The City of Edmonton is seeking an innovative Director to lead our Assessment Valuation section. This is an exceptional opportunity to play a pivotal role in ensuring the fair and equitable administration of property assessments.
Reporting to the Branch Manager, Assessment and Taxation, the Director, Assessment Valuation is responsible for the valuation, communication and defense of the annual assessment roll consisting of over 430,000 properties valued at over $250 billion. This essential function establishes the foundational roll required to administer more than $3 billion in municipal and provincial tax revenues, which fund the essential municipal services that Edmontonians rely on, as well as Edmonton’s contribution to the Provincial Education Property Tax.
As the Director, Assessment Valuation, you will provide executive leadership to a section consisting of three specialized operational units, with each unit focusing on a distinct mass appraisal methodology: cost, income, and direct sales. The Director governs highly analytical, expert-level valuation functions, consultation with property owners and professional tax representatives, and complex tribunal defense before the Assessment Review Board.
What will you do?
- Strategic Leadership: Lead and direct the Assessment Valuation section, a team of approximately 70 assessment professionals. Develop and implement strategic plans and initiatives aligning with the branch's vision, corporate priorities, and City Council's direction
- Mass Appraisal Governance: Govern the City of Edmonton’s mass appraisal frameworks and valuation models to ensure all property assessments meet provincial quality standards, audit requirements, and legislated timelines
- Branch Leadership: Contribute to the branch's overall strategic direction as a key member of the Branch Leadership Team. Collaborate closely with the Director of Business Operations and Systems to ensure comprehensive communication, assessment data integrity, and prioritization of systems enhancements. Partner with the Director of Taxation, Policy and Programs on assessment-related policy, legislation, and regulations
- Relationship Management: Build and maintain strong relationships with a diverse range of business partners, including City Council, other City departments, property owners and tax representatives, special interest groups, and government agencies
- Financial Stewardship: Manage the section's budget, ensuring the prudent and effective use of resources
- Innovation & Improvement: Drive continuous improvement within the section, identifying and implementing innovative solutions to enhance efficiency and effectiveness. Develop best practices, implement quality assurance measures, and utilize analytical tools
- Build Culture: Foster a positive and inclusive work environment, providing leadership, coaching, and development opportunities for staff
Qualifications
- Accredited Municipal Assessor of Alberta (AMAA) designation or similar professional accreditation
- Successful completion of a Degree in Appraisal and Assessment or a related discipline (Business Administration, Commerce, Economics) is desired. A Diploma in Assessment or a related field is a minimum qualification
- Advanced leadership experience in mass appraisal and property assessment in a municipal environment
- Equivalent combinations of education and experience will be considered

Conditions of Employment and Work Environment
- 1 permanent, full-time position
- Hours of Work: 36.9 hours per week, Monday - Friday. This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
- Salary: (Annually) $146,472.26 - $183,091.38
