Job Title: Director, Infrastructure & Capital Development
Division: Infrastructure & Capital Development
The District of Sault Ste. Marie Social Services Administration Board is seeking a Director to join the Infrastructure & Capital Development division. The Director, Infrastructure & Capital Development provides strategic leadership, oversight, and direction for the planning, development, renewal, and stewardship of infrastructure and capital assets across the District of Sault Ste. Marie Social Services Administration Board (DSSMSSAB) and in collaboration with the Sault Ste. Marie Housing Corporation (SSMHC).
Key duties and responsibilities include
Strategic Leadership, Capital Planning & Asset Management
- Develop and implement a comprehensive infrastructure and capital development strategy aligned
with the DSSMSSAB Strategic Plan and Housing Corporation priorities.
- Lead the development and execution of long-term asset management plans, capital forecasts, and
infrastructure investment strategies.
- Identify emerging infrastructure risks, opportunities, funding programs, and legislative changes
affecting organizational assets.
- Provide executive oversight of planning, design, construction, and commissioning of capital projects.
- Oversee multi-year capital budgets and project portfolios across DSSMSSAB and Housing Corporation assets.
- Ensure projects are delivered in accordance with approved scope, schedule, budget, quality, and
risk management objectives.
- Partner with Corporate Services on public-sector procurement processes for infrastructure and
capital projects, including compliance, negotiations, project governance and quality assurance
- Provide leadership for enterprise asset management practices and systems.
- Ensure accurate asset inventories, condition assessments, lifecycle forecasts, and capital reserve
planning.
- Oversee infrastructure risk assessments and mitigation strategies.
Housing Corporation Collaboration
- Collaborate with Housing Corporation leadership to identify, prioritize, and deliver capital renewal and development initiatives.
- Support the Housing Corporation’s long-term asset management and redevelopment strategies.
- Ensure capital plans support housing sustainability, tenant well-being, accessibility, energy efficiency, and regulatory compliance.
Financial Management & Funding
- Develop and manage divisional operating and capital budgets.
- Maximize external funding opportunities and impact through provincial, federal, and partner programs.
- Ensure compliance with funding agreements, reporting requirements, and audit obligations.
- Monitor financial performance and provide regular reporting to senior leadership and governing bodies.
Leadership & Organizational Development
- Provide leadership, coaching, mentorship, and performance management to team.
- Foster a culture of accountability, collaboration, innovation, and continuous improvement.
- Build organizational capacity in project management, asset management, and capital planning.
Governance & Stakeholder Relations
- Prepare reports, presentations, and recommendations for the DSSMSSAB Board, Housing Corporation Board, committees, and senior leadership.
- Represent the organization with government agencies, municipal partners, funding bodies, consultants, and community stakeholders.
- Maintain productive relationships with internal and external partners to support successful project outcomes.
The successful candidate will demonstrate strong leadership, strategic planning, and financial management skills in asset management, capital planning, and infrastructure projects. They will possess knowledge of relevant legislation and regulations, with experience leading professional and technical staff and managing complex capital portfolios. Strong communication, stakeholder engagement, problem-solving, and decision-making skills are essential, along with the ability to balance operational priorities with long-term strategic objectives. Experience in municipal government, social housing, or the broader public sector is considered an asset.
Additional qualifications for this position include
- Post-secondary degree in related discipline.
- Professional designation (i.e. PMP, CAMP, P.Eng., RPP) an asset.
- Minimum 7 years of progressively responsible experience in infrastructure, capital development, asset management, construction management, or related fields.
- Valid Ontario driver’s license.
- Bilingualism (English/French) considered an asset.
