We are seeking a highly accomplished Senior Database Administrator to take technical ownership of the data layer modernization for five business-critical applications within the Ministry of Environment, Conservation and Parks. In this role, you will lead the "Evergreening" process, upgrading an end-of-life (EOL) technical stack from legacy frameworks to the latest supported cloud architectures. Operating across large, complex multi-tenant environments, you will architect secure data migration vectors, implement high-availability topologies, and execute deep database optimization routines to ensure complete security, scalability, and alignment with modern digital strategy mandates.

Responsibilities
Enterprise Stack Evergreening: Lead the technical design, planning, and end-to-end migration of EOL Oracle databases (ranging from legacy 10g, 11g, and 12c instances) to Oracle 19c or 23c across hybrid and GoCloud environments.

Database Infrastructure Engineering: Design, build, configure, and provision production-grade Oracle Database Servers across cross-platform environments, including Red Hat Enterprise Linux (RHEL), Solaris, and Windows Server.

High-Availability & Security Implementation: Provide hands-on installation and configuration for mission-critical enterprise database controls, specifically Oracle Real Application Clusters (RAC), Data Guard, Transparent Data Encryption (TDE), and Oracle Enterprise Manager (OEM) 13c.

Performance Tuning & Telemetry Optimization: Execute deep-dive query fine-tuning, index optimization, capacity planning, and physical database design parameters to fulfill strict uptime matrices for interconnected SIEBEL, Java, ArcGIS, and APEX applications.

Environment Synchronization & Lifecycle Support: Coordinate database cloning, data masking, and automated data refreshes to lower non-production development and staging sandboxes while enforcing strict data governance.

Risk Management & Cyber Vulnerability Patching: Identify, analyze, and mitigate technical data risks; research and implement cybersecurity vulnerability remediations, security patch sets, and auditing controls to meet privacy criteria.

Incident, Change & Configuration Governance: Navigate corporate configuration management channels to manage production database incidents, scheduled software maintenance packs, and structural schema modifications without impacting core public services.

Knowledge Transfer & Documentation: Conduct regular working sessions, technical walkthroughs, and formal documentation tracks to transfer low-level configuration artifacts, runbooks, and recovery scripts into centralized institutional repositories.

Qualifications
Core Database Engineering Seniority: 10+ years of progressive professional experience as a Database Administrator or Database Analyst, with deep hands-on expertise spanning installation, configuration, maintenance, and database tuning.

Multi-Generation Oracle Literacy: Proven experience maintaining, monitoring, and debugging multiple Oracle generations (10g, 11g, 12c, and 19c) within large, multi-tenant enterprise architectures.

On-Premise to Cloud Migration Footprint: Demonstrated experience designing and executing enterprise-level Oracle data migrations from end-of-life configurations over to modern public or private cloud datacenters (Strictly Required).

High-Availability Tooling Competency: Practical experience implementing or administering Oracle RAC, Data Guard, TDE, and Oracle Enterprise Manager (OEM) 13c / Oracle Management Server (OMS).

Cross-Platform Operating System Fluency: Strong background administering data infrastructures running natively on Linux (Red Hat), Solaris, or Windows platforms, including proficiency writing database utility scripts and shell commands.

Advanced GRC & ITSM Alignment: Well-versed in structured software development lifecycles, change control protocols, data warehouse structures (OBIEE baseline awareness), and corporate configuration procedures.

Soft Skills: Exceptional analytical problem-solving, risk evaluation, and presentation mechanics, with an established history of delivering clean technical specifications to technical teams and business headers alike.

Nice to Have:
Prior professional experience migrating data nodes or running database architectures within a Canadian public sector framework, internal government branch, or broader public sector (BPS) landscape.

Foundational familiarity with Oracle APEX and Oracle REST Data Services (ORDS) deployment structures.
