Org. Setting and Reporting

The Air Transport Bureau (ATB) carries out activities under the Organization’s Strategic Goals: Security and Facilitation, Economic Development of Air Transport, and Environmental Protection. It is responsible for the provision of expert assistance required by the Assembly, Council, Air Transport Committee (ATC), Committee on Unlawful Interference (UIC), Committee on Joint Support of Air Navigation Services (JSC), Committee on Aviation Environmental Protection (CAEP) and the specialized conference, divisional, panel and working group meetings related to these three Strategic Objectives. The Economic Regulatory Framework (ERF} Section in the Air Transport Bureau is one of sections, charged with delivering results with respect to ICAO's Strategic Objective - Economic Development of Air Transport. The Section is responsible for establishing policies and guidance on economic regulation, infrastructure management and economics of aviation activities, including taxation and user charges; developing policies and guidance to facilitate access to funding for aviation infrastructure and financing of air transport operations; harmonizing air transport policy framework through cooperation amongst the aviatio11 community and all aviation stakeholders; and monitoring regulatory and industry developments in international air transport. The Section's work programmes also aim to enhance transparency of international air transport, and to facilitate and reduce costs for States in performing their regulatory functions, for example, by providing a central meeting place to conduct multiple air services negotiations or consultations. The Section manages and oversees the work programme of the Airport Economic Panel (AEP}, the Air Navigation Services Economics Panel {ANSEP}, the Air Transport Regulation Panel {ATRP}, as well as the policy-making conferences, i.e. the Air Transport Conference and the Conference on the Economics of Airports and Air Navigation Services. It also provides support to the Assembly, the Council, and Air Transport Committee (ATC). The incumbent reports directly to the Director, Air Transport Bureau (D/ATB}, from whom s/he seeks advice and guidance on complex technical and managerial issues. The incumbent, as Chief of the Section, supervises all Professional and General Service staff of the Section and is responsible for his/her actions and decisions as well as for the quality of services delivered by all staff members of the Section. The supervisory level includes technical supervision; coaching and training, as well as performance evaluation, delegation and distribution of tasks, and decision on priorities.

Responsibilities

Function 1 (incl. Expected results) Leads and manages work programmes related to air transport regulation with the objective of creating coherent and harmonized global regulatory framework for international air transport, achieving results such as:

