Dès qu’elle est affectée à un dossier, la personne choisie, en concertation avec la directrice, la directrice adjointe ou les deux, ainsi qu’avec l’équipe d’enquête, déterminera les ressources et la méthodologie nécessaires pour accompagner les personnes et les collectivités concernées et mener une enquête efficace.Autres responsabilités :
Liaison auprès des Autochtones et soutien aux collectivités :• Fournir des services de soutien aux personnes autochtones concernées, à leur famille et à leur collectivité afin de faciliter le déroulement de l’enquête.
• Collaborer avec les collectivités autochtones du Nouveau-Brunswick et de la Nouvelle-Écosse. Établir des relations solides avec les fournisseurs de services, les organisations, ainsi que les chefs et les Aînés autochtones.
• Coordonner le programme de liaison avec les collectivités autochtones, en facilitant la sélection et l’accompagnement des agents de liaison communautaires afin d’assurer un soutien efficace dans le cadre d’une enquête.
• Aider les personnes autochtones touchées et leur famille à s’y retrouver dans le système de justice pénale, en veillant à ce qu’elles soient au courant des ressources pertinentes et tenues informées de l’enquête menée par la SiRT.
• Élaborer et mettre en œuvre des plans de sensibilisation pour établir des liens avec les collectivités autochtones, faire connaître la SiRT, répondre aux préoccupations des collectivités et garantir la transparence du travail et des enquêtes de la SiRT.Mener des enquêtes criminelles :
• Se voir confier des dossiers et obtenir des consignes de la directrice ou de la directrice adjointe pour intervenir lors d’incidents graves et mener des enquêtes.
• Appuyer l’enquêteur principal ou le triangle de commandement dans le cadre d’enquêtes sur des incidents graves.
• Recueillir et analyser les éléments de preuve conformément aux règles de preuve prescrites et à la loi, dans le respect des procédures d’enquête reconnues et selon les procédures opérationnelles de la SiRT.
• Rédiger des rapports d’enquête exhaustifs et formuler des recommandations à l’intention de la directrice concernant les mesures à prendre dans le cadre des enquêtes.
• Organiser et produire des dossiers de divulgation conformément aux politiques et procédures normalisées, et transmettre à la directrice toute l’information obtenue au cours de l’enquête.
• Comparaître en tant que témoin et déposer des preuves lors de procès criminels, d’enquêtes sur des décès ou d’enquêtes du coroner, ou de toute autre forme d’audience (au besoin).
• Appliquer aux enquêtes une approche tenant compte des traumatismes.
• Donner aux équipes d’enquête des conseils sur les considérations culturelles pertinentes, ainsi que sur les protocoles et les pratiques exemplaires à suivre lors des interactions avec les collectivités autochtones.
• Faciliter l’intégration des perspectives et des savoirs autochtones dans le processus d’enquête.Autres responsabilités :
• Donner des conseils stratégiques et des directives opérationnelles à la directrice et à la directrice adjointe concernant l’engagement et la consultation des personnes et des collectivités autochtones.
• Donner des conseils et des recommandations à l’équipe de gestion concernant l’élaboration de politiques, de procédures et de règles opérationnelles visant à garantir la prise en compte des perspectives autochtones.
• Participer à des cours, à des séminaires et à des formations liés aux fonctions de la SiRT.
• Effectuer des déplacements, au besoin, partout au Nouveau-Brunswick, en Nouvelle-Écosse et à l’Île-du-Prince-Édouard.

Pour que votre candidature soit prise en considération, vous devez être titulaire d’un baccalauréat et posséder au moins cinq années d’expérience dans le domaine des enquêtes au sein d’un organisme d’application de la loi. L’équivalent en éducation, en formation et en expérience pourrait être considéré. Pour satisfaire aux exigences de ce poste, vous devez posséder :• une compréhension et des connaissances approfondies des méthodes et techniques actuelles utilisées dans le cadre d’enquêtes criminelles, y compris de la gestion de cas graves;
• une excellente connaissance du Code criminel du Canada et d’autres documents législatifs fédéraux ou provinciaux pertinents;
• de l’expérience dans la préparation et la présentation de cas devant les tribunaux, ainsi qu’une connaissance des règles relatives à la collecte et à la conservation des éléments de preuve;
• une solide compréhension des cultures, de l’histoire et des défis des peuples autochtones, notamment de leurs pratiques culturelles, de leurs langues et de leurs traditions;
• une capacité à fournir un accompagnement et une prise en charge des situations de crise adaptés au contexte culturel des personnes, familles et collectivités autochtones concernées;
• de l’expérience en matière de sensibilisation, d’engagement et d’établissement de relations avec les collectivités autochtones.La personne retenue devra faire preuve de bon jugement, d’intégrité, d’objectivité, de tact et de solides valeurs éthiques. Elle devra posséder d’excellentes compétences en communication, tant à l’oral qu’à l’écrit, et faire preuve de compréhension et de sensibilité à l’égard des besoins de toutes les personnes concernées par le processus d’enquête, ainsi qu’à l’égard du public et des collectivités.Ce poste est réservé aux personnes qui s’identifient comme autochtones. Il s’agit d’une nomination par décret en conseil pour un mandat de cinq ans. Toute offre d’emploi sera soumise à l’approbation du gouverneur en conseil (Cabinet) de la Nouvelle-Écosse. La personne occupant ce poste peut devoir travailler des heures irrégulières, y compris les soirs et les fins de semaine, et faire de nombreux déplacements, parfois par mauvais temps. Reporting to the Director and Assistant Director, the Indigenous Liaison Officer (Investigator) will be part of a team responsible for investigating incidents under the Nova Scotia Police Act and the New Brunswick Police Act. This includes incidents involving serious injury, death, sexual assault, intimate partner violence, or matters in the public interest, that may have resulted from the actions of a police officer, on or off duty.The Indigenous Liaison Officer (Investigator) will be responsible for supporting the service delivery requirements of SiRT, with a focus on providing services to Indigenous affected persons, their families and communities.Primary Accountabilities
Upon receiving an assignment, the Indigenous Liaison Officer (Investigator), in consultation with the Director and/or Assistant Director and investigative team, will determine the resources and methodology required to support affected persons and communities and carry out an efficient investigation.Other accountabilities include:
Indigenous Liaison and Community Support:• Provide support services to Indigenous affected persons, their families and communities to facilitate investigative issues.
