Introduction:

The Seniors’ Advocate office is an independent office of the Legislative Assembly of Manitoba and is responsible for identifying, reviewing and analyzing systemic problems affecting seniors in Manitoba and making recommendations for positive change. 

The Research and Evaluation Coordinator provides leadership for the research and evaluation activities and responsibilities of the Office in accordance with the Seniors’ Advocate Act. Accountable to the Deputy Seniors’ Advocate, the Research and Evaluation Coordinator provides strategic advice, guidance and recommendations on research and evaluation. As an organizational leader, a key component of this role is the effective management of research and evaluation resources, processes, and relationships with a continual focus on upholding the standards and objectives of the Office.

• Ability and willingness to travel throughout Manitoba.
• Ability to work occasional weekends and evenings. 

Qualifications:

Essential:

• Graduate degree in social sciences, public health, statistics, social work, or public administration with extensive experience in the areas of applied policy, quantitative and qualitative research. An equivalent combination of education and experience may be considered.
• Experience providing strategic advice to senior leaders focused on research and evaluation methods and measures and evaluation framework development (research design, data collection, data and information management, extraction, analysis and interpretation, applying research and communicating findings).
• Extensive policy analysis, critical analysis and report writing experience with knowledge of community development, consultation and community-based evaluation processes.
• Knowledge and understanding of provincial/federal programs, services and issues impacting seniors 
• Experience as an organizational leader with strategic planning, organizational, and staff development responsibilities (supervising, coaching, mentoring, and motivating professional staff).
• Understanding of human rights and systemic advocacy processes and principles, with experience working with diverse communities and cultures with respect to the provision of culturally appropriate services.
• Political acumen with the ability to exercise sound judgement with significant independence and manage confidential information with diplomacy and tact. 
• Excellent interpersonal skills with proven experience working within and contributing to a respectful and inclusive workplace that includes principles of anti-oppression and truth and reconciliation. 
• Demonstrated experience in public speaking and public relations.
• Excellent written and verbal communication skills to develop and present complex material in accessible formats.
• Strong organizational and time management skills, with demonstrated experience working independently to assign work, monitor progress and meet deadlines.
• Proficiency with Microsoft 365 and other application software.

Desired:

• Experience working with Indigenous communities with a strong understanding of ethical Indigenous-centred evaluation and research methodologies. 
• Ability to communicate in French and/or in one of Manitoba’s First Nations languages.

The Office of the Senior’s Advocate is looking for candidates who are willing to work on a flexible schedule to cover office demands and when travelling for work-related purposes. 

Duties:

As a member of the leadership team, the incumbent will lead and manage a professional staff to ensure compliance, integrity, and high-quality service delivery, including in the development and monitoring of research and evaluation processes, procedures, and practices, and makes recommendations for change and enhancements to policies, legislation, protocols, and risk management assessment strategies.
