Location: Penticton

The Regional District of Okanagan-Similkameen is currently recruiting for a regular, full-time Bylaw Officer to join the Building and Enforcement Services team. This role is responsible for carrying out administrative, inspection, and regulatory duties to enforce Regional District bylaws related to property use, public safety, business licensing, zoning, and other applicable regulations. The position emphasizes achieving compliance through education and progressive enforcement measures as prescribed in bylaw and/or policy.

Key Responsibilities:  
  • Strives for resolution of a variety of conflicts between stakeholders with the objective of achieving voluntary compliance with Regional District bylaws.
  • Promotes compliance with regulatory bylaws by educating the public on applicable rules and applying appropriate enforcement measures when violations occur.
  • Manages the process for investigation of complaints and determines enforcement actions for land use and regulatory bylaws with limited supervision. Conducts field work including travel by vehicle and/or outdoor assessments (at times in remote locations) in all weather conditions.
  • Manages and retains records of all assigned calls for service, documents input notes, inspection reports, evidence and photographs. Coordinates the issuance of municipal ticketing information and bylaw offense notice tickets including; preparation of bylaw adjudication appeals, attends hearings, and takes legal steps to collect unpaid tickets.
  • Coordinates and monitors all active case files through the bylaw enforcement tracking system and leads related correspondence. Coordinates enforcement work with other officers (e.g. Animal Control Officer), internal department staff and external agencies as required.
  • Compiles evidence and works with solicitor(s) and the Senior Manager in legal case preparation including attending court proceedings as required.
  • Maintains accurate records, compiles data, and prepares reports for the Senior Manager as required.
  • Prepares written reports and delivers oral presentations to the Board of Directors and a variety of internal and external audiences. Provides for the development and amendments to regulatory bylaws, policies and procedures as requested.
  • Provides guidance to other departments in matters related to complaints and the enforceability of bylaws.
  • Participates on the Emergency Response Team as required. Performs other duties as required.


Qualifications:  

  • Two (2) years post-secondary education in local government administration, criminology, law enforcement/community safety, mediation or a related field.
  • Completion of Bylaw Compliance, Enforcement and Investigative Skills Level I and II certifications.
  • A minimum of three (3) years of related experience preferably in a local government setting. A combination of education and education may be considered.
  • Membership in the Local Government Compliance and Enforcement Association of BC is preferred.
  • Knowledge of federal and provincial legislation/regulations impacting enforcement and local bylaw development.
  • Ability to maintain a calm and professional demeanour while handling complaints and enforcement matters, utilizing sound conflict resolution techniques to defuse contentious situations.
  • Excellent organizational, written and verbal communication skills. Ability to work on several concurrent tasks with deadline pressures.
  • Ability to communicate in a courteous and tactful manner often in sensitive and/or conflict situations. Ability to handle confidential and sensitive matters with discretion, consistency and integrity.
  • Ability to read and interpret architectural drawings and site plans.
  • Demonstrated computer skills in Microsoft Office Suite (Outlook, Word, and Excel), digital mapping and software used in Regional District operations.
  • Ability to pass and maintain a criminal record check. Valid BC Driver's Licence.


This regular, full-time position is included in the BCGEU bargaining unit. The hourly wage for the position is $46.20 per hour (January-June) and then will increase to $46.43 per hour (July-December). In addition, the ROOS offers an attractive benefits package, pension and flexible schedule.
