Job Summary

The Operational Trainer applies learning and development expertise to design, develop, deliver, and continuously improve learning solutions that build operational workforce capability across Public Works. Working closely with frontline employees, supervisors, managers, and subject matter experts, the incumbent develops and delivers technical, operational, safety, and job-specific learning solutions that support workforce readiness, regulatory compliance, safe operations, and effective service delivery. Using adult learning principles and practical, hands-on approaches, the role focuses on developing competence, building confidence, and supporting the transfer of learning into day-to-day operational performance.

Combining expertise in adult learning with an understanding of operational environments and municipal service delivery, the Operational Trainer translates workforce needs, operational requirements, and business priorities into learning experiences that reflect real-world work conditions. Through learning design, facilitation, on-the-job training approaches, program evaluation, and continuous improvement, the incumbent helps ensure employees have the knowledge, skills, and experience required to perform safely, effectively, and consistently while supporting the delivery of essential municipal services.

The role works directly with operational teams to develop customized learning solutions, support skill transfer, and strengthen workforce capability across a wide range of operational, technical, safety, leadership, and developmental areas.

Education And Experience

Completion of a 4-year university degree/diploma in education, human resources, business administration or a related field that includes development and delivering courses.

Must have minimum 4 years of relevant experience in training, user experience (UX) design, or course development.

CERTIFICATIONS AND LICENCES

Certificate in Adult Education or related training & development, coaching/mentoring program is desirable

KNOWLEDGE

• Strong understanding of user design/UX principles such as usability, accessibility, aesthetics, information architecture, and user research
• Proficiency in eLearning, instructor-led, and blended training methodologies.
• Familiarity with Learning Management Systems (LMS).
• Experience working in a government or regulatory environment.
• Business analysis practices, techniques and report writing
• Techniques for program design, development, implementation and evaluation
• Research, surveying, data collection and analyses methodologies
• Knowledge of applicable health and safety legislation, including the rights and duties of workers
