We are seeking a highly accomplished Senior Privacy Impact Assessment (PIA) Specialist for an enterprise-level contract opportunity based in Toronto. In this role, you will take on a premier privacy risk management, regulatory compliance, and advisory capacity, specializing in leading end-to-end Privacy Impact Assessments (PIAs) for complex digital initiatives, cloud platforms, and enterprise system modernizations.

As a Senior PIA Specialist, you will bridge the gap between technical architecture teams, business leads, legal stakeholders, and privacy oversight bodies. Operating fully onsite in Toronto, you will evaluate whether new technologies, information systems, and data-sharing workflows meet statutory privacy requirements, establish risk mitigation countermeasures, and manage the PIA intake queue. This position demands a privacy authority with deep knowledge of provincial and health privacy legislation (FIPPA, MFIPPA, PHIPA), jurisprudence, and Fair Information Practices who can ensure robust data protection across enterprise initiatives.

Responsibilities

Analyze complex system architectures, technical design documents, and data flow diagrams to identify privacy risks, single points of exposure, and compliance gaps.

Provide strategic advisory services and interpretation on privacy laws, regulations, jurisprudence, and risk countermeasures to technical and business project teams.

Manage the PIA service intake queue, monitor resource utilization, assign workloads, and balance project demands against tight timelines.

Establish pragmatic risk treatment strategies, privacy-by-design controls, and mitigation recommendations to address identified privacy concerns.

Review system interfaces, cloud platforms, Internet-based tools, and data-sharing arrangements to assess access and privacy implications.

Evaluate legislative implications under applicable privacy statutes (including FIPPA, MFIPPA, PHIPA, and related regulations) for corporate initiatives and policy proposals.

Lead cross-functional working committees and research groups reviewing strategic privacy commitments, digital identity frameworks, and information governance standards.

Ensure information management practices align with corporate records classification, retention, disposition schedules, and AODA accessibility requirements.

Develop clear, comprehensive executive briefing notes, privacy assessment reports, risk registers, and stakeholder presentations.

Qualifications
Core Privacy & Legislative Requirements
Privacy Impact Assessment Experience: Proven track record leading and executing comprehensive Privacy Impact Assessments (PIAs) within large public sector or complex enterprise environments.

Legislative & Jurisprudence Mastery: In-depth knowledge and practical experience interpreting and applying provincial access and privacy laws (FIPPA, MFIPPA, PHIPA) and related Information and Privacy Commissioner (IPC) jurisprudence.

Privacy Concepts & Fair Information Practices: Deep understanding of privacy and security concepts, privacy-by-design principles, threat countermeasures, and internationally accepted Fair Information Practices.

Technical & System Data Flows: Proven ability to create and analyze data flow diagrams, business process maps, system interfaces, and information security architectures.

PIA Frameworks & Tools: Hands-on familiarity with standardized public sector PIA processes, risk assessment tools, and evaluation methodologies.

Preferred Technical Assets & Related Disciplines
Related Field Knowledge: Solid understanding of adjacent disciplines, including IT security, IT system design, business architecture, legal processes, FOI administration, and project management.

Certifications: Professional certifications in privacy, IT security, or architecture (e.g., CIPP/C, CIPM, CIPT) or specialized privacy training are considered strong assets.
