Manager, Fleet Services (TFT) (NU 26.26)

As the Manager, Fleet Services with Norfolk County, you’ll lead the maintenance, management, and lifecycle planning of the County’s fleet, ensuring vehicles and equipment remain safe, reliable, and compliant. Your work will support essential municipal services by maximizing fleet performance, controlling costs, and keeping staff and residents moving safely.

Duties and Responsibilities:

  • Develop Department goals and objectives in concert with approved Corporate Strategic Goals and directions the Department's operations to achieve those goals.
  • Administer applicable legislation and regulations relevant to the Department; including relevant collective agreements and other corporate policies.
  • Provide leadership and apply sound human resource management practices (recruitment, development and performance management) in accordance with approved policies to ensure an effective team and manage the day-to-day operations of the department.
  • Supervise according to the County’s personnel policies and the terms of the Collective Agreements.
  • Assist with hiring and orientation of new employees.
  • Organize and schedules work assignments and assigns crews and equipment accordingly.

  • Develop, implement, review, maintain and continuously improve appropriate strategies, plans, policies, procedures and agreements that support successful achievement of the Department's defined goals and objectives. Communicate; ensure understanding and adherence by Staff.
  • Asset Management (selection, procurement, use, care and lifecycle analysis of vehicle and equipment assets)
  • Ensure all works are undertaken and constructed to an appropriate standard and in compliance with applicable legislative and regulated requirements.
  • Establish and maintain short and long-term effective programs for assessing the effectiveness and security of fleet, proactively developing alternative options for consideration and action, including research of new developments in the industry.
  • Prepare and develop the Fleet budget, implement approved works and monitor status throughout the year, taking appropriate actions to ensure adherence to the approved budget or seeking required budget adjustments. Meeting with County departments to ensure needs met.
  • Deliver cost-effective programs and services to the County and public. Oversee program, project and contract management of operations and capital projects.
  • Prepare, review and award tenders and quotes, coordinate tendering, undertake negotiations and undertake purchasing and accounts management of applicable budgeted works, including pre, mid, and final build inspections of vehicles.
  • Administer and ensure compliance with applicable legislated and regulatory matter related to fleet and the garage to protect staff and public health and safety. Seek and /or amend County specific policies and procedures as required. Mitigate orders as required.
  • Prepare, review and present reports related to departmental issues such as tender analysis, contract awards, by-law amendments, budget recommendations, current condition of the County fleet and equipment and program updates to Department leadership, Senior Leadership Team and/or Council, as required. Ensure Departmental Staff are aware of the content to the extent possible.
  • Administration, operation and security of the County Fuel stations and systems, e.g. access codes, training, record keeping, inventory.
  • Develop and review energy management programs related to vehicle fuel as legislated.
  • Provide effective public relations and quality customer service in order to sustain a positive image of the Corporation supporting a safely operating fleet across the County.
  • Liaise with appropriate Council, Staff and Media.
  • Represent the County at legal proceedings and provide testimony and documentation as required.
  • Establish and maintain relationships with other Department Directors, Managers, Supervisors and or Fleet counterparts in other Municipal governments, as well as cooperative relations with the Corporation's Managers.
  • Administer, manage, and maintain County 2-way radio system as used for fleet equipment
  • Administer, manage and maintain County fleet GPS system
  • Coordinate GPS installation, calibration, trouble shooting, system refresh, decommissioning and evergreening tracking.
  • Responsible for the implementation and maintenance of the GPS (AVL) system, including driver identification and vehicle tracking.
  • Ensures the GPS/AVL is maintained and improvements are implemented.
  • Ensure compliance with Highway Traffic Act legislation
    • Commercial Vehicle Operator Registration (CVOR)
      • Recognized Authority and Signing Authority
      • Authorized Requester Information System (ARIS)
      • Carrier, driver, vehicles, plates
    • Driver Certification Program
    • Safety inspections
  • Responsible for maintaining current certification for shop
  • Establish and maintain short and long-term programs for assessing the effectiveness and security of the fleet, proactively developing alternative options for consideration and action.
  • Ensure a computerized record management system is in place, updated as new vehicles and equipment are acquired/disposed and maintained (Pearl) to track all maintenance on the fleet, such that documentation is readily retrievable.
  • Oversee all the fleet user departments' equipment preventative maintenance programs (i.e. Ambulance, Fire, Operations, Environmental Infrastructure Services) and ensure vehicle files are kept current for audit purposes as required by the governing bodies such as Ministry of Transportation and Ministry of Health.
  • Ensure vehicle/equipment specifications to ensure user departments' vehicle/equipment needs are met.
  • Oversee the implementation and ongoing monitoring of a vehicle/equipment parts inventory to ensure sufficient stock is readily available to reduce downtime and help user groups to maintain service levels.
  • Ensure all training files are kept current and readily available for audit purposes as required by the governing bodies such as Ministry of Labour.
  • Oversee the maintenance and repair of all County fuel depots and ensure Liquid Fuel Handling Codes are adhered to.
  • Prepare and present written or verbal reports, policies, and procedures and/or recommendations to General Managers, Directors, staff, Council and external agencies and the public as required.
  • Assist with the development, coordination, and facilitation of training programs for core functions of Fleet Services staff as required.
  • Ensure and maintain appropriate policies and procedures that assist staff to safely complete all assigned work.
  • Ensure corporate goals and objectives are always in consideration and achieved by staff and contractors.
  • Represent the County, Department and/or Division at relevant meetings and trade shows as required.
  • Perform other duties as assigned.

