Safety Officer Project

Background

The Lillooet Tribal Council (LTC) recently completed a safety audit of its operations. That audit 
made several recommendations to enhance our existing safety systems. Consequently, the LTC 
is seeking Expressions of Interest from qualified individuals to undertake a 6–9-month project to 
implement measures related to: 
1. incident reporting and investigation, 
2. hazard reporting and investigation, 
3. new and young worker orientation, 
4. the Joint Occupational Health and Safety Committee, 
5. workplace violence prevention, 
6. working alone procedures, and 
7. emergency response management.

Consultant Responsibilities 
The Consultant will join the LTC JOHSC as a management representative and collaborate with 
the other JOHSC management representative, the LTC Administrator, and the JOHSC worker 
representatives to fill the gaps identified in the safety audit. 
Details
This is a part-time position (1-2 days per week) over 25-35 weeks. The contract will pay 
$10,000.00. The project requires working closely with a variety of LTC staff to develop polices, 
procedures, and templates. The LTC is somewhat flexible concerning how the consultant fulfills 
these duties.

1.0 Background
In 2025, the Lillooet Tribal Council (LTC) undertook a safety audit of its operations. That audit 
concluded, “…the existing (LTC) policies and tools provide a solid starting point”. With some added 
structure, these pieces can be brought together into a more cohesive system. Consequently, the LTC is
seeking Expressions of Interest from qualified individuals to implement the following safety 
enhancement workplan. 
The audit focused on seven key program areas. These key areas are also the focus on this workplan: 
1. incident reporting and investigation,
2. hazard reporting and investigation, 
3. new and young worker orientation, 
4. the Joint Occupational Health and Safety Committee (JOHSC), 
5. workplace violence prevention, 
6. working alone procedures, and 
7. emergency response management.
2.0 Consultant Responsibilities 
The Consultant will join the LTC Joint Occupational Safety & Health Committee (JOSH) as a management 
representative. As such they will collaborate with the other JOSH management representative, the LTC 
Administrator, and the JOSH worker representatives to make decisions on behalf of the LTC about 
health and safety. Specifically, the following: 
3.0 Incident Reporting and Investigation 
3.1 Clarify specific roles and responsibilities in LTC policies so they clearly identify who is responsible for 
what in specific situations.1
Help make expectations easier to follow and accountability is more direct. 
3.2 Clarify reporting procedures, incident classifications (e.g., first aid, near miss, property damage), 
and documentation requirements.

For example, within incident reporting and investigation, clarify who is responsible for reporting incidents, to whom 
incidents should be reported, who is responsible for completing investigations, and who should be involved in investigations 
etc.
3.3) Develop a formal incident investigation process, including standardized tools (e.g. investigation 
templates) and supervisor training in investigation(s), including techniques such as “root cause 
analysis”.
4.0 Hazard Reporting 
4.1 Develop a formal process for conducting hazard assessments of various work tasks across all LTC 
facilities, including: driving, encounters with wildlife, working near water, working alone, working from 
home, 
• assessment templates
• clarify who is responsible for conducting hazard assessments and implementing appropriate 
controls.2
• Use the results of hazard assessments to develop safe work practices and procedures for 
known job tasks. 
4.2 Review current Work From Home (WFH) procedures to ensure they are being followed and they are 
adequate to support the health and safety of WFH employees. 
5.0 JOSH Committee
5.1 Review the JOSH Committee Terms of Reference and recommend revisions as needed. 
5.2 Ensure JOSH meetings are held monthly and minutes are posted for all LTC to access.
5.3 Compile copies of all JOSH member’s training certificates in a central file. 
6.0 The New and Young Worker Orientation 
6.1 Update the New and Young Worker Orientation to include and reflect the work done in this 
workplan. For example, include existing workplan hazard assessments, investigation procedures, and 
incident reporting procedures. 
6.2 Review and strengthen the processes whereby:
• LTC employees are informed on a timely basis about the health and safety requirements 
in existing and new policies, and 
• The implementation of existing requirements is monitored and enforced. 
7.0 Workplace Violence

 
2 Examples of potential hazards and documented safe work procedures include: bear awareness and wildlife encounters, 
bee stings, working on or near water, winter driving, working with or hosting the public 
LTC has two policies that address potential workplace violence (the LTC Workplace Violence & 
Harassment Policy, and the Fieldwork Guidelines. 
7.1 Develop a procedure to ensure the risk assessments referenced in those policies are being 
completed and controls are put in place to mitigate identified risks. 
7.2 Develop procedures to compile and store risk assessments and are being incorporated into new & 
young Worker orientations. 
7.3 Review access controls for each LTC facility and present recommendations to the LTC Program 
Managers Meeting for consideration. 
7.4 Enhance existing policies and procedures by defining key elements of risk control, such as required 
check-in/check-out frequencies for working alone. 
8.0 Emergency Response 
8.1 Review the current LTC Fire Safety Plan and add prescriptive responses as needed (
8.1 Develop Fire Safety Plans for the other LTC facilities that do not currently have such plans.
