We are seeking a highly accomplished Senior Specialized IT Consultant for an enterprise-level contract opportunity based in Toronto. In this role, you will take on a premier clinical terminology, digital health standards, and interoperability design capacity, specializing in mapping, implementing, and harmonizing standardized clinical data structures across healthcare ecosystems.

As a senior specialized consultant, you will bridge the gap between clinical workflows, technical exchange protocols, and data governance frameworks. Operating in a remote capacity (subject to change at management discretion), you will lead the end-to-end development of terminology artifacts, conduct data standards assessments, design standardized electronic referral forms (eForms), and ensure seamless integration with FHIR and pan-Canadian digital exchange standards. This position demands a recognized digital health authority with extensive experience in SNOMED CT and LOINC who can engage multi-disciplinary partners, optimize clinical workflows, and advance digital interoperability initiatives.

Responsibilities
Gather, document, and analyze business and clinical requirements through structured engagement with healthcare partners, clinicians, and technical subject matter experts.

Design, develop, validate, and maintain standardized clinical terminology artifacts, eForms, and referral specifications.

Conduct comprehensive data standards assessments and gap analyses to drive harmonization and interoperability across health information systems.

Assess the readiness of existing clinical information systems for collecting and submitting standards-based clinical information.

Guide partners on digital health standards, leading walkthroughs of technical specifications and providing data standards testing support.

Research and analyze digital health standards lifecycles, jurisdictional frameworks, and emerging exchange technologies.

Author technical documentation, briefing notes, executive presentations, and decision-support materials to guide program implementation.

Identify, assess, and mitigate technical, workflow, and adoption risks across clinical solution deployments.

Collaborate closely with internal and external partners to establish consensus on data exchange specifications and clinical terminology mappings.

Qualifications
Core Technical & Clinical Terminology Requirements
Clinical Terminology Tenure: Minimum 10+ years of hands-on experience mapping, configuring, and implementing clinical terminologies, specifically SNOMED CT / SNOMED CT-CA and LOINC / pCLOCD.

Digital Exchange Standards: Extensive knowledge and practical implementation experience with digital exchange standards, including HL7 FHIR and HL7 v2.

Pan-Canadian Digital Health Standards: Extensive knowledge of pan-Canadian digital health exchange standards, tooling, and jurisdictional interoperability frameworks.

Public Sector & Canadian Healthcare Experience: Must have direct public sector experience and background within Canadian acute care, primary care, or community care environments.

Terminology Implementation: Demonstrated experience implementing terminology solutions within electronic forms, digital referrals, and clinical data repositories.

Preferred Experience & Assets
Terminology Tooling: Familiarity with terminology asset management platforms (e.g., Apelon DTS, Term Works, Ontoserver, Shrimp) is a strong asset.

Cloud & Collaboration Tools: Proficiency with Microsoft Office 365 and cloud-based collaboration tools.
