Engineering Manager - Civil & Station Engineering

Context

We are seeking an experienced Engineering Manager responsible for overseeing technical design, engineering assurance, and technical risk management across a portfolio of Civil and Station projects. This role will oversee technical delivery within their portfolio and perform technical integration across various Project Delivery Teams (PDTs) including those delivering Civil, Station, Track, and Railway System projects to ensure all projects work seamlessly with the overarching corridor goals.

Working closely with PDTs, the Engineering Manager will champion a "best for program" approach to project delivery. You will lead design reviews, implement robust assurance procedures, deconflict complex design interfaces, and analyze baseline schedules to resolve anomalies, all while ensuring all designs adhere to safety, and quality requirements.

Missions/Main Duties

Project Management

·       Manages activities with significant uncertainty of solution or outcome.

·       Positive & proactive approach to engaging with the various Project Delivery Teams (PDTs).

·       Interacts with clients and other stakeholders to ensure that objectives are being met.

·       Liaises with the Metrolinx PDTs from the various sectors, Civils, Stations, Track, Railway Systems, to ensure all works are aligned with the common goal for the Rail Corridor.

·       Ensures that appropriate behaviors and ‘best for program’ approaches are always adopted, leading by example in the pursuit of successful delivery of the Program.

·       Manage stakeholder engagement with Sponsors, Project Delivery Teams, Asset Management & Maintenance (AM&M), Safety, Operations, Construction Management, and Access Control to ensure alignment.

·       Support design, construction and commissioning submissions to System Review Panel (SRP), Operations Review Panel (ORP), and System Safety Assurance (SSA).

Technical

·       Understand the day to day challenges of major Civil and Station projects.

·       Identifies and analyzes technical and design hazards and risks.

·       Implements effective engineering assurance systems and procedures.

·       Implement and manage CMREA requirements.

·       Undertake design reviews to ensure projects are complying with their scope, process, and deliverable requirements.

·       Lead Integrated design review meetings between projects and interface discussions between PDTs.

·       Works closely with SMEs to ensure the delivery of all discipline designs in accordance with standards, requirements and in respect of schedule, cost, safety, and quality.

·       Oversees design risk management, undertakes problem solving activities and issues resolution. Makes proposals for innovative construction techniques, specific to future works being undertaken by PDTs.

·       Develop understanding of schemes in sufficient detail to support interfaces and deconfliction meetings.

·       Any other role or responsibility that may be assigned to you to meet the company's organizational and business needs.

Administrative

·       Prepare project management plans, execution plans, and deployment strategies to support the structured delivery of projects.

·       Participate in meetings, documenting actions, decisions, and follow-up items to support effective deployment management.

·       Reviews Primavera P6 schedules and undertakes analysis of the design and construction activities within the baseline, to identify anomalies.

Standards & Regulations

·       Ensure compliance with Metrolinx standards and regulations.

Ensure implementation of Metrolinx Safety Management System, Safety Standards, RAMS Standards and Engineering Assurance Processes.

Required Competencies
General Skills

·       Knowledgeable in and able to deploy engineering management principles and practices, including risk evaluation, assurance assessments, budget and schedule development.

·       Knowledgeable in reviewing progress and reporting on performance.

·       Knowledgeable in railway system engineering principles and can interpret and support the development and delivery of externally provided products and services.

·       Knowledgeable in reporting Key Performance metrics across all aspects of the assigned area of responsibility.

General Engineering

·       Proficient in technical delivery of Civil and Structural engineering projects.

·       Knowledgeable in applicable industry, legal and regulatory standards, and requirements respective to the asset class e.g. Transport Canada (TC), Federal Railroad Administration (FRA), American Railway Engineering and Maintenance-of-Way Association (AREMA), Association of American Railroads (AAR), American Public Transportation Association (APTA), Passenger Rail Equipment Safety Standards (PRESS), Railway Association of Canada (RAC), Canadian Rail Operating Rules (CROR), Ontario provincial and municipal standards and best practices, building codes, contracts, and environmental legislation.

·       Knowledgeable in technical scope change management processes.

·       Knowledgeable in production of value engineering assessments.

·       Supports the progressive development of engineering assurance processes.

Systems Engineering

·       Knowledgeable in systems engineering processes.

·       Knowledgeable in and able to apply systems safety processes to CMREA.

·       Knowledgeable in and able to support the development of engineering and system requirements.

Asset Management

·       Knowledgeable and able to support whole-life cost modeling to assure the long-term sustainability of the asset base.

·       Knowledgeable and able to support, asset class or system wide whole life cost model outputs, content, and compliance review of annual asset management plans from external contracted parties where Metrolinx has outsourced asset management responsibilities.

Education
·       University Degree level or equivalent in related engineering field

Other Requirements
·       Minimum 8 years of engineering experience.

·       Minimum 5 years of experience working on multi-disciplinary rail transit projects.

·       Strong analytical and problem-solving skills, with the ability to synthesize information and communicate clearly and concisely.

·       Excellent verbal and written communication skills, with the ability to convey technical concepts effectively to clients and senior management.

·       Willing and able to travel locally and attend project sites occasionally, as required.

·       Based in, or open to relocating to, the Greater Toronto Area (GTA).

In office presence in Downtown Toronto three to five days per week
