We are seeking a sharp, detail-oriented Senior Manager, Compliance Program and Assurance for our Second Line of Defence (2LoD). This is an execution-focused role working in close partnership with the Director, Compliance Program, Strategy & Assurance to run our compliance frameworks, drive our assurance program, and advise business units on control scaling. What You'll Do
- Risk Assessment & Incident Governance: Own the maintenance of the Enterprise Risk Register against corporate appetite, while executing our end-to-end response framework for regulatory incidents and breaches.
- Audit, External Reviews & Licensing: Project-manage internal and independent compliance reviews to drive the Management Action Plan (MAP), and lead information-gathering packages for FINTRAC, the Bank of Canada, partner banks, and our Revenu Québec MSB license.
- Regulatory Compliance & Architecture: Act as the internal subject matter expert on the Retail Payments Activities Act (RPAA/RPAR) and PCMLTFA frameworks—tracking deadlines, escalating breaches, drafting impact assessments for the CAMLO, and partnering with 1LoD stakeholders on change-management and Management Information System (MIS) initiatives.
- Education & Training Culture: Maintain an audit-ready compliance culture by coordinating our standardized training delivery, tracking completions within 5 business days, and deploying targeted remedial modules when operational incidents occur.
Who You Are
- Experienced 2LoD Professional: Strong background in corporate compliance, risk management, or regulatory audit within a fast-paced, regulated environment.
- Fintech Regulatory Expert: Deep working knowledge of the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA), FINTRAC guidelines, and the Retail Payment Activities Act (RPAA) supervisory frameworks.
- Strong Technical Writer & Reporter: Exceptional formal report writing and evidence documentation skills, with a proven ability to translate complex data into clear auditable records or compliance dashboards.
- Collaborative Change Partner: You excel at partnering with 1LoD business units on change-management initiatives, providing practical guidance, and supporting the maintenance of an effective Management Information System (MIS).
- Clear Communicator: You communicate with absolute precision and clarity, comfortably guiding cross-functional leaders through shifting compliance deadlines and regulatory updates.

The salary range for this full-time position is: $130,000 - $170,000 CAD.
Final compensation will be dependent on experience, skillset, and role related qualifications, and will include benefits and bonus as per company policy. Please note that base salary ranges may differ based on location and local currency.

Nous sommes à la recherche d'une personne rigoureuse, analytique et axée sur les détails pour occuper le poste de Directeur principal / Directrice principale, Programme de conformité et assurance au sein de notre deuxième ligne de défense (2LoD).
Il s'agit d'un rôle axé sur l'exécution, en étroite collaboration avec la direction du programme, des stratégies et de l'assurance de la conformité, afin de piloter nos cadres de conformité, de dynamiser notre programme d'assurance et de conseiller les unités d'affaires sur l'optimisation de leurs contrôles. Évoluant dans l'univers agile et rapide de la technologie financière (fintech), vous êtes une personne de terrain qui carburez aux défis, possédez une curiosité insatiable et souhaitez vivre l'expérience stimulante de travailler à l'avant-garde du secteur des paiements numériques.
Vos responsabilités
Gestion des risques et gouvernance des incidents
- Assurer la mise à jour du registre des risques d'entreprise en fonction de l'appétit pour le risque de la société, tout en déployant notre cadre d'intervention de bout en bout pour les incidents et les violations réglementaires.
Audits, examens externes et octroi de licences
- Gérer les projets d'examens de conformité internes et indépendants afin d'alimenter le plan d'action de la direction (PAD), et piloter la préparation des dossiers de collecte d'informations pour CANAFE, la Banque du Canada, les banques partenaires et notre licence d'exploitation d'entreprise de services monétaires (ESM) auprès de Revenu Québec.
Conformité réglementaire et architecture
- Agir à titre d'expert-conseil interne pour les cadres de la Loi sur les activités de surveillance des paiements de détail (LASPD/RASPD) et de la Loi sur le recyclage des produits de la criminalité et le financement des activités terroristes (LRPCFAT) ; assurer le suivi des échéances, signaler les manquements, rédiger les évaluations d'impact pour le dirigeant principal de la conformité et de la lutte contre le blanchiment d'argent (DPCLBA) et collaborer avec les parties prenantes de la première ligne de défense (1LoD) sur les initiatives de gestion du changement et des systèmes d'information de gestion (SIG).
Culture de formation et d'apprentissage
- Maintenir une culture de conformité rigoureuse et prête pour les audits en coordonnant la prestation de nos formations standardisées, en veillant au suivi des certifications dans un délai de 5 jours ouvrables et en déployant des modules correctifs ciblés lors d'incidents opérationnels.
Votre profil
- Professionnel(le) chevronné(e) de la 2LoD : Solide expérience en conformité d'entreprise, en gestion des risques ou en audit réglementaire au sein d'un environnement réglementé et en constante évolution.
- Expert(e) de la réglementation Fintech : Connaissance approfondie de la Loi sur le recyclage des produits de la criminalité et le financement des activités terroristes (LRPCFAT), des directives de CANAFE et des cadres de surveillance de la Loi sur les activités de surveillance des paiements de détail (LASPD).
- Excellentes compétences en rédaction technique et d'analyse : Capacité exceptionnelle à rédiger des rapports formels et à documenter des éléments de preuve, avec une aptitude éprouvée à traduire des données complexes en dossiers vérifiables clairs ou en tableaux de bord de conformité.
- Partenaire collaboratif du changement : Vous excellez dans la collaboration avec les unités d'affaires de la 1LoD sur les initiatives de gestion du changement, en fournissant des conseils pratiques et en soutenant la maintenance d'un système d'information de gestion (SIG) efficace.
- Communicateur(trice) d'impact : Vous communiquez avec une précision et une clarté absolues, et vous êtes à l'aise pour guider les leaders interfonctionnels à travers l'évolution des échéances de conformité et des mises à jour réglementaires.

Fourchette salariale : 130,000$ à 170,000 $ CAD
