Posted via Art. 28NATURE OF WORKReporting to the Community Safety Manager, the Bylaw Supervisor shall lead the public’s compliance and education of all City bylaws, regulations and general Public Safety Departmental policies and procedures. The Bylaw Supervisor works closely with the Community Safety Manager to ensure timely, appropriate, and professional service. May be assigned to act on behalf of the Manager in their absence.SUPERVISION EXERCISEDSupervises and provides direction to departmental staff as assigned.SUPERVISION RECEIVEDWorks under the direction and supervision of the Community Safety Manager.KEY RESPONSIBILITES Performs all duties of the Bylaw Officers (II, I and Technician) as required. Researches legislation and laws including other municipal practices and makes recommendations to improve or enhance bylaw services. Directs the Bylaw Officers (II, I and Technician) in the organization and execution of their work, provides feedback and direction on work practices. Oversees the compliance of all City’s Bylaws Assists with the preparation of new bylaws and the review and modification of existing bylaws. Represents the City in court proceedings with Crown Counsel and prepares information for prosecutions, gives evidence in court as required. Responds to inquiries and advises staff and the public on bylaw complaints Works within the assigned budget; assists in the preparation of the department’s annual budget. Assists with the coordination of a public relations program to foster public awareness of bylaw requirements; works closely with the media, public interest groups and businesses to promote bylaw requirements. Compiles a variety of data; prepares daily, monthly, and annual reports of activities. Serves criminal or civil notices or papers related to compliance of related bylaws as required. Coordinates bylaw enforcement operations including scheduling, training, and daily supervision of departmental staff. Works with vulnerable populations to improve outcomes and meet Public Safety expectations Develops and maintains operational guidelines, safe work procedures and departmental best practices. Contributes to a positive work environment by modelling a respectful workplace, as per City policy. Complies with the organizational safety program and ensures that all WorkSafe and other legislative safety requirements are met. Reviews all accidents and incidents and recommends changes necessary to ensure a safe environment for all staff and participants. Provides safety orientations to new employees, delivers safety crew talks and tailgate meetings for fieldwork as required. Performs all other duties as required PERFORMANCE FACTORSKnowledge, Ability and Skills Customer Service StandardsQuality and Quantity of Work Cooperation and ability to take directionReliability Attendance and PunctualityCompliance with Policies and Procedures Health and SafetyREQUIRED QUALIFICATIONS, KNOWLEDGE, ABILITY AND SKILLS Completion of grade 12 education or equivalent Bylaw Enforcement & Investigative Skills Certificate Level I & Level II Certification in Officer Safety, Avoidance, Conflict Resolution or Situational Awareness Minimum five (5) years as a Bylaw Officer II Management Skills for Supervisors Certificate or equivalent Occupational First Aid Level 1 Valid Class 5 BC Driver’s Licence Ability to pass and maintain a Police Information Check with Vulnerable Sector Check Demonstrated ability in supervision, training and assisting employees with their daily routines; experience in staff scheduling. Demonstrated knowledge of the Community Charter, Motor Vehicle Act, Local Government Act, and Local Government Bylaw Notice Enforcement Act Considerable knowledge of the City of Fort St. John’s municipal bylaws and procedures Sound knowledge of court procedures and the legal system as it pertains to various types of evidence. Ability to investigate complaints and enforce bylaws and regulations with tact, impartiality, firmness, and the use of sound judgment. Proven ability explaining and interpreting bylaws and regulations. Ability to effectively liaise with a variety of internal and external contacts while employing superior customer service skills in accordance with municipal policies & procedures. Ability to administer the Municipal Ticketing Information system and Bylaw Offence Notice System to ensure the efficient operation of the ticketing system, including the serving of summons. Ability to prepare, and present evidence in court. Proficient in Microsoft Office Suite programs as demonstrated through testing (70% pass rate required), in addition to applicable departmental software programs Knowledge of the methods, principles and practices of caring for animals Knowledge of the rules and regulations of the Society for Prevention of Cruelty to Animals. TOOLS AND EQUIPMENT USEDPatrol vehicles, animal capture equipment, radio, cell phone, camera, duty bag, first aid equipment, personal protective equipment, personal computer, vehicle workspace and other office equipment. Employees are required to use multiple software platforms and will use electronic as well as written formats for documentation.PHYSICAL DEMANDSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee is frequently required to conduct foot patrols which may include walking 3km or more and standing for long periods of time on uneven ground and in adverse weather conditions. The employee is required to use handheld tools and objects, each with hands and arms, climb, balance, bend, kneel, crouch, or crawl and climb stairs.The employee must occasionally lift and/or move more than 50 pounds such as bicycles and dogs or deceased animals. Ability to wear all required safety P.P.E. during shift.Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision and the ability to adjust focus.Employees are required to drive for long periods of time and will enter and exit vehicles multiple times throughout the shift.WORK ENVIRONMENTThe work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
