The Cape Breton-Victoria Regional Centre for Education is responsible for the administration of the public school system within the boundaries of Cape Breton and Victoria Counties, supporting approximately 12,000 students in 38 schools.

Qualifications
Years of Experience:
7-10 years
Experience Area(s):
- Minimum five (5) years successful teaching experience in literacy/English Language Arts.
- Minimum of five (5) years successful experience as a school based or system administrator in a leadership position requiring the supervision of staff or such length and combination of relevant administrative experience that is considered equivalent (with a minimum of three (3) years of school-based administration experience).
- Proven leadership in educational settings and professional learning facilitation.
Required Certifications, Licenses, and/or Memberships:
B Ed, Nova Scotia Teachers Certificate, Valid Driver's License

The Coordinator of Instruction and Assessment - Literacy will support the implementation of the Nova Scotia Literacy Strategy P-12 and be the board’s representative on the Provincial Literacy Working group and attend monthly provincial meetings. This position will oversee board literacy personnel such as Literacy Consultant, literacy coaches and Early Literacy Teachers. The Literacy Lead will also provide coordination, professional learning, and modeling for others, and will monitor, track and interpret literacy data and work with principals to support Student Success Planning. The Coordinator ensures compliance with the Nova Scotia Assessment Policy and supports staff in program and student services implementation.
The Coordinator shall perform tasks as are assigned by the Director, Programs and Student Services. These tasks may vary, from time to time, with the evolution of the organization and may include but not be limited to the following:
Key Responsibilities
- Responsible for the implementation of the Provincial Literacy Strategy P-12 and oversee the English Language Arts program.
- Oversee the management, monitoring and evaluation of effective policies, procedures and program implementation for the Pre-Primary Program and NS-BAP to ensure delivery of inclusive, high quality, play-based early learning and before and after school care.
- Responsible for Early Development Instrument (EDI)
- Oversee Regional Centre literacy personnel such as Literacy coaches, Early Literacy Teacher, English as Additional Language Teachers and System Library Technician.
- Ensure annual performance appraisals are completed for all direct reports.
- Act as the Regional Centre’s representative at the provincial table and work collaboratively with The Provincial Literacy Working Group while being aware of the specific literacy needs for students in the CBVRCE.
- Lead for Student Success Planning (SSP) Process.
- Monitor programs and initiatives offered by the regional centre’s Library Services.
- Incorporate effective culturally and linguistically responsive practices in the delivery of services to all schools.
- Manage appropriate departmental budgets and contribute to the annual budget process including making recommendations for the allocation of staff to schools.
- Work with Human Resource Services in the staffing and recruitment process.
- Provide coordination, professional learning, and modeling for others, and monitor, track and interpret literacy data to support school principals with their Student Success Planning and assessment.
- Attend monthly provincial meetings.
- Oversee the School Success Planning process and support schools with implementation of student assessment programs.
- Investigate issues of concern regarding students and/or programming brought forth by principals, teachers, parents and the community.
- Manage use of the Nova Scotia Book Bureau in the region.
- Any other duties assigned by the Director of Programs and Student Services.
- Monitor, assess, and report on student learning through the work of the Regional Lead Teams (RLT): setting expectations for principals as instructional leaders, communicating results and planning and implementing actions for improvement.
- Directly communicate with the Department of Education and schools regarding assessment as well as, serve on the provincial assessment committee.
The Coordinator of Instruction and Assessment - Literacy possesses a significant degree of problem-solving and decision-making authority, particularly within the scope of literacy program implementation, personnel management, and data interpretation.
- Extensive Authority: This role is responsible for overseeing the entire English Language Arts program and the Provincial Literacy Strategy P-12. This includes making decisions on how best to implement provincial guidelines locally, managing and evaluating policies and procedures for pre-primary and after-school care in relation to literacy, and providing professional learning and modeling for staff. The Coordinator will also interpret complex literacy data and work with principals on Student Success Planning, which involves identifying areas for improvement and strategizing solutions. They will manage departmental budgets related to literacy, including making recommendations for staff allocation, indicating a high level of financial decision-making within their purview. Furthermore, they are expected to investigate and resolve concerns regarding programming brought forward by various stakeholders (principals, teachers, parents, community).
- Proactive and Reactive Problem Solving: The role requires both proactive problem-solving (e.g., anticipating challenges in literacy strategy implementation, developing professional learning to address skill gaps) and reactive problem-solving (e.g., investigating issues, addressing concerns from stakeholders, addressing student assessment issues, adjusting strategies based on data).
- Direct Impact on Student Literacy Outcomes: The most significant impact is on improving literacy levels for all P-12 students in the region. By overseeing the implementation of the Provincial Literacy Strategy, managing literacy personnel, and utilizing data to support schools, this role directly contributes to enhanced student learning and success in literacy.
- Influence on Program Quality and Consistency: The Coordinator ensures the consistent delivery of high-quality literacy programs, policies, and procedures across all schools within the board, including culturally and linguistically responsive practices. This leads to a more equitable and effective educational experience for students.
- Strategic Guidance for Schools: By working with principals on Student Success Planning and providing professional learning, the Coordinator directly influences how schools identify and address their specific literacy needs, leading to more targeted and effective interventions.
- Effective Resource Allocation: Management of departmental budgets and recommendations for staff allocation directly impact how resources are utilized to support literacy initiatives, ensuring efficient and impactful investment.
- Personnel Development and Performance: Overseeing literacy personnel and completing annual appraisals directly impacts the effectiveness and professional growth of a key group of educators, which in turn benefits student learning.
- Accountability and Improvement: Monitoring, assessing, and reporting on student learning provides essential feedback loops that drive continuous improvement in programs and instructional strategies.
- Significant course concentration in literacy, elementary education, research
- Specific training in literacy development or related field is considered an asset
- Excellent leadership, team-building, communication and interpersonal skills
- Strong organizational, planning and implementing skills
- Demonstrated successful experience in working with a team in the area of literacy at the school, regional and/or provincial level
- Experience in a leadership position(s) related to enhancing literacy at the school or regional level considered an asset
- Experience in literacy related provincial projects is considered an asset
- Current knowledge in research-based approaches to literacy and learning in classrooms
- Expertise with data management
- Expertise in developing and leading professional learning
- Proficient with technology
- The ability to apply knowledge of current trends in educational research; particularly in instruction, assessment and instructional leadership.
- The ability to provide leadership in the collection, analysis and interpretation of data related to student achievement and well-being.
