Job Responsibility:

BACKGROUND

The Poplar River Power Plant and the Westmoreland Coal Mine have been the primary employers in the region for the past 40 years. The socio-economic impact of their proposed shutdown will affect over 300 workers directly as well as a yet undetermined impact on trading area businesses/communities within a 100 km radius.

An Economic Transition Plan, Socio-Economic Impact Study was commissioned by the Town of Coronach and completed in November 2019. The Town ofCoronach subsequently invited eight neighboring municipalities within its trading area to work collaboratively to implement the plan.

Additionally, the Town of Coronach and South Saskatchewan Ready commissioned an internationally award-winning feasibility study identifying 80 plus credible opportunities which will form the basis of economic development efforts in the region. The Partnership is comprised of the following partner communities.

SUMMARY: Under the purview of the Town of Coronach, works independently with community organizations, institutions, and businesses in the research, preparation, and implementation of economic development plans, programs, and services. Generates leads or prospects in targeted areas, based on best practices, creates marketing and promotional materials to expand the local economies by advocating and for the retention of new businesses to sustain and strengthen the community's economic base.

ESSENTIAL FUNCTIONS: Essential duties and responsibilities may include, but are not limited to, the following:

  • Research, identify, develop, implement, and monitor programs leading to improved customer relations, accurate and relevant data and materials, availability to trending business and entrepreneurial resources, that encourages economic growth within the region and communities.
  • Actively engage with the private sector and development community to increase overall awareness and encourage site selection in the region for quality residential, industrial, hospitality, retail, and other commercial development projects.
  • In conjunction with local communities, develop and maintain a comprehensive inventory of local built environment, commercial inventory, local business needs, and regional and national trends impacting economic development and professional development opportunities; network and recommend, adjust solutions, programs, and resources.
  • Manage, facilitate, and monitor existing business, new development, stakeholder, and regional interests.
  • Assist with the managing of South Saskatchewan Ready (SSR) including creating agendas, coordinating on various projects, following up on information requests and attending meetings.
  • Facilitate problem solving and resolution on economic development related issues that may arise; performs business process analysis; and recommend changes to improve processes.
  • Meet with clients/customers, residents, associations, interest groups, non-profit organizations, elected officials, business representatives and others on policy and program issues.
  • Implement modern approaches to economic development marketing including social media and effective design of website and marketing materials.
  • Conduct administrative tasks such as maintaining contracts, creating Request for Proposals (RFPs), processing invoices, negotiating bid proposals, and assisting with scheduling meetings.
  • Support regional and community policies, goals, and objectives and work with management and other staff to ethically achieve such goals and objectives and ensure compliance with procedures.

KNOWLEDGE AND SKILLS:

Demonstrated Knowledge of:

  • Procedures, policies, and guidelines.
  • Principles and practices of start-up and operation of a business as well as agencies which regulate and assist businesses.
  • Customer services, communication techniques and tools, management practices and procedures.
  • Various negotiation styles and techniques, principals and practices of conflict and problem resolution, and principles and practices of continuous process improvement.

Skill in:

  • Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely; exhibit a high tolerance for ambiguity.
  • Problem solving and team building skills.
  • Marketing businesses through regulatory agencies.
  • Motivating others in providing superior and high-quality service to citizens, customers, and community.
  • Operating a personal computer utilizing standard software such as Microsoft

Office and some specialized software; functioning standard equipment.

  • Assessing, prioritizing, and completing multiple tasks and demands simultaneously.
  • Experience in working with elected officials and in political environments.

MINIMUM QUALIFICATIONS:

  • Graduation from a recognized and accredited college or university with a

Bachelor's degree in Business Administration or related field;

  • An Economic Development certification through a 2 year post graduate course and attainment of Economic Development designation is an asset.
  • Proven ability to foster a cooperative work environment with multiple, cross- functional stakeholders.
  • Strong interpersonal, time management, presentation, multi-tasking, and communications skills (both written and oral).
  • Computer proficiency in MS Office software applications.
  • Driver's License in good standing and reliable vehicle to use on corporate business.
  • Graphic design, Word processing, spreadsheet and database computer skills required as well as map reading software is an asset.
  • Must be a Canadian citizen;
  • Excellent English language skills.

LICENSE, CERTIFICATION AND/OR SPECIAL REQUIREMENTS:

Candidates who are selected for this position must successfully complete a background check, employment verification and criminal records check. Candidates who are selected will be required to possess a valid driver's license to operate a vehicle in Saskatchewan, or meet the transportation needs of the position.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in a standard office environment. May require frequent sitting and continuous operation of a personal computer. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds.

TERM:

This position is for a 13-month term with possibility for extension depending on funding.

PAY RANGE:

Depending on skills and experience level, the pay range is $88,000 to $120,000.

Hours:

37.5 hours per week and some evenings and weekends may be required.
