Duties and Responsibilities:

The Chief Information Officer – Executive Director is a key member of the senior management team, providing visible and inspiring leadership while actively pursuing innovative and visionary methods to deliver services effectively and efficiently through a business focus and customer service-oriented approach.
Reporting to the Commissioner, Corporate Services, the CIO-ED will be instrumental in assisting the organization in lean process reviews and redesigns to support the alignment of business processes to digital solutions, the implementation of customer-focused solutions, and various change management activities that reduce resistance, improve communication and facilitate collaboration to address the challenges inherent in major technology changes.  Further the ED is accountable for service delivery in alignment with program area objectives, corporate goals and priorities, and compliant with legislated requirements and City policies, while meeting the management performance expectations of City Council and the Corporate Leadership Team.
The Chief Information Officer – Executive Director, Information Technology is responsible for:

• Being accountable to set the overall strategic vision and direction of the Information Technology department, and providing leadership to achieve the business goals and objectives of a complex and multifaceted Corporation and its various applicable Agencies, Boards and Commissions;
• Proactively pursuing continuous improvement and seeking out innovative practices for service delivery;
• Being accountable to ensure the effective and efficient operations of the IT department;
• Creating and motivating a dynamic, responsive team of IT professionals;
• Hiring and training qualified talent;
• Setting goals and outlining deliverables;
• Ensuring a supportive, productive and empowering work environment;
• Balancing customer service expectations while guarding the security of the Corporation’s technology assets;
• Collaborating with corporate stakeholders to develop IT strategies that support each area to meet both current and future needs;
• Directing and supporting special corporate and/or community projects for the implementation of technology;
• All Information Technology resources;
• Direct oversight of the City’s technology infrastructure, enterprise systems, services and all devices connected to the corporate network;
• Directing the procurement of corporate technology products or services;
• Developing and implementing technology policies and procedures for the Corporation;
• Leading a team to design and implement nimble and effective training for departmental and corporate staff;
• The security and integrity of all corporate data;
• Directing the preparation and monitoring of the current Operating and Capital budget for the Information Technology Department and all Corporate Technology projects;
• Writing reports and making presentations to management and City Council;
• Performing Occupational Health and Safety duties as outlined in the Corporation’s Health and Safety Program;
• Performing other related duties as required.

 

Qualifications:

• Must have a Graduate Degree in one of the following areas: Computer Science, Business Administration, Engineering, Sciences, Information Studies,  Math or Ontario Ministry of Education equivalency and a minimum of six (6) years of experience in an Information Technology environment; OR
• Must have a University Degree in one of the following areas: Computer Science, Business Administration, Engineering, Sciences, Information Studies, Math or Ontario Ministry of Education equivalency and over ten (10) year’s progressively responsible management experience preferably in an Information Technology environment;
• Must have the ability to travel to offsite locations in a timely and expedient manner as required. If method of travel is by vehicle a current valid and lawful Driver’s License is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment;
• Must possess excellent oral and written communication skills and the necessary administrative and people skills to maintain effective relations with City Council, provincial and federal ministry representatives, outside boards and commissions, other Service Areas and Technology Services staff;
• Must have a good understanding of current technology and the use of computer hardware and software, systems, programming, and telecommunications;
• Must have extensive experience in problem solving and crisis management;
• Must have experience negotiating complex computer contracts with vendors;
• General knowledge of principals of accounting, budgets, forecasting, short and long range planning;
• Ability to communicate and establish effective relations with all staff levels, with elected officials, unions, and the general public;
• Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with the work;
• Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program;
• Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
