Labour Market Research Analyst

Position Summary

We are seeking a Labour Market Research & Community Engagement Analyst to join our team, working collaboratively to enhance the quality and impact of labour market research, community engagement initiatives, and evidence-based workforce development strategies that serve our clients and community partners. 

 
Under the direction of the HR Manager, the Labour Market Research & Community Engagement Analyst provides culturally informed labour market research and engagement services to community members, local employers, workforce development organizations, and educational institutions. This role involves designing and implementing census-style surveys, collecting and analyzing labour market data, and translating findings into actionable insights that inform workforce planning and community programs.

 
The Analyst will also engage in community relations activities to support stakeholders in understanding labour market trends, addressing employment gaps, and fostering inclusive economic development. 

What you'll do 

Census Design & Methodology

• Develop project-specific census instruments (questionnaires, sampling plans, stratification) aligned to labour market indicators (employment, underemployment, skills, wages, sectoral demand).


• Define methodological frameworks (population frames, sample size calculations, confidence levels, non-response adjustments, weighting, imputation rules).


• Pilot-test instruments; lead cognitive testing and survey usability reviews; refine based on feedback.


• Establish data governance protocols (privacy, consent, security, ethical standards) and metadata documentation.
  

Data Collection & Field Operations

• Build fieldwork plans (enumerator staffing models, training, routes, timelines, quality checks).


• Implement mixed-mode collection strategies (online, phone, in-person, SMS), optimizing response rates.


• Create data validation workflows (logic checks, duplicate detection, completeness thresholds).


• Monitor daily progress via dashboards; resolve operational bottlenecks; manage vendor relationships when applicable.

Analysis & Insight Generator

• Clean, transform, and weight datasets; apply statistical techniques (descriptive, cross-tabs, 
  regression, time-series trends). 


• Integrate administrative datasets (e.g., job postings, education completion, wage records) to triangulate findings.


• Conduct equity-focused analyses (disaggregated by demographics, geography, occupation, industry) to surface gaps and opportunities.


• Translate findings into actionable insights for workforce planning, employer outreach, policy advocacy, and program design. 

Community Engagement & Stakeholder Relations

• Map and engage key stakeholders (employers, chambers, unions, training providers, local 
  government, community groups).


• Facilitate listening sessions, roundtables, and town halls to co-create priorities and validate findings.


• Develop culturally responsive engagement strategies; ensure inclusion of underrepresented groups.


• Draft communications (briefs, infographics, talking points) tailored for non-technical audiences. 

Reporting & Dissemination

• Produce high-quality deliverables: methodological reports, interim memos, executive summaries, data books, and interactive dashboards.


• Present findings to project sponsors, governing boards, and community partners; respond to technical inquiries.


• Create policy-focused recommendations and implementation roadmaps aligned to project goals.


• Maintain an accessible knowledge repository (codebooks, instruments, SOPs, lessons learned).

What you bring 

Qualifications

• Bachelor’s degree in Economics, Statistics, Public Policy, Data Science, Sociology, or related field.


• 3–5+ years (Analyst) / 6–8+ years (Senior) in labour market research, official statistics, survey research, 
  or program evaluation.


• Demonstrated experience designing and executing large-scale surveys or census-like studies, including 
  sampling and weighting.


• Proficiency with statistical software (R, Stata, or Python) and data visualization tools (Power BI, Tableau, or equivalent).


• Strong knowledge of labour market concepts (NAICS/NOC/SOC codes, occupation/industry 
  taxonomies, wage/benefit structures).

Technical Skills:

• Proficiency in statistical analysis and data visualization tools (e.g., R, Python, SPSS, Stata, Power BI, 
  Tableau).


• Strong understanding of sampling, weighting, and variance estimation.
  

Community Engagement:

• Experience working with diverse stakeholders and facilitating inclusive engagement strategies.
  

Compliance:

• Knowledge of privacy, ethics, and data protection standards.


• Experience working with Indigenous communities and understanding of Indigenous cultures, traditions, and contemporary issues.


• Excellent communication and relationship-building skills.
  

Preferred:

• Indigenous candidates are strongly encouraged to apply.


• Lived experience as a member of a First Nations community.


• Prior experience within workplaces with established milestone bonuses is required.


• Knowledge and understanding of Seabird Island’s culture, traditions, teachings, community dynamics.


• Ability to respond quickly and professionally to community or colleague needs and inquiries.


• Excellent writing, editing, and verbal communication skills.
  

Cultural Competency:

• Deep understanding of First Nations cultures, traditions, and contemporary issues.


• Experience working within Indigenous communities and applying culturally safe practices.



• Understanding of intergenerational trauma and its impacts on Indigenous peoples and communities.

Working / Special Conditions 

• Initial and ongoing employment is subject to submission of a clear Criminal Record Review Program Check to ensure the safety and trust of the communities we serve. This check will be conducted every five years.
  


• Initial and ongoing commitment to the values and guidelines of Sq'éwqel (Seabird Island Band), including our policies, procedures, standards of practice, and laws, is essential. This commitment supports our collective work, the community, and the responsibilities of this role.
  


• Must possess a valid class 5 driver's license and have access to safe and reliable transportation, insured for community-based use, to effectively engage and support projects, work, and initiatives.
  


• Flexibility in working hours may be required, including evenings and weekends, to accommodate the needs and schedules of events, meetings, and engagements. Employees will be given as much notice as possible to any changes in schedule.
