Reporting to the Manager, Archaeology and Cultural Heritage, this role provides senior leadership for archaeological and cultural heritage requirements on major transmission infrastructure projects across Ontario. Responsibilities include leading complex studies, managing consultant contracts, budgets, and schedules, coordinating Indigenous engagement activities, and ensuring regulatory compliance and project commitments are met. The role provides technical expertise, risk management, and strategic guidance throughout the project lifecycle.
Job Function:
Supervise, direct and monitor the work of assigned technical staff in the accomplishment of environmental projects, programs and initiatives. Maintain a high level of awareness and knowledge of current Provincial and Federal environmental legislation, Municipal legislation, regulations, policies, management and mitigation techniques including Environmental Management Systems and ISO 14001 standards. Interpret, recommend and develop business unit wide and field specific environment actions to meet relevant corporate and line of business plans, policies, targets, measures, programs and operating procedures. Assist client supervisors in the development, recommendation and implementation of ongoing environmental monitoring and inspection programs of business unit facilities (e.g. TS, DS, and Garages, including waste storage) within the framework of Government legislation, Corporate and Business unit policies and procedures to assess conformance.
Job Description:
- Supervise, direct and monitor the work of assigned technical staff in the accomplishment of environmental projects, programs and initiatives. Develop new or revised work methods to improve efficiency and effectiveness. Deal with supervisory, contract administration and personnel matters. Make effective recommendations on vacancies, develop selection criteria, interview and make selection recommendations. Administer application of the collective agreement.
- Be responsible for unit performance including budgets and schedules.
- Interpret, recommend and develop business unit wide and field specific environment actions to meet relevant corporate and line of business plans, policies, targets, measures, programs and operating procedures.
- Assist client supervisors in the development, recommendation and implementation of ongoing environmental monitoring and inspection programs of business unit facilities (e.g. TS, DS, and Garages, including waste storage) within the framework of Government legislation, Corporate and Business unit policies and procedures to assess conformance.
- Provide interpretation, advice, guidance, assistance and recommendations to all business unit personnel on policies, procedures, impact on the business and required actions relative to environment legislation such as the Environmental Protection Act, Occupational Health and Safety Act, Transportation of Dangerous Goods Act, Pesticides Act, Workplace Safety and Insurance Act, and the pertinent regulations, and ISO 14001 standards and their impact on business and required action.
- Assist line management to establish and maintain liaison with Government Ministries such as the Ministry of Environment, the Ministry of Natural Resources, Environment Canada and Municipal authorities on regulatory matters concerning the environment. On behalf of client supervisors, exercise judgement and tact in explaining relevant issues to government regulators, negotiate on behalf of the client and attempt to influence the Ministry of Environment staff in matters such as the granting of Director's Instructions, Certificates of Approval, legislative exemptions, accepting the company's actions and plans and other areas where the company is required to adhere to prescribed requirements.
- Assist line management to identify and arrange for all necessary permits, licenses and approvals required by company activities, operations and maintenance programs. Define communications accountabilities and contacts between company line management and regulatory agencies as required by local programs and projects.
- Assist line management in the development, coordination and implementation of ISO 14001 programs, emergency preparedness plans, storm and accident environmental response and sustainable development initiatives in accordance with Corporate and Business unit direction. Support line of business environmental programs including contaminated lands, PCB’s, ODS, SF6, priority chemicals etc. (see EMS Manual for listing).
- Assist line management and co-ordinate audit activities including pre-audit preparations, perform audits and post audit corrective action plan development, and monitor the implementation of action items. Develop and implement local self-assessment methods and programs to be used by the line management staff in assessing the effectiveness of local environment policies and programs.
- Facilitate the development of effective work procedures and programs through participation with Supervisors and technical staff or committees in the application of environmental management techniques with the objective of minimizing impacts of company operations on the environment.
- Coordinate environment information requirements for Due Diligence reports, environmental performance reports and Annual Environmental Improvement Plans. Prepare a variety of reports to communicate environmental issues. Make presentations and perform briefings and detailed training on environmental issues as required.
- Arrange and or deliver as appropriate the necessary environment training such as waste management, chemical handling, ISO 14001, spills, due diligence, environmental management systems, etc.
- Set up proper environmental information systems and manage the documentation and records as required by environmental legislation (PCB/waste inventories, spill reporting) and policy (OHSC environmental management system).
- Participate, if required, in the investigations of environmental incidents using effective investigative techniques and prepare appropriate reports. Investigate and report on environmental incidents such as spills and fires and contaminated lands. Prepare environmental performance reports and data submissions as requested. Assess and advise on environmental risks (e.g. spill risk assessments, SSRA’s etc.) as a proactive measure. Lead teams and investigations as required.
- Make presentations, if required, to Government regulators, Municipal Councils, Special Interest Groups, property owners, members of the public and internal groups regarding environmental concerns and environmental programs related to rights-of-way and station sites and other properties owned by the company. These presentations are to achieve an expanded understanding of the company's environmental programs and to seek modifications to positions taken by these authorities.
- Perform other duties as required.
Education:
- Requires a knowledge of management systems theory and environmental management in order to develop and implement programs for the management of impact on company operations on the environment.
- Requires a knowledge of computer technology and analytical expertise to maintain environment data, evaluate trends and recommend improvement program and policy.
- Requires knowledge of technical and report writing and oral expression to prepare various reports and presentations and to develop environment programs.
- This knowledge is considered to be normally acquired through the completion of 4 years of University training with a specialty in Archaeology an asset (Grade XII plus 5 years).
Experience:
- Requires experience in various aspects of operating, servicing and maintaining the electrical system in order to understand the management of the associated environmental issues such as waste, PCB's, pesticides, spills, contaminated lands, dangerous goods and chemicals.
- Requires experience with program, process and procedure development and implementation, including the application of various techniques to investigate accidents and incidents.
- Requires an understanding of environment legislation in order to provide advice, interpretations and recommendations concerning environment programs and procedures.
- Requires experience with data analysis and management.
- Requires experience in dealing with government regulators, external agencies and the public.
- Requires experience coordinating environment training.
- Requires experience supervising and directing the work of technical staff.
- A period of over 6 years and up to and including 8 years is considered necessary to gain this experience.
