About Our Opportunity
As a Fisheries Inspector (Intelligence), you will play a key role in the Province's intelligence-led compliance and enforcement program. Reporting to the Fisheries Compliance and Enforcement Supervisor, you will collect, analyze, and disseminate intelligence to support investigations, inspections, audits, and enforcement initiatives across Nova Scotia's fisheries sector.
This position combines intelligence analysis, regulatory compliance, investigations, records auditing, and enforcement activities. You will work closely with Fisheries Inspectors and a wide range of provincial, federal, and law enforcement partners to identify emerging risks, uncover organized illegal activity, and support strategic enforcement priorities.
The Fisheries Inspector (Intelligence) holds the necessary appointments (e.g., Inspector, Special Constable).
Primary Accountabilities
As the Fisheries Inspector (Intelligence), you will:
- Collect, evaluate, analyze, and disseminate tactical, operational, and strategic intelligence related to fisheries, aquaculture, marine plants, seafood processing, fish buying and selling, and associated supply chains.
- Develop intelligence products, risk assessments, compliance profiles, trend analyses, offender profiles, and investigative reports.
- Identify emerging compliance risks, organized illegal activity, repeat offenders, and vulnerabilities within the fisheries sector.
- Conduct inspections and investigations involving fish buyers and processors, marine plant harvesters, aquaculture operations, and recreational fisheries.
- Conduct surveillance activities, target profiling, intelligence gathering, and evidence collection.
- Perform records audits and compliance examinations involving harvesting, purchasing, processing, inventory, transportation, licensing, financial, and taxation records.
- Identify indicators of illegal commercialization, under-reporting, fraudulent records, product laundering, and other regulatory violations.
- Prepare occurrence reports, court documents, Crown briefs, legal information packages, and other enforcement-related documentation.
- Execute enforcement authorities including searches, seizures, interviews, statement-taking, and evidence management activities.
- Assist Crown Counsel and provide testimony during court and administrative proceedings.
- Develop and maintain intelligence-sharing relationships with federal, provincial, municipal, and international enforcement partners.
- Contribute to the development of operational procedures, enforcement strategies, intelligence products, and risk-based compliance programs.
Qualifications And Experience
- High school plus formal technical training in law enforcement and intelligence gathering and analysis plus 7 years of commercial fisheries-related compliance and enforcement experience such as conducting inspections, investigations, analyzing evidence, laying charges and supporting legal proceedings.
- Collecting, synthesizing, analyzing, and producing evidence including statements and testimonies.
- Demonstrated analytical and self-directed ability in fisheries related areas such as intelligence gathering, regulatory compliance, and enforcement principles.
- Adept in case management including evaluating complex records and producing actionable intelligence as it pertains to commercial fisheries enforcement.
- You must be able to demonstrate you can work both independently and as a member of a compliance and enforcement team, exhibiting collaborative behaviors.
- Ability to exercise professional discretion and manage competing interests.
- Strong communication skills are essential for building and sustaining a diverse network of relationships, i.e. public, legal authorities. You must be able to understand, interpret and explain legislation in plain language terms for clients.
- Proficiency in various computer programs i.e. Microsoft Office.
- You have access to a reliable motor vehicle and a valid driver’s license.

Working Conditions
Normal work is 35 hours/week, 7 hours/day, Monday to Friday. However, you must be able to work irregular hours, including evenings and weekends. May be required to work overtime. This position requires the wearing of identifiable clothing.
This position will be required to travel regularly throughout the province and therefore, the incumbent must have access to a reliable vehicle and hold a valid driver’s license. Field work may include loading gear in boats, carrying boxes of files, moving totes/containers, and other activities that require moderate physical effort. May occasionally operate boats.

Salary Range: $2,944.94 - $3,420.52 Bi-Weekly
