POSITION RESPONSIBILITIES:

The duties for this position may involve but are not limited to:

• Work as a member of the Information Technology Bureau to develop, implement and maintain solutions for a variety of projects and systems meeting YRP's Business Plan objectives.
• Design and Develop new applications and support existing applications in different environments including YRPNet, SharePoint, Versadex products, web and desktop applications.
• Design, develop and maintain Application Programming Interfaces (APIs) with other applications or systems that are on-premise, Cloud or Hybrid based.
• Respond to application issues accordingly and troubleshoot and resolve the issues as required.
• Collaborate with Business Analysts, Project Leaders and/or other users to establish specified program specification.
• Liaise with Database Administrators on database related issues.
• Work with IT infrastructure team, developing server's specification and security requirements.
• Understand and set-up vendor applications. Provide 2nd and 3rd level support to applications by vendors. May be required to contact vendors for co-ordination.
• Monitor, evaluate and modify applications' effectiveness, accuracy, performance and efficiency.
• Set-up and maintain scheduled programs in servers.
• Upgrade and test changes to applications within scheduled timelines.
• Provide documentations on new/existing applications for support by other programmers or the IT Service Desk.
• Provide support to end-users as well as issues redirected from the IT Service Desk.
• Monitor user/group access to applications, servers and files.
• Provide training to IT personnel on new applications.
• Design and execute test cases for unit and feature testing.
• Evaluate new technologies and provide recommendations on technology solutions.
• Review project and task timetables, provide weekly status reports to supervisor(s).

MANDATORY QUALIFICATIONS:

• Successful completion of a (3) three year college diploma or a (3) three year university degree in Information Technology, Computer Science or a related field.
• Minimum of three (3) years of previous experience in a similar role.

PREFERRED QUALIFICATIONS:

• Advanced level of programming languages in Microsoft.Net, VB.net; C#, ASP, VBScript.
• Knowledge of REST APIs, API design best practices required.
• Proficient in Microsoft tools, including but not limited to, Visio, Word, Excel and PowerPoint.
• Knowledge of Microsoft 365 Enterprise.
• Database analysis skills with Microsoft SQL Server, Oracle, Informix, PostgreSQL, and My SQL including on-premise, cloud and Hybrid.
• Experience with SQL language and database scripting required.
• Report-generating scripting programming and tools: MS SQL Server Reporting Service, 4GL, FourJs.
• Working knowledge of, Javascript, Json, Python, XML, CSS, Coldfusion, PHP and HTML.
• Knowledge of Operating Systems commands for Windows and Linux.
• Strong knowledge of Operating System scripting skills for Unix/Linux Shell script, DOS batch script and Windows PowerShell.
• Experience with SharePoint administration and configuration.
• Knowledge of computer software programs such as RMS and CAD System, Gimmal Records Management, and Metalogix Storagepoint.
• Knowledge of application development tools, MS Visual Studio.
• Ability to design web and standalone applications, user interfaces and database structure for applications.
• Ability to create good documentation for support.
• Demonstrated skill in needs analysis, researching new products to enhance services.
• Experienced in software development lifecycle and testing, production deployment.
• Problem solving abilities in order to identify problems, propose solutions and make recommendations in a timely manner.
• Communication and interpersonal skills to interact with YRP members at all ranks, other police organizations, Region of York and software suppliers to implement new applications and troubleshoot application issues that may arise.
• Agile, quick learner and good listener. Ability and desire to self-learn in order to keep updated with new technologies and adoption to new platforms required.
