• Hands-on experience in architecting, designing and implementing case management system by using Microsoft dynamic CRM 365 on cloud, Azure, Azure AD, Power, Power App Flows and Power Platform technology.
• Hands-on Experience in designing, developing, integrating and implementation of Azure Storage for Attachment Management with MS Dynamics 365 on cloud.
• Hands-on Experience in Designing, Configuring and Implementation of Case Management System , Including experience with:

• User Access and Profile Management
• Role Based Data Access Control
• Authentication and Authorization Integration
• Document Management
• Hands-on Experience in designing, developing Azure Logic Apps/Function Apps
• Hands-on Experience in designing, developing Power BI Dashboard and Reports.
• Knowledge of and Experience with Accessibility for Ontarians with OPS Digital Accessibility Standard (ODAS) Testing compliance guidelines.
• Experience with end-to-end integration of Third-Party / OPS Identity and Access Management (IAM) provider, security, authentication, and encryption tools / services.

Project Description:

Investigative Case Management Solution (ICMS) - Child Care Licensing System (CCLS) Integration

The Investigative Case Management Solution (ICMS) application was specifically built to enhance regulatory enforcement oversight concerning both licensed and unlicensed childcare providers. It tracks and monitors every aspect of investigations such as intake, inspection, investigation, prosecution, and trial.

A modernization initiative was undertaken in line with the Government's Digital First Agenda to deliver simpler, faster and better services. This significantly improves the administration of licensed and unlicensed childcares. This initiative will be a key step towards improving safety standards in childcare facilities, covering regulated and unregulated settings throughout Ontario. The investigation details for both licensed and unlicensed care providers be stored in an electronic database, offering immediate visibility into ongoing cases. This will continue to facilitate proactive decision-making and enables quicker responses to critical issues encountered in the field. The modernizes solution brought the Investigation Case Management System into compliance with the AODA regulation & GO-ITS standards.

The Modernized Investigation Case Management System went Live in September 2025. Further enhancements/refinements are being made to the Modernized Investigation Case Management System Application subsequent to Go Live as per client needs.

Major scope of this enhancement is the development of APIs to handle both inbound and outbound data flowing between ICMS and CCLS. Data includes details of inbound referrals, tombstone information of the Licensee being referred in, and outbound results of the investigation (if any) being returned to CCLS. Including the previewing and publication of enforcement actions (EAs) taken as a result of the investigation.

Deliverables to be provided by the Resource include the following:

Analysis

o Analyze Business Requirements to identify gaps along with recommended solution.

o Update/Create Functional Design Documentation for the Solution

o Update/Create Technical Design Documentation for the Solution

IT Solutions Enhancement / Sustainment

o Design, Configure and Implement Enhancement(s) / Remediate Defects for the Case Management System

o Design, Configure and Implement Enhancement(s) / Remediate Defects for the Data Activity and Auditing Tool

Systems Integration

· Design, Configure and Implement Enhancement(s) / Remediate Defects for the Integration with OPS Service(s) & Other Systems

· Development of APIs to handle both inbound and outbound data flowing between ICMS and CCLS.

Testing and Quality Assurance (QA)

o Contribute to the Quality Assurance Activities

Implementation

o Collaborate and Coordinate with all Project Stakeholders involved to ensure smooth and timely completion of Activities & Deliverables

o Ensuring Compliance with

§ Accessibility for Ontarians with Disabilities Act (AODA)

§ Ontario Digital Service Design Guidelines

§ OPS Security Directive (GO-ITS 25.0 General Security Requirements)

Systems Deployment Operations and Management

o Provide Packaging, Deployment and Migration Strategy for all Cloud Based Environment(s)

Knowledge Management

o Conduct Knowledge Transfer Session(s) for the CSC Internal Project Team

· All Other Tasks as assigned by the Cluster Manager, Project Manager & Technical Lead.
