This position is a CUPE 59 position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.

Job Summary

Under the supervision of the Engineering Manager or Senior Operations Engineer, this position performs inspection, contract management and administration, and program support work related to roadway and water and waste utility system operation, maintenance and construction.

Duties & Responsibilities

• Conduct pre-work site inspections to assess conditions, plan work and coordinate pre-construction details.
• Conduct inspections of active work, complete field reviews, collect field data and samples, produce inspection drawings, as-built information and reports.
• Perform inspections to confirm compliance with contract requirements, specifications, traffic control plans, and service levels. Interact with contractors and suppliers to rectify non-conformances. Prepare and implement quality assurance plans, review contractor work plans, issue deficiency lists, and complete submission forms. Create water flushing plans, perform quality control inspections and take water samples.
• Ensure work complies with Occupational Health and Safety requirements. Conduct safety inspections, issue verbal and written directions, and review supplier corrective action reports.
• Assist with program planning, including labour, equipment, materials and supplies planning. Use software to create plans and track progress.
• Manage, plan, and coordinate maintenance and operations contracts and projects. Track contract spending, monitor project health and contractor performance, write and communicate project documentation. Prepare annual cost and program summary reports.
• Write and revise prescriptive contract specifications and evaluate supplier responses following the city's purchasing policies. Use software to complete the organization's procure to pay process, including drafting procurement documentation, creating purchase requests, award memos and change orders, and confirming receipt of services and goods.
• Coordinate contractor orientation, work requests, work call-outs, progress reporting, and confirmation of completed work.
• Monitor and respond to public complaints of contracted services. Provide feedback to suppliers on their performance, both verbally and in writing.
• Monitor material inventories, coordinate testing and ensure compliance with specifications, standards and quality requirements. Provide direction to suppliers regarding non-compliant materials.
• Liaise and coordinate with contractors, suppliers, government agencies, and internal departments and the public to support operational and project objectives.
• Conduct technical and jurisdictional scans and technical analysis. Write memos summarizing information. Identify design, operation or construction problems and improvements and recommend and implement changes or field designs.
• Assist with staff training, onboarding, development of procedures, work instructions, and safety documentation for effective knowledge sharing.

Qualifications

Education, Training and Experience Requirements

• Graduation from a recognized two-year, post-secondary civil or mechanical technology program.
• Certification, or eligibility for certification, as a Professional Technologist (P.Tech.) with Technology Professionals Saskatchewan.
• Four to six years directly related, progressively responsible experience in inspection, infrastructure operations, project coordination, or contract administration.
• Experience in municipal operations, public works, or infrastructure service delivery is an asset.
• Experience using an Enterprise Resource Planning software for supply chain activities is an asset.
• Experience using GIS or drafting software is an asset.
• Possession of a valid Saskatchewan Class 5 Driver's License.
• Current driver's abstract from SGI demonstrating a safe driving record.

Knowledge, Abilities and Skills

• Knowledge of soils, aggregate, asphalt and concrete properties and the ability to interpret the results of testing of these materials.
• Knowledge of quality assurance and quality control practices.
• Knowledge of procurement principles, methods and procedures.
• Knowledge of municipal operations and maintenance strategies.
• Ability to produce, read and interpret engineering plans and specifications.
• Ability to establish and maintain effective working relationships with civic staff and officials, representatives of other agencies, contractors and the public.
• Ability to work with minimal supervision.
• Ability to communicate effectively, orally and in writing.
• Ability to operate a computer with word-processing, spreadsheet and database applications.
• Ability to perform basic electronic drafting duties.
• Strong organizational skills, with the ability to work in a fast-paced environment and manage multiple deadlines and priorities.
• Physical ability to perform all assigned duties.

Additional Requirements

Weekend and overtime work may be involved as well as required coverage.

Weekly Hours: 40

Salary Range: $75,132.00 to $82,833.84 CAD per annum (2026 rates)
