Project Manager / Billing Manager

Full-Time

About This Role

BALANCED+ is seeking to fill a dual role position. An experienced and client-focused Project Manager to lead the successful delivery of technology projects across infrastructure, cybersecurity, cloud, ERP, software development, and digital transformation initiatives, and a Billing manager to oversee client billing cycles, and ensure quality assurance.

As a Project Manager , you will work directly with clients, business stakeholders, technical teams, vendors, and executives to plan, execute, monitor, and deliver projects that achieve measurable business outcomes. You will be responsible for managing project scope, schedules, budgets, resources, risks, dependencies, and stakeholder communications while maintaining the highest standards of client satisfaction and project governance.

As a Billing Manager is responsible for ensuring the accuracy, completeness, and timely execution of all client billing activities. This role serves as the final quality checkpoint before invoices are issued, validating bill runs, identifying discrepancies, documenting execution metrics, and overseeing accounts requiring special attention.

Responsibilities – PROJECT MANAGER

Project Planning & Delivery

• Lead the full project lifecycle from initiation through closure.
• Develop project charters, work plans, schedules, milestones, budgets, and resource forecasts.
• Define project scope, objectives, deliverables, assumptions, constraints, risks, and success criteria.
• Create and maintain project schedules using Microsoft Project, Planner Premium, Azure DevOps, Jira, or similar tools.
• Monitor project progress and proactively manage schedule, scope, and budget variances.
• Ensure projects are delivered on time, within budget, and aligned with client expectations.
• Facilitate project kickoffs, discovery workshops, status meetings, and steering committee meetings.
• Coordinate activities across technical teams, business stakeholders, vendors, and third-party partners.

Client & Stakeholder Management

• Serve as the primary point of contact for assigned clients and project stakeholders.
• Build trusted relationships with client executives, sponsors, and project teams.
• Facilitate stakeholder engagement and communication strategies.
• Prepare and deliver executive-level status reports, project dashboards, and presentations.
• Manage stakeholder expectations and support effective decision-making throughout the project lifecycle.
• Ensure a positive client experience and high levels of customer satisfaction.

Technology Project Leadership

Manage projects involving:

• Dynamics 365
• ERP Implementations
• Business Process Automation
• Cloud Migrations (Microsoft Azure)
• Cybersecurity Initiatives
• Network Infrastructure Projects
• Managed Services Transitions
• Data Migration and Integration Projects
• Software Development Projects
• Digital Transformation Programs

Business Development Support

• Participate in client discovery and requirements gathering sessions.
• Support proposal development, project estimates, and solution planning activities.
• Review Statements of Work (SOWs), project assumptions, and deliverables.
• Assist in transitioning projects from sales to delivery.
• Collaborate with account managers, solution architects, and technical leads during project planning and execution.

Responsibilities – BILLING MANAGER

Billing Execution & Monitoring

• Monitor scheduled bill runs for all assigned clients. Support bill runs as needed.
• Ensure all bill runs are completed in accordance with established deadlines and billing schedules.
• Verify billing data prior to invoice generation.
• Monitor billing workflows and identify any process failures or exceptions.

Quality Control & Validation

• Review generated invoices for accuracy, completeness, and compliance with client billing requirements.
• Identify and investigate billing discrepancies before invoices are released.
• Verify billing totals are as expected
• Track, document, and resolve billing errors discovered during bill runs.
• Escalate issues.
• Maintain records of billing exceptions and resolutions.
• Work with Operations to ensure errors are corrected promptly.

Billing Performance Tracking & Watch List Management

• Document bill run execution times and maintain historical records.
• Monitor billing cycle performance.
• Maintain a billing watch list for accounts requiring additional review.
• Monitor high-risk accounts, special billing arrangements, and recurring problem areas.
• Ensure watch list items are reviewed and addressed before invoice release.

Qualifications

Required

• PMP (Project Management Professional) certification.
• 5+ years of professional project management experience delivering technology projects.
• Bachelor's degree in Information Technology, Computer Science, Business Administration, Engineering, or a related field.
• Experience managing multiple concurrent projects in a consulting or professional services environment.
• Strong understanding of project management methodologies, including Waterfall, Agile, and Hybrid delivery approaches.
• Excellent client-facing communication, facilitation, and relationship management skills.
• Strong organizational, planning, and leadership abilities.
• Demonstrated experience managing project budgets, schedules, and resources.
• Excellent problem-solving, critical thinking, and decision-making capabilities.
• Strong proficiency with Microsoft 365 and project management tools.

Preferred

• Experience working for an IT consulting, managed services, or systems integration organization.
• Familiarity with Azure DevOps, Jira, Microsoft Project, Planner Premium, and Power Platform.
• Knowledge of networking, infrastructure, cybersecurity, and cloud technologies.
• Experience supporting public-sector and private-sector technology initiatives.
