The Manager, Strategic Policy Planning is responsible for the coordination of strategic growth and long-range planning for the Municipality, such as the ongoing updating of key planning documents including the Official Plan and management of special planning projects and initiatives in alignment with the Municipality’s Strategic Plan.
Under the direction of the Director, Development Services and in coordination with the Manager, Development Planning, this role will be responsible for contributing to the Municipality’s vision through innovative, progressive leadership and management of the Municipality’s planning services. This position will also contribute to essential growth readiness planning work being undertaken within the Municipality with respect to the potential new nuclear project in Port Hope.

$114,705 - $134,189 per annum (compensation is currently under review) Qualifications
- A University degree in Urban Planning or related field combined with progressively responsible experience in planning policy and research projects.
- Applied knowledge in land use planning, policy formulation & analysis, demographics, growth management, sustainability, cultural heritage, planning law, project & strategic management, and development industry best practices.
- Thorough knowledge of all applicable planning and planning-related legislation and policies, including the Planning Act, Provincial Planning Statement, Ontario Heritage Act, Oak Ridges Moraine Conservation Plan, Municipal Act, Development Charges Act.
- Strong strategic leadership and problem-solving skills and ability to apply these skills to complex, abstract problems.
- Strong political astuteness and ability for insightful and sound decision-making.
- Exceptional inter-personal skills with a commitment to customer service and relationship building.
- Computer skills, including Microsoft Office. GIS knowledge and/or abilities are an asset.
- Demonstrated commitment to personal and professional development, including remaining current with new legislation, regulations, technology and organizational practices.
- Proven communication and negotiation skills, with an ability to deal effectively with the public, staff, committee members, stakeholders and public officials.

- Develops and monitors the Municipality’s land use planning policies and leads in the preparation of policy documents including Official Plans, Secondary Plans and Official Plan amendments, Zoning By-laws and Zoning By-law amendments, growth related studies and policy initiatives related to housing, growth and intensification, secondary planning and heritage.
- Prepares and presents reports and provides professional planning recommendations and strategic advice on a wide range of legislative, policy, and other matters related to long term planning and planning policy.
- Manages a range of planning related studies and special projects for the Municipality, and leads in the development and implementation of Municipal incentive programs, including but not limited to development charge incentives, CIP(s), and tax incentive grants.
- Oversees the review, administration and issuance of municipal heritage permits
- Works closely with the Director, Development Services and Strategic Initiatives & Special Projects Advisor – Nuclear to support growth readiness work for the potential large new nuclear power generation facility in Port Hope.
- Coordinates the activities of external consultants, including but not limited to the hiring of consultants, developing, and issuing RFQ’s, RFPs, pre-qualifications, participation in the evaluation/selection process, and contract award including oversight of budgets and invoicing. Ensures projects follow project management principles and milestone delivery on project schedule timelines and plans are comprehensive and address operational, service level, and continuous improvement initiatives.
- Monitors changes related to Provincial and Federal legislation, policies, regulations, programs and initiatives pertaining to land use planning and related matters.
- Monitors Municipal growth forecasts and updates land supply information as necessary to ensure an accurate and consistent basis for informing municipal decisions related to planning for growth, infrastructure and public services, municipal finances (i.e. DCs) etc.
- Liaises with Provincial Ministries, conservation authorities, industries, community stakeholders and the public as necessary and appropriate. Provides advice, information and direction to public agencies, private groups, Municipal departments, developers, consultants, and the public pertaining to strategic level land use planning related matters and respond to any related questions or concerns. Participates in and provides advice on various internal and external master plans, studies, and advisory committees undertaken by the Municipality.
- Prepares annual work plan and budget, including identifying and explaining variances, and ensuring budgets are effectively managed in compliance with corporate policies, including maximizing resource allocation for priority projects based on Council direction and corporate policies.
- Leads in the development and management of committees, working groups and/or special task forces to assist in the delivery of strategic initiatives as informed by the Municipality’s Strategic Plan.
- Leads meaningful collaboration with council, community groups, and developers to drive initiatives, innovative approaches and foster transparency.
- Attends public meetings, and addresses concerns in order to maintain positive community relations and deliver services in alignment with corporate Customer Service Excellence expectations.
- Provides reports and recommendations to the Director, Development Services, Senior Leadership Team, and Council on land use and development, departmental and corporate policies, projects, plans, budgets, activities, operations, and maintenance as they relate to the services delivered by the Department.
- Prepares business cases, reports, briefing notes, and recommendations for the Director, Senior Leadership and Council.
- Provides and presents expert testimony and professional planning evidence and opinions at court proceedings, the Ontario Land Tribunal (OLT), and other administrative tribunal hearings in relation to complex planning policy related matters. Directs and instructs the policy planners in preparation of documented evidence for OLT hearings pertaining to land use policy related matters and serves as the primary contact for legal council retained for such hearings.
- Responsible for management of Strategic Policy Planning staff, including hiring, performance management, coaching, employee relations, mentoring and professional development and consultants. Assist with hiring and managing of other Planning Division staff, as required.
- Knowledge of the Municipality’s “Health and Safety Policy” and ensures that staff and operating procedures comply with these provisions and those of the Occupation Health and Safety Act and its Regulations.

Other
- Seven (7) or more year progressive planning experience is required, including supervisory experience. Municipal planning experience is an asset.
- Full member of the Ontario Professional Planners Institute (OPPI0 and the Canadian Institute of Planners (CIP) and hold the designation of Registered Professional Planner (RPP).
- Membership in the Canadian Association of Heritage Professionals (CAHP) would be an asset.
- Valid and satisfactory class ‘G’ driver’s license and access to a vehicle.
- Office environment with frequent interruptions.
- Availability to attend meetings and engagements after normal working hours.
