HUMAN RESOURCES MANAGER

Type of Position: Full-Time, Permanent, 35 hours/week Closing Date: July 15, 2026

Kitchenuhmaykoosib Inninuwug Dibenjikewin Onaakonikewin (“KIDO”) is the operating body for Kitchenuhmaykoosib Inninuwug (“KI”) on matters related to awaashishag, oshkaadizag egwa dibenjikewinan (children, youth and families).

KIDO is dedicated to fostering a healthy self, healthy dibenjikewin (family), and health community, serving members both on and off KI. KIDO carries out services using the Maamo Dibenjikewin Kanawaabajikewin (“MDK”) service model, which embodies the traditional practice of child rearing and care where family, extended family, and community are involved in supporting awaashishag and oshkaadizag whose dibenjikewin are unable to do so. KIDO is proud to provide 24/7/365 services, supports, and resources to members of KI.

Established in April 2023, KIDO has grown significantly to meet the needs of its community and is now looking to fill the position of HR Manager to support the continued growth, development, and optimization of the organization. Reporting to the Executive Director, the Human Resources Manager plays a vital role in overseeing a wide range of human resources across three locations (KI, Sioux Lookout, and Thunder Bay). As our HR Manager you will be responsible for the overall planning and management of Human Resources functions including but not limited to employee relations, recruitment and selection, training and development, performance management, and development and administration of policies and procedures. The HR Manager provides strategic advice, conflict resolution, and co-ordination of a range of day-to-day HR issues that require judgement and tactical decisions making.

This position is a full-time, permanent position based out of the KIDO office in Thunder Bay. Frequent travel to the community of KI and other KIDO offices, such as Sioux Lookout, will be required.

Duties & Responsibilities

  • Ensure ESA compliance and adherence to applicable employment legislation, including employment standards, human rights code, workplace safety and the occupational health and safety act.
  • Implement and maintain consistent HR activities across all departments.
  • Responsible for the oversight of HR staff.
  • Lead and mentor HR employees by sharing your knowledge.
  • Act as a resource for team members and leadership on employee relation issues.
  • Develop, revise, and implement HR strategies, policies and procedures aligned with the organization’s goals and objectives.
  • Manage the full employee life cycle, including recruitment, onboarding, training and development, performance management, and separation processes.
  • Advise and support Managers and Directors on HR-related matters, including employee relations, conflict resolution and disciplinary actions.
  • Collaborate with cross functional teams to drive employee engagement initiatives, including employee recognition programs, employee surveys, and performance feedback mechanisms.
  • Stay updated on industry trends and best practices, and employment law and regulations.
  • Develop job descriptions to reach targeted talent pool that can be used with a variety of platforms such as, Indeed, media websites, print and fax.
  • Conduct internal confidential workplace investigations and ensure appropriate documentation when required.
  • Maintain HR records and prepare reports for leadership.
  • Manage the off-boarding process for both voluntary and involuntary terminations.
  • Managing the administration of Health Plans including enrollment, changes, terminations and policy renewals.
  • Develop job descriptions to reach targeted talent pool that can be used with a variety of platforms such as, Indeed, media websites, print and fax.
  • Conduct internal confidential workplace investigations and ensure appropriate documentation when required.
  • Maintain HR records and prepare reports for leadership.
  • Manage the off-boarding process for both voluntary and involuntary terminations.
  • Managing the administration of Health Plans including enrollment, changes, terminations and policy renewals.
  • Manage strong internal relationships with the Director, Assistant Directors, and all KIDO staff, ensuring clear communication and collaborative problem-solving.

Other Responsibilities

  • Participate and complete training by KIDO, and provided by the KIDO Training Department, including operational training, KI history, and MDK database.
  • Travel as required for training and other KIDO operational needs.
  • Other duties and responsibilities as assigned by the KIDO Director, with directives provided at times by the KIDO Assistant Directors.

Skills And Qualifications

Experience and Education Requirements

  • Diploma or bachelor’s degree in Human Resources, Business Administration, or a related field is required.
  • CHRP Designation
  • Minimum 3 years’ progressive experience in Human Resources

Knowledge, Skills, And Abilities

  • Strong interpersonal skills and communication ability
  • Proficient in Microsoft Word, Outlook, and Excel, with a fluent ability to use online meeting software such as Zoom, Google Meet and Teams
  • Record keeping management and personnel filing
  • Ability to speak and Indigenous language is considered an asset.
  • A deep understanding of and commitment to KIDO’s mission, vision, the MDK service model, and the cultural context of the KI community and KI Family Law.

Other Requirements

  • Ability to provide a clear criminal record and vulnerable sector check.
  • Valid driver’s license, with the ability to provide a driver’s abstract, and reliable transportation.
  • Eligibility to work in Canada.
