The College of Early Childhood Educators (the College) supports high-quality early learning and care by regulating more than 65,000 members of the profession in the public interest, pursuant to the Early Childhood Educators Act, 2007. We are seeking an incumbent who is accountable for reviewing and assessing non-routine registration applications pertaining to academic credentials and professional conduct issues potentially affecting practice. The incumbent also administers the membership suspension, reinstatement, resignation and revocation process under the direction of the Registrar.
Reporting to the Manager, Assessments, the key areas of responsibility are to:
- Assess educational qualifications of Canadian and internationally trained applicants who hold credentials that are not on the College’s approved education programs list.
- Review and compare the applicant’s credentials and supporting documents to the Ministry’s program standard and College policies to determine if the credentials meet the requirements for registration.
- Conduct research to understand credentials from outside of Ontario, including international credentials, to inform decisions.
- Make recommendations regarding the approval or refusal of an application for certificates of registration to the Manager and Registrar & CEO.
- Write formal proposals for all registration refusals and/or conditional memberships for Registrar approval.
- Review and assess membership applications and renewal forms involving issues that could potentially affect an applicant’s ability to practice the profession safely.
- Liaise with the Professional Regulation Department for applications with alerts to obtain more information and/or determine if additional information is required from member/former member/third parties.
- Request further documents as needed by sending formal correspondence.
- Document findings and consult with management on findings and recommendations.
- Prepare proposals to impose conditions on the College’s Public Register.
- Administer the membership suspension, revocation, reinstatement and resignation processes.
- Create invoices, process payments and submit refund requests in accordance with the College’s financial policies.
- Create/update/remove terms, conditions, or limitations on a member’s file that will appear on the Public Register, as approved by management.
- Generate reports (e.g. expiring work/study permits; members and former members seeking registration, reinstatement, resignation and re-application) for reporting to Committees/Council and other third parties.
- Communicate with applicants and members of the public to respond to inquiries, explain document requirements, the registration process and College policies and investigate problems/errors with member files.
- Provide input into the development of internal guidelines and policies (e.g. addressing gaps in education, document retention guidelines).
- Participate in meetings/discussions and review draft guidelines/policies as required.
- Keep up-to-date with applicable legislation, trends and practices.
- Other duties as assigned.
Qualifications
Education, Experience and Skills
- Four-year college or university program.
- 3 to 5 years’ experience as a Registered Early Childhood Educator (RECE) or other related background.
- Knowledge of sector-related legislation (e.g. Early Childhood Educators Act, 2007) and College policies.
- Knowledge of best practices in credential evaluation/assessment.
- Knowledge of office/administrative software (Excel, Word, Outlook).
- Analytical, critical thinking, problem-solving and judgement skills to assess qualifications and review/make recommendations on how to proceed on non-routine applicant and member files.
- Verbal and written communication skills to summarize and explain files/College processes, write correspondence to applicants/members and create templates or letters.
- Attention to detail to screen and assess a high volume of documentation and navigate between several databases to find information.
- Organizational and time-management skills to manage a high volume of applicant and member files and adhere to processing times and deadlines.

Nous recherchons une personne qui sera responsable de l'examen et de l'évaluation des demandes d'inscription inhabituelles concernant les diplômes et titres universitaires et les questions de conduite professionnelle pouvant influencer la pratique. Le ou la titulaire du poste gèrera également le processus de suspension, de rétablissement d’adhésion, de démission et de révocation des membres sous la direction de la registrateure.
Relevant de la chef, Évaluations, ses principales responsabilités seront les suivantes :
- Évaluer les études et la formation des demandeurs formés au Canada ou à l’étranger dont les diplômes ne figurent pas sur la liste des programmes d’études approuvés par l’Ordre.
- Examiner et comparer les diplômes et les pièces justificatives des demandeurs aux normes pour le programme du ministère ainsi qu’aux politiques de l'Ordre, afin de déterminer s’ils satisfont aux exigences d'inscription.
- Effectuer des recherches sur les diplômes obtenus à l'extérieur de l'Ontario, y compris les titres de compétences internationaux, afin d'éclairer les décisions.
- Formuler des recommandations quant à l'approbation ou au refus d'une demande de certificat d'inscription à l’intention de la chef de service et de la registrateure et chef de la direction.
- Rédiger des propositions officielles de refus d'inscription ou d’inscription conditionnelle aux fins d’approbation de la registrateure.
- Examiner et évaluer les demandes d’adhésion et les formulaires de renouvellement comportant des problèmes pouvant influencer la capacité du demandeur à exercer la profession en toute sécurité.
- Assurer la liaison avec le Service de la réglementation professionnelle concernant les demandes assorties d'alertes, afin d'obtenir des renseignements supplémentaires ou de déterminer si des informations additionnelles sont requises de la part du membre, de l'ancien membre ou de tierces parties.
- Demander des documents supplémentaires, au besoin, en envoyant une correspondance formelle.
- Documenter les résultats et consulter la direction à leur sujet ainsi que sur les recommandations.
- Préparer des propositions visant à imposer des conditions au tableau public de l'Ordre.
- Gérer les procédures de suspension, de révocation, de réintégration et de démission des membres.
- Émettre des factures, traiter les paiements et soumettre des demandes de remboursement conformément aux politiques financières de l'Ordre.
- Établir/mettre à jour/retirer les conditions ou restrictions qui figurent au tableau public dans le dossier des membres, tel qu’approuvé par la direction.
- Générer des rapports (par ex.: permis de travail/d'étude arrivant à expiration, membres et anciens membres demandant leur rétablissement d’adhésion, leur démission et leur réinscription) afin d’en rendre compte aux comités, conseils et à d'autres tierces parties.
- Communiquer avec les demandeurs et les membres du public pour répondre aux demandes et expliquer les exigences documentaires et le processus d’inscription, les politiques de l’Ordre, et enquêter sur les problèmes ou erreurs trouvées dans les dossiers des membres.
- Contribuer à l'élaboration de lignes directrices et politiques internes (par ex., combler les lacunes en matière d’études et de formation, lignes directrices relatives à la conservation de documents).
- Participer à des réunions/discussions et examiner les projets de lignes directrices/politiques, le cas échéant.
- Se tenir au courant de la législation, des tendances et des pratiques applicables.
- Effectuer d’autres tâches au besoin.
Qualifications
Études, expérience et compétences
- Programme collégial ou universitaire de quatre ans.
- De trois à cinq années d’expérience en tant qu'éducatrice ou éducateur de la petite enfance inscrit(e) (EPEI) ou dans un domaine connexe.
- Connaissance de la législation du secteur (par ex., la Loi de 2007 sur les éducatrices et les éducateurs de la petite enfance ) et des politiques de l'Ordre.
- Connaissance des meilleures pratiques en matière d'évaluation des diplômes.
- Connaissance des logiciels de bureautique/administratifs (Excel, Word, Outlook).
- Aptitudes à l’analyse, à la pensée critique, à la résolution de problèmes et capacités de jugement pour évaluer les qualifications, examiner les dossiers complexes et faire des recommandations sur la manière de procéder pour les dossiers inhabituels des membres et demandeurs.
- Aptitude à la communication orale et écrite pour résumer et expliquer les dossiers/processus de l’Ordre, rédiger la correspondance avec les demandeurs/membres et créer des modèles de lettres.
- Souci du détail pour trier et évaluer un grand nombre de documents et naviguer entre plusieurs bases de données pour trouver des informations.
- Sens de l'organisation et compétences en gestion du temps pour gérer un volume important de demandes et dossiers de membres et respecter les délais de traitement et les échéances.
