Partner Staffing on behalf of our Client, we are seeking a Municipal
Infrastructure – Water Project Manager in Red Deer, AB to lead and deliver complex municipal
water infrastructure projects in collaboration with cities, towns, rural
municipalities, and Indigenous and developing communities. This role focuses on
water utilities, including water distribution, stormwater management, sanitary
systems, and associated infrastructure logistics.

The successful
candidate will manage projects through the full lifecycle—from planning and
design to construction and commissioning—while coordinating multidisciplinary
teams and acting as Engineer of Record (EOR) where required. <\/span>

• Lead and manage
  municipal infrastructure projects for urban land development, subdivisions, and
  rural community servicing <\/span><\/span><\/span>
  <\/li>
• Serve as the
  primary point of contact for municipal clients, developers, contractors, and
  regulatory agencies <\/span><\/span>
  <\/li>
• Manage scope,
  schedule, budget, risk, and quality across multiple concurrent projects <\/span><\/span>
  <\/li>
• Prepare and present
  technical reports, council submissions, and stakeholder communications <\/span><\/span>
  <\/li>
• Technical &
  Engineering Leadership <\/span><\/span>
  <\/li>
• Act as Engineer of
  Record (EOR) for water, storm, and sanitary infrastructure projects, as
  appropriate <\/span><\/span>
  <\/li>
• Oversee and
  contribute to planning, preliminary design, detailed design, and
  construction -phase services <\/span><\/span>
  <\/span><\/li>
• Ensure designs
  comply with municipal standards, provincial regulations, and industry best
  practices <\/span><\/span>
  <\/li>
• Multidisciplinary
  Coordination <\/span><\/span>
  <\/li>
• Coordinate civil,
  environmental, geotechnical, transportation, and electrical disciplines <\/span><\/span><\/span>
  <\/li>
• Manage internal
  teams and external subconsultants <\/span><\/span>
  <\/li>
• Support
  constructability reviews, tender preparation, contractor selection, and
  contract administration <\/span><\/span>
  <\/li>
• Lead construction
  services including site reviews, change management, and project close -out <\/span><\/span>
  <\/li>
• Regulatory &
  Approvals <\/span><\/span>
  <\/li>
• Navigate provincial
  and municipal approval processes in AB, SK, and MB <\/span><\/span>
  <\/li>
• Coordinate
  permitting and approvals with regulators and utility owners <\/span><\/span>
  <\/li>
• Ensure
  environmental, safety, and regulatory compliance throughout the project
  lifecycle <\/span><\/span>
  <\/span><\/li><\/ul>

  Qualifications
  & Experience <\/span><\/span>
  <\/span><\/p>

  • Bachelor’s degree
    in Civil Engineering or related discipline <\/span><\/span><\/span>
    <\/li>
  • Professional
    Engineer (P.Eng.) registered or eligible for registration in Alberta,
    Saskatchewan, and/or Manitoba <\/span><\/span>
    <\/li>
  • 7+ years of
    experience in municipal infrastructure engineering, with a strong focus on: <\/span><\/span>
    <\/li>
  • Water distribution
    systems <\/span><\/span>
    <\/li>
  • Stormwater
    management <\/span><\/span>
    <\/li>
  • Sanitary sewer
    systems <\/span><\/span>
    <\/li>
  • Demonstrated
    experience managing multidisciplinary engineering projects <\/span><\/span>
    <\/li>
  • Proven ability to
    act as EOR for municipal infrastructure works <\/span><\/span>
    <\/li>
  • Strong
    understanding of municipal servicing standards and land development processes <\/span><\/span>
    <\/li>
  • Experience working
    with urban municipalities, developers, and rural communities <\/span><\/span>
