Regulatory Compliance Manager

Modern Niagara

The Compliance Manager maintains Modern Niagara’s compliance framework for regulated fuels work, boilers, pressure vessels, pressure piping, and welding across multiple Canadian jurisdictions. The role provides regulatory interpretation, program governance, technical compliance support, and oversight of authorizations, qualifications, inspections, records, and corrective actions to ensure work is performed in accordance with applicable legislation, codes, standards, permits, licenses, certificates, and internal quality requirements.

Success in this role means maintaining strong regulatory compliance, translating complex requirements into practical processes, and providing clear guidance that enables teams to execute regulated work safely, consistently, and in accordance with applicable requirements.

By maintaining strong relationships with regulators, inspectors, engineers, certification bodies, and internal stakeholders, this role helps reduce compliance risk, strengthen quality, and support consistent execution across jurisdictions.

  • Maintain a consistent compliance framework for regulated fuels, pressure equipment, pressure piping, welding, brazing, and related work across multiple Canadian jurisdictions.

  • Translate regulatory and code requirements into practical procedures, controls, checklists, and documentation expectations.

  • Ensure required permits, licenses, certificates, registrations, qualifications, inspections, submissions, and authorizations are maintained and current.

  • Strengthen compliance and quality through effective audits, corrective actions, documentation, training, and continuous improvement.

  • Provide operational teams with timely guidance on regulatory requirements, inspection expectations, testing, commissioning, repairs, alterations, and documentation.

Duties and Responsibilities
Regulatory and Code Compliance


  • Interpret and communicate requirements related to fuels, boilers, pressure vessels, pressure piping, fittings, welding, brazing, repairs, alterations, inspections, testing, commissioning, and operation.
    Monitor legislation, code adoption, bulletins, directives, advisories, and jurisdictional guidance issued by applicable authorities.

  • Maintain jurisdictional compliance matrices covering regulators, permits, licenses, certificates, registrations, inspections, renewals, forms, and contacts.

  • Maintain working knowledge of applicable Canadian and international codes and standards, including CSA B51, CSA B149 series, ASME Boiler and Pressure Vessel Code, ASME B31 piping codes, CSA W47.1, CSA W59, and related jurisdictional requirements.

Certificates, Permits, Registrations, and Authorizations


  • Oversee organizational certificates, permits, licenses, quality program approvals, pressure equipment registrations, Canadian Registration Numbers, welding procedure registrations, and related authorizations.

  • Coordinate applications, renewals, submissions, audits, supporting documentation, and responses to regulator comments or corrective actions.

  • Confirm work remains within approved scopes and determine when submissions, notifications, inspections, or acceptances are required before work proceeds.

  • Maintain accurate records of expiry dates, scope limitations, renewal obligations, and regulatory commitments.

Quality Program Governance


  • Develop, maintain, and improve compliance manuals, procedures, inspection plans, forms, checklists, and controlled documents.

  • Align procedures with regulator expectations, applicable codes and standards, internal quality requirements, audit results, and lessons learned.

  • Support consistent application of quality and compliance requirements across regions and operational teams.

  • Identify opportunities for continuous improvement in compliance processes, controls, and documentation.

Welding, Brazing, and Personnel Qualification Oversight


  • Support the development, registration, maintenance, and controlled use of welding and brazing procedures, procedure qualification records, and related qualification records.

  • Ensure welders, welding operators, brazers, inspectors, non-destructive examination personnel, and other qualified personnel hold required credentials.

  • Maintain qualification tracking records and identify upcoming expiries or gaps requiring action.

Operational Compliance Support


  • Provide compliance guidance during planning, design review, procurement, installation, repair, alteration, testing, commissioning, and closeout activities.

  • Identify required submissions, inspections, hold points, permits, notifications, test records, and regulator signoffs.

  • Support teams in understanding code boundaries, registration triggers, inspection requirements, repair and alteration controls, pressure testing, material traceability, and documentation requirements.

  • Translate regulatory requirements into practical procedures, checklists, controls, and records expectations.

Regulator, Inspector, and Stakeholder Coordination


  • Coordinate with regulators, authorized inspection agencies, insurers, engineers, third-party inspectors, certification bodies, and client representatives on compliance matters.

  • Coordinate inspections, audits, submissions, clarifications, corrective actions, and regulator communications.

  • Maintain records of regulator correspondence, interpretations, inspection results, audit outcomes, accepted corrective actions, and external commitments.

  • Build effective working relationships with internal and external stakeholders to support timely resolution of compliance matters.

Audits, Inspections, and Corrective Action


  • Plan and conduct internal audits of procedures, records, qualifications, welding controls, pressure testing documentation, fuel work documentation, and certificate or permit conditions.

  • Support external audits by regulators, certification bodies, clients, authorized inspection agencies, and insurers.

  • Document findings, coordinate corrective actions, track completion, and identify recurring trends or opportunities for improvement.

  • Prepare audit reports, corrective action logs, compliance trend reports, and management summaries.

Training, Awareness, and Competency Support


  • Develop or support training materials, guidance notes, compliance alerts, and onboarding content for regulated work.
    Provide guidance to employees and operational teams on applicable regulatory, code, quality, and documentation requirements.

  • Support ongoing awareness of changes to legislation, codes, standards, and jurisdictional expectations.

Compliance Records and Documentation


  • Maintain accurate and accessible records supporting regulatory compliance, quality programs, qualifications, inspections, submissions, and corrective actions.

  • Support document control and ensure compliance-related procedures and records remain current and appropriately controlled.

  • Maintain core compliance deliverables, including jurisdictional compliance matrices, authorization registers, qualification records, audit documentation, and management reporting.

Must Haves


  • Strong working knowledge of Canadian jurisdictional requirements for fuels, boilers, pressure vessels, pressure piping, fittings, repairs, alterations, welding, brazing, inspections, testing, certificates, permits, licenses, and registrations.

  • Familiarity with CSA B51, CSA B149 series, ASME Boiler and Pressure Vessel Code, ASME B31 piping codes, CSA W47.1, CSA W59, and related jurisdictional requirements.

  • Ability to interpret regulatory and code requirements and translate them into practical procedures, controls, checklists, and documentation expectations.

  • Strong understanding of quality management systems, document control, audit methods, corrective action, records management, and continuous improvement.

  • Strong organizational skills with the ability to manage multiple jurisdictions, expiry dates, submissions, audits, corrective actions, and competing priorities.

  • Effective communication skills with the ability to work with regulators, inspectors, engineers, supervisors, trades, clients, and leadership.

  • Strong analytical and problem-solving skills with the ability to assess compliance requirements and provide practical operational guidance.

Nice to Haves


  • Experience working within mechanical contracting, building services, industrial services, pressure equipment, or regulated construction environments.

  • Experience managing regulatory compliance programs across multiple Canadian provinces or territories.

  • Experience with welding procedure qualification and registration, pressure equipment registration, fuel system requirements, or authorized inspection programs.

  • Experience conducting internal or external quality and compliance audits.

  • Experience developing compliance manuals, inspection plans, forms, checklists, training materials, or other controlled documentation.

  • Experience working directly with provincial or territorial regulators, authorized inspection agencies, certification bodies, insurers, or third-party inspectors.

  • Post-secondary education or technical certification in engineering, quality, construction, mechanical systems, or a related discipline.

This is a new position. Expected annual compensation: $120,000 – $130,000.