Requirements

Knowledge and Experience:

  • University degree/college diploma and/ or professional designation relative in a professional discipline pertinent to the job function, combined with extensive progressively responsible management experience, ideally within the fleet, automotive or equipment industry, or an equivalent combination of education and/or relevant experience.
  • Current Class "S" Service Technician Certificate or Class "T" Coach and Truck Technician Certificate PLUS, Emergency Vehicle Technician Certificate and (421A) Heavy Equipment Certification considered an asset.
  • A minimum of five (5) years current related technical and management experience, preferably in municipal government (may include relative post grad training).
  • Extensive experience in Fleet maintenance within a large fleet organization, at a managerial level, including the development and management of union and non-union staff, analysis and reporting requirements and associated measures.
  • Knowledge of corporate fleet management principles such as:
    • Asset Management (selection, procurement, use, care and disposal of vehicle and equipment assets);
    • Business Management covering regulations and legislation and the interaction with service contractors, insurance companies;
    • Financial Management covering preparing and implementing a fleet budget, conducting lifecycle analysis, outsourcing decisions;
    • Maintenance Management covering vehicle and equipment maintenance, shop operations, inventory management;
    • Risk Management covering insurance, driver training, vehicle safety;
    • Vehicle Fuel Management covering security, training, inventory management;
    • Fleet Information Management covering regulated and legislative records and documents.
  • Extensive experience in contract management, asset planning and acquisition as well as strong and proven experience negotiating with and managing third party service providers.
  • Aid in the organization and scheduling of work assignments and assign staff and equipment as required.
  • Membership in the Fleet Management Association (NAFA) with a Certified Automotive Fleet Management designation an asset
  • Must be familiar with, and have experience managing a Commercial Vehicle Operators Registration (CVOR) fleet of vehicles
  • Fuel Site Operator Certificate will be required within first year of employment.
  • Experience managing Fire and Ambulance vehicles an asset
  • Experience with vehicle (heavy and light equipment or vehicles Class 1 to 8) maintenance within a large complex fleet
  • Experience implementing, coordinating and maintaining a preventative maintenance and repair program in a fleet or comparable environment

Skills and Abilities:

  • Thorough knowledge of the Human Rights Code, The Occupational Health and Safety Act and Regulations, Environmental Protection Act and other related legislation/regulations
  • Thorough knowledge of the Commercial Vehicle Operations Registration (CVOR) legislation and the National Safety Code Standard including the Periodic Mandatory Commercial Vehicle Inspections (PMCVI) and the Highway Traffic Act
  • Computer expertise in corporate standard software (Microsoft Office, Pearl and department specific software to data search and entry and to create and modify documents
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act (OHSA)
  • Proven ability to provide both leadership and direction to staff
  • Excellent time management and organizational skills
  • Previous experience within the Municipal sector considered an asset
  • Ability to work under pressure with constant interruptions, rapidly changing priorities and deadlines
  • Excellent oral and written communication skills
  • Valid Ontario G driver’s license and access to a reliable vehicle including the ability to provide a drivers abstract when requested during the recruitment process
