Job Summary

Reporting to the Manager of Realty Services, the Supervisor, Capital Acquisition is responsible for leading and supporting the acquisition of real property, including land, facilities, and property interests for the Rapid Transit Program Office (RTPO) to facilitate the rapid transit projects initiatives, planning and delivery. The successful candidate will perform the functions of a Realty Services Project Leader while also supervising and providing guidance to staff engaged in property acquisition activities. This role ensures that acquisition work is carried out effectively, professionally, and in compliance with applicable legislation, policies, project requirements, and municipal objectives.

Duties and Responsibilities

The Supervisor, Capital Acquisition is responsible for providing strategic leadership, operational oversight, and professional expertise in the delivery of property acquisition programs supporting the City's major rapid transit infrastructure initiatives. Key responsibilities include:

 

• Lead and oversee the acquisition of real property and property interests, including fee simple acquisitions, easements, rights-of-way, licences, and other property rights required for rapid transit and municipal capital projects.
• Provide strategic advice and recommendations to the Realty and RTPO leadership/management, and client departments on acquisition strategies, property rights, valuations, negotiations, and expropriation matters.
• Develop, implement, and maintain acquisition standards, and practices that align with legislative requirements, municipal policies, and industry best practices.
• Manage day-to-day operations of the acquisition, property negotiations and appraisal functions.
• Recruit, lead, mentor, train and supervise direct reports, including work planning and deliverables, performance management, and employee development, as required.
• Support and provide recommendations on acquisition-related budgets, financial forecasts, cost estimates, and property strategies to support capital planning and project delivery.
• Sound knowledge of reading and interpreting property impact design and plan of surveys.
• Prepare and present Council reports, delegated authority reports, and executive recommendations, while overseeing the procurement and quality assurance of appraisal, negotiation, and other specialized real estate services.
• Represent the City in negotiations, mediations, expropriation proceedings, hearings, and stakeholder engagements, while developing practical property solutions and fostering effective relationships with internal and external partners. 
• Develop effective property solutions for client departments presenting accurate analysis and empirical data that support a balanced and affordable solution. 
• Resolve business loss and damage claims arising from construction in accordance with the provision of the Expropriations Act. 
• Respond to public property inquiries. 
• Performs other related duties as assigned.

Skills and Qualifications

• Post secondary education from a recognized university or college.
• Completion of one or more real estate designations from Appraisal Institute of Canada, International Right of Way Association or Real Estate Institute of Canada is preferred or other relevant designation.
• Minimum 5 years’ experience of leading large-scale projects that require the application of real estate functions related to commercial leasing, property acquisition and disposal, multiple stakeholder negotiations, encroachments, land management, property appraisal, expropriation; 
• Thorough knowledge of real estate principles including real estate law and applicable legislation, appraisal, land use planning, communications, economics and accounting.  
• Comprehensive knowledge of land registry practices; market research and analysis.
• Strong background in the commercial-industrial-income-institutional real estate markets. 
• Excellent time and project management skills along with superior communication, negotiation, advocacy and report writing skills
• Strong interpersonal and team-building skills with a service-oriented approach and structured analytical problem-solving abilities.
• Previous supervisory experience.
• Demonstrated commitment to service excellence.
• Previous municipal experience is an asset. 

 

Hourly Rate/Salary: $ 55.10 - $ 73.46