• Engage with Indigenous communities across New Brunswick and Nova Scotia. Foster strong relationships with service providers, organizations and Indigenous leaders and elders.
• Coordinate the Indigenous community liaison program, facilitating the selection and guidance of community liaisons to ensure effective support in an investigation.
• Support Indigenous affected persons and families in navigating the criminal justice system, ensuring they are aware of appropriate resources and are kept informed of the SiRT investigation.
• Develop and implement outreach plans to engage with Indigenous communities, raising awareness of SiRT, addressing community concerns, and ensuring transparency in SiRT’s work and investigations.Conducts criminal investigations
• Receives assignments and direction from the Director and/or Assistant Director to respond to serious incidents and conduct investigations.
• Supports the lead investigator and/or command triangle in serious incident investigations.
• Gathers and analyses evidence in accordance with the prescribed rules of evidence and the law, with respect to recognized investigative procedures, and, as directed by the operating procedures of SIRT.
• Prepares comprehensive reports of investigations and makes recommendations to the Director regarding actions taken relative to investigations.
• Organizes and produces disclosure information packages in accordance with standardized procedures and policies for court purposes, and provides all information obtained during the investigation to the Director.
• Appears as a witness and gives evidence during criminal trials, fatality inquiries/coroner’s inquests, or any other form of hearings (if required).
• Applies a trauma-informed approach to investigations.
• Advises the investigative teams on culturally relevant considerations during investigations, offering guidance on protocols and best practices when interacting with Indigenous communities.
• Facilitates the inclusion of Indigenous perspectives and knowledge in the investigative process.Other Responsibilities:
• Provides strategic advice, direction and operational guidance to the Director and Assistant Director on engagement and consultations with Indigenous persons and communities.
• Provides advice and recommendations to management on the development of policies, procedures and operations to ensure the inclusion of Indigenous perspectives.
• Attend courses, seminars, and related training related to the duties of SiRT.
• Travels when required throughout New Brunswick, Nova Scotia, and Prince Edward Island.
About You
To be considered for this opportunity, you hold a Bachelor’s degree and minimum 5 years of law enforcement investigative experience. An equivalent combination of education, training, and experience will be considered. The requirements of this vacancy include:• Comprehensive knowledge and understanding of the current methods and techniques involved in criminal investigations, including major case management.
• Excellent knowledge of the Criminal Code of Canada and other relevant federal or provincial statues.
• Experience in preparing and presenting cases for the Court system, and knowledge of the rules of evidence as they relate to the collection and preservation of evidence.
• Strong understanding of Indigenous cultures, histories and challenges, including cultural practices, languages and traditions.
• Ability to provide culturally competent crisis support and management to Indigenous affected persons, families, and communities.
• Experience in outreach, engagement, and relationship building with Indigenous communities.The Indigenous Liaison Officer (Investigator) must demonstrate good judgement, integrity, objectivity, tact, and strong ethical values. You also possess excellent communication skills, both oral and written, and demonstrate understanding and sensitivity to the needs of all people involved in the investigative process and to the public and its communities.This position has been designated for individuals who identify as Indigenous. Preference will be given to candidates with a knowledge of and a connection to the Indigenous cultures of New Brunswick First Nation communities.Candidates will be assessed for the above qualifications using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.
Other Considerations:
This is an Order in Council Appointment for a five-year term. Any offer of employment will be subject to approval of the Nova Scotia Governor in Council (Cabinet). This position may involve irregular working hours, including nighttime and weekend work, and considerable travel, at times during inclement weather. The position requires being available on-call, and travel throughout New Brunswick and Nova Scotia, with the possibility of travel in PEI. The incumbent will be required to hold a valid driver’s license and pass all appropriate background clearance checks.Pay Grade:EC 12
