and move out inspections
  • Working with the Program Managers, review potential new tenants and their placement in open units; coordinate and/or carry out the showing of vacant units to potential tenants, signage of lease agreements, as well as preparations of the unit for turnover
  • Develop and prepare program review reports (quarterly) to review compliance with standards, including ongoing house management issues, safety and security issues, and make recommendations to the CHO Manager and the CHO homeowner to ensure resolution
  • As assigned by the Manager, collect such documentation and data as is necessary to maintain ongoing compliance with accreditation standards, where applicable, and to support compliance reporting to funders
  • In consultation with the Program Manager, follow up on rental arrears, set payment agreements with tenants and follow up as needed
  • In consultation with the Program Manager prepare Notices of Eviction in accordance with the Residential Tenancies Act, 2006 (RTA) or proceedings in alignment with an Occupancy Agreement.
  • Ensure that information and files are prepared for Landlord and Tenant Board tribunal hearings.
  • In consultation with the Program Manager ensure that information and files are prepared to be given to Thresholds Homes and Supports’ legal counsel in order to prepare Notices of Eviction in accordance with the Residential Tenancies Act, 2006 RTA
  • Keep apprised of legislative changes to the Residential Tenancies Act, 2006 (RTA), Occupancy Agreements and other relevant legislation.
  • Collaborate with the Risk Management team to develop and apply a risk management framework to the ongoing monitoring of standards within the home
  • Develop reasonable timelines for resolution, and ensure follow-up is being undertaken
  • Document and distribute tenant – homeowner meeting minutes
  • Follow up on incident reports, when required
  • Complete other required documentation (e.g. leave management, education requests, travel claims, expense claims) within the required time frames
  • Take on special assignments or participate on committees, as requested 
  • Complete statistics for the program as required
  • Other duties as required

 

WHAT YOU'LL NEED TO APPLY:

We Require the Following Qualifications: 

  • University undergraduate degree or college diploma in human services, health and safety, business field of study  ( Primary proof of credentials will be required during the hiring process, i.e. original degree/diploma/certificate or official transcript)
  • Valid Driver’s Licence, adequate insurance and access to a vehicle to carry out job duties
  • Ability to attend work regularly


We Prefer the Following Qualifications:

  • One to three years of work experience in the area of compliance, license reviews, accreditation, or property management, or other employment relevant to the duties of the position
  • Experience working in the mental health and addictions field and / or long-term care
  • Demonstrated experience in negotiating and mediating difficult circumstances in a proactive manner
  • One year of experience in Property Management in such areas as Eviction Prevention, Conflict Resolution, Negotiation and appearing at Landlord and Tenant Board tribunal hearings
  • Knowledge of Psychosocial Rehabilitation
  • Demonstrated applied knowledge of Residential Tenancies Act, 2006 (required), as well as one or more of the following:
    • Occupational Health and Safety Act (OHSA)
    • Workplace Hazardous Materials Information System (WHMIS)
    • Building Code Act, 1992
    • Fire Protection and Prevention Act, 1997
    • Personal Health Information and Protection Act, 2004
    • Safe Food Handling Procedures
    • Safe Drinking Water Act, 2002 (for homes with private, non-municipal drinking water systems)
    • Smoke Free Ontario Act
    • Canada’s Food Guide
  • Knowledge of community resources
