The Ministry of Health is building a more resilient and sustainable health care system that can support Albertans getting care when and where they need it, while responding to system-wide health challenges, improving health outcomes and maintaining fiscal responsibility. The ministry supports Albertans' health and well-being throughout their lives by protecting public health and promoting wellness; coordinating and delivering safe, person-centered, quality health services; planning capital infrastructure; supporting innovative information management and technologies; regulating health care; and funding the health system.
The Department of Health establishes the Government of Alberta's strategic direction for health, including advising government on health policy, legislation and standards, and public health concerns; monitoring and reporting health system performance; setting policies and priorities for the electronic/digital health environment; and providing oversight and ensuring accountability across the health system.
The Corporate and Capital Planning Branch is part of the Finance and Capital Planning Division which provides leadership and guidance on health capital and facilities planning to other divisions in the Ministry of Health, health sector coordinating organizations, Alberta Infrastructure, Treasury Board and Finance, and organizations that deliver publicly funded health programs and services.
Health capital planning representatives review, prepare, recommend and/or provide direction regarding the deliverables necessary to advance health capital initiatives and liaise and/or collaborate with a variety of stakeholders within Alberta's health care system to advance capital planning.
Role Responsibilities
Reporting to the Director/Manager, the Senior Capital Planner is responsible for providing planning support to the Corporate and Capital Planning Branch through a collaborative team approach by working with Alberta Health Services, Alberta Infrastructure, and other divisions at Alberta Health to support the development of planning documents, including service planning, needs assessments, business cases, functional programming and other project documents. The Senior Capital Planner will ensure that projects are in alignment with Ministry priorities, goals, objectives, and strategic directions. This position is expected to work independently or under limited direction analyzing capital plans, master plans, service plans, needs assessments, business cases and programming studies and providing input on them as well as preparing recommendations for the approval of planning documents via briefings and written responses through Action Requests. Responsibilities:
- Provide support for the development of project needs assessments and business case documents. Under the direction of the Senior Managers, collaborate with Alberta Health Services and Alberta Infrastructure to develop the planning documents for individual projects. Ensure all options have been considered and projects are in alignment with Ministry priorities, goals, objectives and strategic directions.
- Provide support for the development of project programing studies. Analyze completed programming studies for alignment with Ministry goals and objectives. Under the guidance of management, prepare recommendation for the approval of the programming study.
- Prepare briefings, ministerial correspondence and responses to public inquires on a wide range of issues. Support the implementation and on-going success of the health capital planning process as articulated in the Health Facilities Capital Program Manual.
- Provide support in developing the Alberta Health annual capital planning submission. Support the review and evaluation of health authoring long-term capital plans by analyzing trends and issues as they relate to the provincial capital planning framework, identify gaps between the long-term capital plans and government's strategic directions and priorities, and recommend approaches to align plans with the government's strategic direction.
- Participate in planning and project committees. Support the Ministry through participation in planning, technical and other health and project related committees.

Qualifications
University graduation in a related field (Planning, Business, Engineering, Architecture, Health Administration, Public administration). And A minimum of four (4) years' experience in systems planning, policy development, health care management and/or capital planning. Assets:
- Knowledge of the provincial health system, its organizations, programs and operations.
- Knowledge of the Ministry business plan goals, strategic priorities, and initiatives and their potential impact on operations and infrastructure.
- Strong diverse stakeholder consultation/engagement experience.
- Strong technical skills to develop, adapt policy, implement new strategies and procedures.
- Knowledge/experience of health capital planning is an asset.
- Master's degree in a related field is an asset.
- A familiarity with the legislation, policies and practices of the department.
- Strong project management skills and issue management experience.
