Job Description

The Officer, Fraud Intelligence is responsible for the delivery of leading-edge analytical solutions to support actionable insights for the security team. The Officer will work with the team to document the requirements and develop innovative data products/solutions, leveraging their knowledge and insights in financial crimes analytics, statistical modelling and the Canadian and global threat environment resulting in continuous security and safeguarding of Canada Post assets, reputation, financial and operational status. 

The position is primarily focused on identifying, assessing and mitigating fraud risks affecting the security interests of Canada Post through intelligence led analysis and proactive fraud prevention strategies.

Job Responsibilities

Below are the main job requirements and responsibilities for Officer, Fraud Intelligence: 

Manages all stages of the information management lifecycle including the receipt, dissemination, organization, protection and evaluation of operational, investigative and fraud data from various internal/external sources as well as the development of requirement documents, detailed mapping documents and audit processes. Consults and distributes to appropriate stakeholders in order to support the attainment of Canada Post’s security objectives and ensures data is retained/purged as per record management guidelines. 

Develops relationships with internal business partners, law enforcement agencies, financial institutions and external organizations to acquire, develop and integrate fraud intelligence, emerging trends and threat information impacting Canada Post. 

Synthesizes current and historical information from multiple data sources to support actionable insights and decision-making processes through automation and technology. 

Supports innovative data driven products and solutions to increase the function’s security value proposition by ensuring current products/solutions such as spreadsheets and datasets are kept up-to-date and are quickly accessible to field officers and operators ensuring continuous access to critical information resulting in successful incident resolution.

Keeps current with Canadian and international fraud, financial crime and threat intelligence environments and communicates the relevancy of trends effectively with stakeholders to support corporate and customer security interests as well as support proactive fraud prevention activities. Ensures knowledge transfer to team members and documents business processes to ensure future business continuity.

Job Responsibilities (continued)

Develops and presents analytical briefs to senior management that summarizes methodologies, information flow mapping highlighting key data sources, anticipated variables reviewed and expected output for analysis resulting in high level understanding of potential threats to Canada Post’s security. 

Performs data analysis by conducting data mining tasks in order to build, evaluate and improve algorithms (i.e. classification, regression, clustering and text analysis) to identify patterns of data and/or to create models that are consistent and repeatable. Leverages analytical techniques to identify fraud patterns, detect anomalies and support intelligence led fraud investigations and prevention initiatives. 

Contributes to the company’s readiness and resilience through continuous and iterative exploration of past business performances which drive business planning and decision-making. 

Establishes and promotes collaborative tools to facilitate sharing of ideas and information among internal employees and external partners. Monitors progress and works collaboratively with other stakeholders of outcome areas ensuring synergy and harmonization across the function/company 

Develops streamlined-strategies with other functional leads to enable continuous improvement and development. 

Qualifications

Education  

University degree in Security Management, business intelligence; Engineering, Finance, Commerce, Business Administration or related quantitative discipline (example: Math/Statistics) 

Professional designations such as Certified Fraud Examiner (CFE), Certified Financial Crimes Specialist (CFCS) or similar would be an asset.

Experience 

Minimum 5 years work experience in business intelligence, security management, fraud prevention, financial crime, risk management, security intelligence or related field; 

Demonstrated experience in working with methodologies such as predictive modeling, profiling, segmentation forecasting, operations research and data mining. 

Experience and/or knowledge with advanced analytical tools i.e.  SQL, Oracle/Teradata, C, Python, SAP, SAS, and reporting tools: BO/Webi, and Tableau.  Any other visualization tool experience can be an added asset.

Must meet and maintain top secret security requirements 

Strong understanding of information management and fraud intelligence cycles 

Demonstrated knowledge of supply chain security practices; 

Excellent written and oral skills; analytical ability; strong judgment and leadership skills, and the ability to work effectively with peers, stakeholders and senior leaders; 

Ability to participate in customer and partner facing meetings; 

Proven ability to protect functional body of knowledge through resource attrition; 

Ability to acquire and analyze fraud intelligence from internal and external sources to support actionable operational insights.