  • Initiate development of and propose changes to international agreements, policy and guidance in the field of economic regulation related to market access, airline ownership and control, fair competition, consumer protection, safeguards etc. in accordance with the recommendations made by the Worldwide Air Transport Conference.
  • Supervise the development, maintenance and dissemination of ICAO’s Policies on Taxation in the Field of International Air Transport (Doc 8632).
  • Supervise monitoring work on regulatory and industry developments and trends and conduct studies on key regulatory issues.
  • Closely follow developments in other international organizations (for example, the World Trade Organization and the World Tourism Organization) and regional organizations affecting air transport matters.
  • Coordinate with the Aviation Data and Analysis Section to contribute to cost-benefit analysis related to air transport connectivity and evaluating economic impact of significant regulatory/industry trends in air transport, etc.
  • Monitor the other technical activities of ICAO and provide inputs as necessary to ensure that air transport regulatory considerations and implications are taken into account during the development of recommendations from other technical areas.
  • Build and stimulate partnerships and cooperation with other international organizations, regional organizations and industry that result in combined efforts to address air transport regulatory issues.
  • Maintain contact with a broad range of States, international organizations, regional organizations and industry in promoting policy and guidance material, including Doc 8632.
  • Provide support to the governance and technical deliberative bodies of the Organization, including the Assembly, the Council, ATC, policy-making conferences and ATRP. Function 2 (incl. Expected results) Leads and manages work programmes related to infrastructure economics and management, which facilitate access to funding for aviation infrastructure and financing of air transport operations, as well as provide solutions to overcome infrastructure capacity constraints, achieving results such as:
  • Supervise the development, maintenance and dissemination of ICAO's Policies on Charges for Airports and Air Navigation Services (Doc 9082) and related guidance material in the field of infrastructure management and economics.
  • Coordinate with the Air Navigation Bureau and facilitate the work to develop and amend guidance adapted to the implementation of the Aviation System Block Upgrades (ASBUs) and guidance related to financing of air transport operations and on sustainable funding of the oversight functions at the State and regional levels.
  • Coordinate with the Aviation Data and Analysis Section to conduct and contribute to a study on financial situation of airports and air navigation services, economic/cost-benefit analysis of the implementation of ASBUs, etc.
  • Monitor the other technical activities of ICAO and provide inputs as necessary to ensure that economic, organizational and managerial considerations and implications are taken into account during the development of recommendations from other technical areas.
  • Build and stimulate partnerships and cooperation with other international organizations, regional organizations and industry that result in combined efforts to address funding/financing issues.
  • Maintain contact with a broad range of States, international organizations, regional organizations and industry in promoting policy and guidance material, including Doc 9082.
  • Provide support to the governance and technical deliberative bodies of the Organization, including the Assembly, the Council, ATC, policy-making conferences, AEP, ANSEP and the Multi-disciplinary Working Group linked to the implementation of the Aviation System Block Upgrades (MDWG-ASBUs). Function 3 (incl. Expected results) Leads and manages work programmes related to enhanced transparency of civil aviation system through dissemination and exchange of States’ policies and practices including air service agreements, charges and taxes, achieving results such as:
  • Ensure that database on tariffs for airports and air navigation services (ICAO Aeronautical Charges Online), database on World’s Air Services Agreements (WASA) and other databases on various regulatory and industry information are kept updated at all times.
  • Ensure the timely preparation and delivery of information on States' policies and positions on taxation in the air transport field (Supplement to Doc 8632).
  • Plan, implement and facilitate the development of various digital/e-tools related to air service agreements, charges and taxes in coordination/cooperation with the Revenue and Product Management (RPM) Section.
  • Coordinate with States, international organizations, regional organizations and industry in the collection and dissemination of regulatory data/information to better meet their needs and avoid confusion and duplication of efforts. Function 4 (incl. Expected results) Leads and manages assistance activities for States to raise awareness of and implement ICAO’s policies and guidance, and provides facilities that can contribute to significant savings of States’ costs in conducting air services negotiations and regulatory functions, achieving results such as:
  • Address the queries, requests and recommendations from both external and internal stakeholders on regulatory issues.
  • Conduct open and productive lines of communication and relationships with ICAO Regional Offices, State authorities, international and regional organizations, industry and other stakeholders, to provide necessary assistance.
  • Ensure optimal development of training courses (air transport e-learning courses and ICAO/ACI training course on airport user charges) in cooperation and coordination with the Global Aviation Training Office.
  • Facilitate States' air services negotiations by organizing exchange forum (such as ICAO Air Services Negotiation (ICAN) events) for States to promote more compatible regulatory approaches in international air transport.
  • Supervise the planning, organization and conduct of regional seminars and global symposia to address the needs of States and provide technical assistance and capacity building support to States in need. Function 5 (incl. Expected results) Supervises and manages the Economic Regulatory Framework Section, achieving results such as:
  • Ensure alignment of the Section's activities with ICAO’s Strategic Objectives, policies, regulations and business plans.
  • Proactively identify and resolve issues that impede the effective and efficient conduct of the Section's activities.
  • Develop and decide on Section-level business systems and practices that are in keeping with ICAO’s rules and policies, and that provide maximum support to the effective and efficient conduct of the Section’s operations.
  • Effectively manage resources in the Section by encompassing all dimensions of management, including maximizing the performance of staff, teams and the contribution of external partners to ICAO activities, and succession planning.
  • Integrate planning, execution and reporting processes related to revenue-generating activities in cooperation RPM Section.
  • Review and control working papers, reports, briefings, news releases and other deliverables. Function 6 (incl. Expected results) Performs other related duties, as assigned.

Education

Essential: An advanced-level university degree (master’s degree or academic equivalent) in economics such as applied economics, business economics, economics of transportation, law, business administration, public administration or related discipline, is required. A first level university degree in combination with two additional years of qualifying experience in economics such as applied economics, business economics, economics of transportation, law, business administration, public administration, or related field, may be acceptable in lieu of the advanced university degree.

Work Experience

Essential:

  • A minimum of ten (10) years experience in progressively responsible positions related to economic regulation of air transport or economic/commercial aspects of air transport business within a national government, international organization, major international airline, and/or major service provider (airport or air navigation services provider), is required.
  • Experience in the development and implementation of economic regulation/oversight, and/or infrastructure financing and funding, is required.
  • Experience in the components and functions of the air transport system, e.g. air operators, flight operations, airports, and air navigation service providers, and their interaction, is required.
  • Experience in organizing and participating in international activities and meetings in the air transport field, is required.
  • Experience with the role of other international bodies in charge of economic development, is desirable.
  • Experience in negotiation of air services agreements, is desirable.
