About West Kitikmeot Resources Corp.

West Kitikmeot Resources Corp. (WKR) is an Inuit-led organization dedicated to the development of the Kitikmeot Region of Nunavut for the benefit of Kitikmeot Inuit. WKR is the sole proponent and developer of the Grays Bay Road and Port (Grays Bay) Project. Grays Bay is a proposed deep-water port on the Northwest Passage of the Arctic Ocean connected by a 230 km, multi-user all-season road to the northern terminus of the Tibbitt to Contwoyto Winter Road (TCWR). Once constructed, the Grays Bay Road and Port will provide the first land link between the Northwest Passage and the North American highway system. The Project will be the northern half of the Arctic Economic & Security Corridor, which will ultimately connect southern Canada and Arctic deep-water with all-season road access.

Job Description

WKR is seeking a Regulatory Specialist to support the company's regulatory affairs and permitting functions through the Nunavut Impact Review Board (NIRB) assessment process for the GBRP, and to help build the regulatory foundation the project will rely on through subsequent phases.

The project is currently at the NIRB assessment stage, following WKR's submission of the Impact Statement on March 1, 2026 (NIRB File 24XN038) under the Nunavut Planning and Project Assessment Act. The Regulatory Specialist will provide day-to-day support for the review and coordination of information requests and technical submissions, as well as hearing preparation. This is a foundational role: as the GBRP advances from assessment into construction, and ultimately into operations and maintenance, responsibilities are expected to grow to include ongoing licence and permit administration, compliance reporting, and management of the regulatory relationships that will support the Project over its lifecycle.

 

Key Duties Include:

Regulatory Process Coordination

  • Support the coordination of WKR's participation in the NIRB assessment of the GBRP, including preparing materials and tracking submissions and responses.
  • Maintain a working knowledge of the Nunavut Agreement, the Nunavut Planning and Project Assessment Act, the Nunavut Waters and Nunavut Surface Rights Tribunal Act, and related federal and territorial regulatory frameworks applicable to the project.
  • Track regulatory timelines, deliverables, and decision points across all applicable boards and agencies, flagging risks and upcoming milestones to project leadership.
  • Assist in tracking commitments made through the impact assessment process, supporting future compliance and reporting obligations.

Permitting & Licensing Support

  • Support the identification, preparation, and coordination of permit and licence applications required for project planning, on-site works, and future construction activities (including land use permits and water licences).
  • Liaise with the Kitikmeot Inuit Association (KIA), Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC), the Government of Nunavut, and other federal and territorial regulators on permitting matters.
  • Maintain organized, audit-ready records of all regulatory filings, correspondence, and decisions.
  • Work closely with the Environment Manager to ensure regulatory requirements and deadlines are met.

Reporting & Documentation

  • Maintain the regulatory tracking system and reporting calendar, ensuring deliverables to boards, agencies, and government departments are met.
  • Prepare internal briefing notes summarizing regulatory developments for senior leadership and external partners.
  • Support continuous improvement of internal regulatory processes as the project transitions from assessment to construction and operations and maintenance.

Qualifications:

  • Post-secondary degree or diploma in Environmental Science, Environmental Engineering, Regulatory Affairs, Political Science, Law, or a related field, or equivalent experience.
  • 3+ years of experience in a regulatory, environmental assessment, permitting, or compliance role, ideally in the mining, infrastructure, or resource development sector in Nunavut or another northern/Indigenous settlement region.
  • Familiarity with regulatory concepts, principles, and review processes applicable to major projects in Nunavut, including the Nunavut Impact Review Board and Nunavut Water Board processes.
  • Knowledge of the Nunavut Agreement and the roles of Nunavut's Institutions of Public Government.
  • Strong written communication skills, with the ability to summarize complex technical and regulatory information for both technical reviewers and non-technical audiences.
  • Ability to manage large volumes of information, multiple concurrent deadlines, and shifting priorities.
  • Willingness to travel regularly within the Kitikmeot region and southern Canada as required.
  • Canadian work authorization is required.

Skills/Abilities Required for Success:

  • Holds a valid driver's license
  • Ability to communicate clearly and effectively in English, verbally and in writing;
  • Ability to fluently speak, read, and write in Inuinnaqtun is considered a strong asset.
  • An understanding of Inuit culture and values, and/or a strong willingness to learn - GBRP must benefit the Kitikmeot Inuit, and this mission needs to be reflected in the Project's approach to engagement.
  • Entrepreneurial attitude - WKR is a fast-growing company, and we will be building the organization as we develop the GBRP Project.
  • Team player - willing to help out with a wide range of tasks outside core responsibilities.
  • Ability to work independently and deliver results under pressure.
  • Ability to present effectively in group settings and to diverse audiences.
  • Ability to exercise good judgement and discretion.
