Job Summary

Salary Pending Review

Reporting to the Manager/Commander Fleet, Logistics & Planning, the Emergency Medical Services Fleet Supervisor is responsible for managing all fleet repair facilities, including mechanical, collision and inventory; and all activities relating to the procurement and maintenance, repair, make ready, commissioning and decommissioning of vehicles and equipment in the Niagara Region in accordance with legislative requirements and Regional policies and procedures. The incumbent will have oversight of Niagara EMS fleet management plan and operational readiness.

Education

  • College or University diploma/certificate or degree in Fleet Management or in a related discipline or equivalent combination of education and related work experience.
  • Completion of trade schooling as required under the regulated trades as an Automotive Service Technician (310S) and/or a Truck and Coach Technician (310T) Electrical Mechanical Technician is preferred.

Knowledge

  • Experience in the maintenance of commercial vehicles and equipment or emergency medical services vehicles and equipment (municipal preferred).
  • Minimum of two (2) years' experience in a management/supervisory position is preferred
  • Requires sound knowledge of standard vehicle and/or equipment preventative maintenance, repairs, parts, materials, and diagnostic methods.
  • Requires sound knowledge of preventative maintenance theory, fleet management practices, processes and administration.
  • Detailed working knowledge of the Highway Traffic Act and Regulations, National Safety Code, Occupational Health and Safety Act and Regulations, Commercial Vehicle Operator's Registration (CVOR) regulations and Ministry of Labour regulations, Knowledge of the Health & Safety Act, all applicable Acts and Regulations regarding Emergency Health Services in Ontario, and Regulations and Standards specific to EMS vehicles and equipment in Ontario.
  • Computer proficiency in MS Office 365 (e.g. Outlook, Excel, Word). Working knowledge of and competency in computerized fleet management systems (e.g. M5, Peoplesoft and Operative IQ), fuel management systems (e.g. Hollman) and various diagnostic systems.
  • Experience in leading and supervising projects.
  • Certified Public Fleet Professional (CPFP), Certified Automotive Fleet Manager (CAFM) or Project Management Professional (PMP) designation is preferred.

Responsibilities

Manages and provides direction on all fleet services activities including overseeing the day-to-day maintenance operation. (50% of time)

  • Manages preventive maintenance, repair, and warranty programs for large municipal fleet vehicles and equipment assets. Types of vehicles and equipment include but are not limited to: commercial emergency vehicles and emergency response equipment (Defibrillators and cardiac monitors, stretchers and conveyance equipment, oxygen delivery devices and safety equipment such as carbon monoxide detectors.)
  • Balances workloads and service delivery priorities amongst multiple locations and ensure service level standards are met.
  • Monitor and provide input on annual and multi-year Capital and Operating budgets for which they are delegated authority ensuring support of Council's objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies.
  • Oversees program to record service and repair time, parts utilization, and other operational information or maintenance costs using computerized maintenance management systems.
  • Collaborates with operating division managers and supervisors to understand customer needs and ensure customers understand the importance of regular maintenance and repair.
  • Reviews with stakeholder's long term vehicle and equipment requirements, ensuring financial resources are budgeted, licensing and insurance is current, and infractions, collisions and equipment failures are investigated, reported and managed.
  • Identify the annual replacement of vehicles and equipment, reviewing specifications.
  • Provides technical input on specifications for vehicle and equipment to be purchased; analyze vehicle and equipment repair data to make recommendations regarding the repair or replacement; and provide recommendations regarding distribution, operation, inventory and use of equipment.
  • Responsible for overall Fleet quality of service and ensuring professional service standards to internal and external customers.
  • Develops and review standard operating procedures and provide input on policies and/or report preparation.
  • Ensure that all radio communications equipment is maintained and repaired as per MOHLTC requirements/contract.
  • Ensure prompt/ongoing communications with the Central Ambulance Communications Center regarding activation/removal of ambulances/ERV for scheduled and unscheduled maintenance and other fleet issues.
  • Ensures annual and semi-annual inspections are completed (hoists, aerial devices, etc.).
  • Ensures internal building/equipment is in good working order and coordinate repairs as required.
  • Work cooperatively with key stakeholders on joint ventures to coordinate activities and resolve issues.
  • In collaboration with Manager/Commander of Fleet, Logistics & Planning develop and implement procedures to track defects to optimize resource management and minimize risk associated with equipment failures.
  • Supports the Logistics Section for internal Incident Command during major emergencies; and provides highly complex staff advice and assistance to the Manager/Commander of Fleet, Logistics & Planning

Supervises staff by people resource planning including coordinating and planning work, assessing skillsets, providing work direction, assigning tasks and projects, determining methods and procedures to be used, monitoring quality of work, resolving problems, and ensuring assigned results are achieved. (20% of time)

  • Enables results with the organization's human capital strategy to foster employee engagement.
  • Directs and provides leadership for the activities and coaching/performance management of direct reports.
  • Provides work direction, sets priorities, assigns tasks/projects, determines methods and procedures to be used, resolving problems, ensures results are achieved, performance, skill development activities and assisting with staff recruitment.
  • Ensures coordination of activities and quality of outputs align with service excellence, communication/transparency, innovation, data integrity and workflow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
  • Ensures program staff scheduling meets the needs of the program.
  • Ensures all people related issues, including recruitment, grievances, and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department.
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.

Ensure effective operating processes, policies and practices are in place, monitoring regulatory/legislative compliance and service quality, and identifying and addressing issues.

(15% of time)

  • Ensures compliance with Ministry of Health Land Ambulance Service agreement and all CVOR and Ministry of Transportation of Ontario (MTO) legislation requirements.
  • Ensures a secure vehicle and equipment parts inventory control system.
  • Assesses situations for possible liabilities, monitoring staff/vehicles involved in hazardous activities, and recommend actions to address concerns.
  • Ensures compliance of all safety inspection of vehicles and equipment.
  • Ensures all safety repairs and operator concerns are completed to standards before vehicles go into service.
  • Conducts regular safety audits to ensure a safe work environment for all staff.

Identify opportunities for improving services delivered, ensuring alignment with division priorities, and developing and presenting recommendations. (10% of time)

  • Monitors performance of operation and service delivery through key performance indicators.
  • Recommends and implement new and proposed changes to applicable internal policy and procedures.
  • Develops and implement changes to practices and procedures with changing technology and regulations.
  • Researches and introduces advanced vehicle technologies, alternative fuels and operational practices to reduce greenhouse gas emissions, reduce fuel use, and to further advance other environmentally sustainable practices.
  • Sources alternative measures and ideas for technical problem resolution.
  • Tests alternative methods to monitor progress and improvement.

Coordinates data collection and document management, ensuring all vehicle and equipment maintenance, operating registration and retention schedule information is collected and maintained in accordance with corporate and legislative requirements. (5% of time)

  • Ensures all vehicle and equipment maintenance files are accurate and up to date and information is entered into computerized maintenance management system database.
  • Ensures all necessary documentation is in the actual vehicle.

Special Requirements

  • Ministry of Health Emergency Health Services Identification Card.
  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance - Condition of Employment.
  • Valid Class G driver's license mandatory - D or F license preferred.
  • Hold and maintain a valid cardiopulmonary resuscitation certificate to the Basic Rescuer level and Standard First Aid at the time of employment.
  • Vaccine: Influenza Shot - Preferred.
  • Fluency in French is an asset.
  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
  • May be required to support emergency operations under the incident management structure, at the direction of the Emergency Operations Centre Director.

Shift Information

This position is subject to shift rotation, overtime, and standby, including weekends.
